2000 Ellis William Davies Solicitor

Ellis Davies was born on 12 April 1871, the son of David and Catherine Davies of Tyddyn Sabel, Bethesda. His father David Davies was the Steward at the Penrhyn Quarry. Ellis Davies was educated at Carneddi School and then College. He later became a clerk at an insurance office in . In 1899 he passed his final examinations in law for which he received a first class honours degree and was awarded a law society medal. He started his career as a solicitor in partnership with Mr. R.O.Roberts (Town Clerk of Caernarfon), and by 1917 the practice was known as 'Davies, Jones and Jones' of 22 Castle Square. In 1928 he set up a practice of his own at 32 Castle Square with his daughter and two sons. In 1901 he married Mary Grace Hughes, 'Minnie', daughter of Mr. Richard Hughes of Porthmadog. Ellis Davies was also very active in his religious life and while at Wrexham he joined the Calvinist Methodist Ministry as a preacher. He was eventually elected as deacon of the Moriah Calvinist Methodist Church and served on a number of committees of that denomination. At the end of April 1939 Ellis Davies died at the age of 68 following a short period of illness.

Ellis Davies's Political Career

Ellis Davies served as Secretary to the Eifion Division of the Liberal Association, and in 1906 Mr. Davies and two others were nominated as candidates for the Liberal Party. He held the seat for the Eifion Division from 1906 to 1918. In 1923, he became the candidate for the Denbigh Division of the Liberal Association, successfully winning his seat against his Conservative opponent the Hon. Mrs. Broderick. He held this seat until 1929. In 1910 Ellis Davies became a member of the Committee on Landed Estates. In addition to which, in 1911 he became a member of the Committee on Juries and was also appointed to serve on Mr. Lloyd George's Land Inquiry Committee, taking a great part in the production of that extensive report. Between 1916 and 1917, Ellis Davies attended the Speaker's Electoral Conference and was a member of the Speaker's Committee which prepared the way for the Representation of the People's Act. Furthermore, in 1917 he became a member of the Second Chamber Conference, and was an active member of the Joint Committee of Peers and Members of Parliament, which was presided over by Lord Bryce, and which developed a scheme for the reform of the House of Lords. Mr. Davies also became a member of the Chairman's Panel in the House of Commons and was Chairman of the Public Assistance Committee. He was the principal agent in the appointment of the royal commission which inquired into accidents at mines and quarries. Moreover, he was one of the first Welsh members to make social reform the most important issue in his political mandate. He retired from active national politics in 1929 owing to ill-health.

Local Government

Ellis Davies remained a member of the Liberal Party until 1934 after which he joined the Labour Party. At the beginning of 1939 after disagreeing with Labour Party foreign policy he returned to the National Liberal Party. After retiring from national politics Ellis Davies closely identified himself with local government, taking an interest in many local issues. While he was an active member of the Education Committee, his most effective public work was done as the Chairman of the Caernarfonshire Public Assistance Committee, which did a great deal to improve the administration of public assistance. Under Ellis Davies's guidance the Committee was able to get the county authority to agree to the conversion of St. David's Hospital, Bangor, into a county hospital. In March Ellis Davies was elected Chairman of the County Council, however owing to ill health he was never able to fill the chair. Contents
