Description

Development of a local employment strategy through the formation of new communica- tion and partnership structures. (Re-)integration of hard-to-place citizens, particularly the long-term unemployed (irrespective of benefits received, e.g. unemployment assistance or social assistance) in the initial labour market. Developing local job potential for cus- tomers and a tailored service for employers through the establishment of decentralised "employment promotion units" (Fachstellen für Beschäftigungsförderung). Local support from mayors and local initiative groups; technical coordination and employment policy support from various steering bodies.

Aims • Process-oriented innovation on an existing model through the development of a new local or district-based employment strategy • Strengthening the role of the employment service in job placement, involving the local level and aiming particularly at disadvantaged groups • (Re-)integration of hard-to-place citizens, particularly the long-term unemployed, in the initial labour market; promoting self-employment where appropriate • Decentralised, tailored service for firms seeking employees (including employers) • Promoting integration in the labour market for particularly disadvantaged groups within the project, especially women and elderly unemployed people • Promoting the social integration of project customers particularly out of touch with the la- bour market -2-

Method and activities • Establishment of six "employment promotion units" (Fachstellen für Beschäftigungsförderung) (FABE) in town halls with project-related employees • Field of activity: social customers: result-oriented advice and placement in working rela- tionships. "Care key" (Betreuungsschlüssel) 1:50. Establishment of an integration plan, case management, coaching where necessary after taking up work, promoting initiative, acquisition where necessary of appropriate external training measures • Field of activity: economic customers: acquisition of posts. Finding posts not known to the employment office. Information and advice for employers. Involvement of mayors and lo- cal authority employees as "guides" and "door-openers" • Technical coordination and quality assurance through regular team meetings of project leaders and FABE employees • Labour market policy: small-area coordination of each FABE through regular coordination team meetings (project leaders, local FABE personnel, all mayors in the area covered by the FABE) • Labour market policy: district-level project management by an "employment strategy steering group" containing, in addition to the project partners, a local authority represen- tative, the chambers of industry, trade and craft trades and representatives of the collec- tive bargaining partners. The initial task is to accompany the project; from this work, the group should be able to develop a comprehensive employment concept for the district in agreement with all regional labour market players. Results • Expansion of previous technically simplified and spatially restricted model to cover the whole district, with possible resulting expansion of placement activity to other municipali- ties with high long-term unemployment • Target placement rate of approx. 30 % • Partial overcoming of in-house skill shortages • Creation of sustainable vertical and horizontal communication and cooperation structure for the regional labour market: as a promoter of further projects and/or as a model project for institutional and procedural promotion of employment
