Sandyford Business District Association Company Limited (SBDA) submits the following proposal in accordance with section 129C of the Local Government (Business Improvement Districts) Act 2006 to the Dún Laoghaire Rathdown County Council (DLRCoCo) - the relevant Rating Authority - to establish a Business Improvement District (BID scheme) in the Sandyford Business District Area.

The Sandyford Business District BID will be referred to as SBiD in this submission.

Having researched board structures of BID Companies in Ireland and the UK it is deemed that the most appropriate structure is that as outlined below.

Structure of the Future Sandyford BID Ltd.

The Board of Directors will consist of:  9 Board Members, Business Owners, Property Owners & Rate Payers  1 Board Member by nomination of DLRCoCo Chief Executive  1 Board Member by nomination of DLRCoCo County Council

Officers of the Board of Directors

Will consist of  Chairman  Vice-Chairman  Company Secretary and shall be elected annually at the Companyʼs AGM in accordance with the Companyʼs By-laws.

 Branding, Communication & Promotion  Infrastructure, Environment & Amenities  Events, Social & Culture Programming  Business Attraction: FDI and Indigenous  Smart City, Technology, WIFI and other Capital projects & Improvements  Cost Savings & Incentivisation for Businesses, Employees & Residents  Audit, Governance & Risk

The Board will establish the above Standing Committees who may co-opt non-voting members to serve on the individual committees.

d. Sandyford Business District and the Evolution of the SBiD proposal

Background

Sandyford Business District (SBD) - consisting of Sandyford, Stillorgan, Central Park and South County Business Park – constitutes the largest area with commercial and employment uses in DLRCOCO and the southern part of the Dublin City Region. Over the past decade, these parks have been transformed from low-density light industrial lands to a combination of high-density office, commercial, retail and residential developments. Road and other transport infrastructure, including the LUAS light rail line, the M50 motorway and a number of link and by-pass roads, continue to be developed to meet the increasing demands in the area.

Regional Context

The SBD is one of the Dublin City Region’s foremost employment centres with a number of clusters in key economic sectors and a high proportion of national and European corporate headquarters together with a high profile of R & D and innovation activity. This is ratified in the Dublin City Region Economic Development Plan with Sandyford, together with UCD and TCD, identified as the key components of the region’s Southern Economic Corridor – one of the critical smart economy locations in Ireland. The Economic Development Plan states that ‘Sandyford is the high-tech knowledge-driven commercial cluster for the South City Region’.

The Regional Planning Guidelines for the Greater Dublin Area 2010-2022 recommend that the GDA should promote itself as a ‘Smart Region’, within the Dublin Gateway, and develop Centres of Excellence in knowledge based and higher value added sectors such as Pharma and Biotechnology, Internationally traded services and ICT, all of which are key sectors for attracting FDI. The development of these clusters and sectors is dependent on the effectiveness of the education sector together with skills retention being aligned with industry and commerce. Therefore establishing business relationships between universities and third level institutes should form part of the objectives in developing the SMART economy and cluster development.

Sandyford Urban Framework Plan 2016 - 2022

The aim of the Sandyford Urban Framework Plan (SUFP) is to develop a ‘place that attracts investment and employment and provides an environment that caters for residential, employment and commercial communities’.

The rationale underpinning the plan is

 To promote and facilitate employment growth;  To strengthen and enhance the structure and character of the urban form through appropriate sustainable land use zoning and guidance on typology, massing, scale, height, density of the built form and by promoting excellence in design of buildings and the spaces between them;

 To protect the residential amenity of adjoining areas and ensure that development in SBD provides for its own infrastructural requirements.  To encourage a diverse range of uses including employment based uses, retail and retail services, civic, cultural, leisure, health, educational and other services appropriate in scale commensurate with the role of Sandyford Business District as a ‘Place’ to work and live;  To encourage a range of high-quality new homes to promote choice and achieve social mix;  To create an environment, supported by key infrastructure and services that will attract business investment and provide for a range of employment opportunities;  To create a hierarchy of public open spaces within SBD providing high quality amenities and a variety of functions to serve both the resident and employee populations;  To provide a network of ‘green’ roots and integrated streets linking the public open spaces, creating a legible and attractive environment for pedestrians and cyclists linking origins with destinations;  To maximise the contribution of sustainable travel modes in meeting travel demand in accordance with Smarter Travel and to make a number of road improvements to cater for residual demand.

Challenges

With the assistance of Smurfit Business School a research process was undertaken to identify the key issues that require collaborative action. The main challenges for the SBD are:

1. Lack of sense of community that drives stakeholders’ affiliation with the area; 2. The need for stakeholder collaboration to positively affect the area’s reputation; 3. The need to communicate the concept of the SBD internally and externally to position Sandyford in a global competitive business location market; 4. The need to enhance and maintain the competitive advantages of the SBD in the Dublin Region and Ireland;

Smurfit Business School identified that the key driver for turning the SBD into a successful business destination is leadership. In particular, the above challenges present opportunities for business leaders to perform prominent vocal and visible roles.

Role of the Sandyford Business District Association

The Sandyford Business District Association Company Limited (SBDA) together with DLRCoCo and other stakeholders played a crucial role in developing the concept of the SBD. The SBDA is a not for profit, pro-business lobby group in the Sandyford Business District. The association, which has evolved since the 1980s, is represented by a committee of 15 locally based business people who contribute voluntarily to the association. The voluntary committee campaign for improved investment, roads, access, infrastructure and maintenance for the SBD. The SBDA mission is to help

develop and promote the SBD as a national and international centre of excellence in which to start, maintain and grow business in Ireland and to maintain a strong voice for those doing business, working and living in the Sandyford Business District Area.

However, after a long and thorough consultation process the SBDA committee, in its meeting on 1st December 2015, decided unanimously to set-up a Task Force in order establish a BID in the SBD area. The committee came to the realisation that in its current form as a voluntary organisation the SBDA will not be in a position to exert the necessary leadership to tackle the challenges identified by the Smurfit report and to fulfil its mission. The SBDA Task Force are firmly of the belief that a business organisation that is set-up under statute and represents the entire business community in the SBD funded by the business community and working closely and co-operatively with the local authority will be the main driver for the future development of the SBD.

e. Promotion of the SBiD Proposal

An extensive information campaign will be undertaken to advise ratepayers located within the boundaries of the SBiD scheme and the holding of a ratepayer plebiscite. The information campaign will include the following:  Actively engage with Elected Representatives to appraise them of the objectives of the proposal and actively engage with them regarding the scheme.  Formal legal public display and consultation of the SBiD scheme and newspaper advertisements to the effect that a scheme is proposed in compliance with the provisions of the Act.  Initial mailing to all ratepayers in the SBiD area of an information document which will provide full details of the SBiD scheme, additional services and the annual levy cost.  Initiate a Digital Marketing Campaign.  Various media briefings and Press Releases to raise awareness and promote participation among ratepayers.  The holding of information meetings to which every ratepayer will be invited at which details of the SBiD scheme will be provided followed by question and answer sessions to raise awareness and promote participation among ratepayers. A final mail shot to every ratepayer providing information update and seeking to fully answer those questions most frequently asked by ratepayers during the briefing sessions.  Ratepayers in the SBiD area will be asked to submit their suggestions for what improvements they would like to see in their relevant areas and in the greater business district. These submissions will be included in a document for consideration by the various SBiD committees.

The above summarises the information campaign, which will be undertaken and funded by the SBiD proponents and is independent of any communication which DLRCoCo will provide to the ratepayers in advising them of the forthcoming ratepayer plebiscite.

2. Boundaries of proposed SBiD

The proposed boundaries for the SBiD will cover the area shown in the Map below, and will run for the five year period commencing in Quarter One 2017.

The key objective of the SBiD scheme is to develop and implement a series of new and additional initiatives that are designed to both further promote and improve the Sandyford Business District area.

Vision

Our vision is to establish Sandyford Business District (SBD) as

 a world class destination in which to work and reside;  a vibrant community of businesses and residents with a unique identity;  a place where living, working, shopping and spending leisure time is attractive, easy and positive.

The SBiD aims to develop a strong community among our businesses and residents by creating a clear sense of identity and place through a focus on:

1. Branding, Communication & Promotion

 Create a strong brand for all marketing collateral.

2. Infrastructure, Environment & Amenities

 Improve the transport infrastructure and work with relevant authorities;  Initiate a comprehensive ‘Place-making’ Programme;  Invest in new Security Systems including CCTV and Registration Plate Recognition Technology.

3. Events, Social & Culture Programming

 Business Events;  Community Events;  Social & Cultural Activities.

4. Business Attraction: FDI & Indigenous

 Invest in a programme to attract investment from both FDI and indigenous investors.

5. Smart City, Technology, WIFI and other Capital Projects & Improvements

 Invest in Technology to ensure SBD can competitive effectively against other ‘Smart’ Business Districts.

6. Cost Savings & Incentivisation for Businesses & Residents

 Collaborative procurement and Cost Saving Initiatives;  Staff retention programmes.

It is expected that the BID scheme will be in operation by Quarter One 2017 and will last for a 5 year period from the commencement date agreed by DLRCoCo Elected Representatives and the proponents of the SBiD. c. Details of the BID Company that will be established and responsible for implementing, managing, administering and renewing the scheme.

The Sandyford BID Company Ltd will be incorporated/established as a non-profit Limited Company for the purposes of implementing, managing, administering and renewing the BID scheme. For the first year of operation, an interim board will manage the affairs of the company pending election at the next AGM of the Company.

A “baseline service” assurance will be committed and delivered by DLRCoCo to the SBiD proponents. This will clearly define the levels of current/existing services that the County Council provides to the SBiD area. The BID company may decide to provide additional services to augment or complement the baseline services, but will not replace these baseline services.

Street and Pavement Sweeping:

Litter Bins:

There are 4 smart litter bins in this area and are emptied as required.

Removal of Graffiti and Chewing Gum:

When requested graffiti is removed from public areas, gum removal service not provided.

Road Maintenance & Public Lighting:

Roads Maintenance is proactive in the Sandyford Business Estate due to the level of business activity in the area and the large volumes of traffic.

It is the location of the depot that is used for maintaining the M50 Motorway - under Transport Infrastructure Ireland (T.I.I.) control.

Roads Maintenance ensure that the roads are kept safe and the Traffic cameras assist with this particularly in bad weather / emergencies etc.

The Council has carried out a survey (PSCI) of all the roads in Sandyford and this has shown that Furze Road requires attention. It is scheduled for restoration in 2018.

All the other roads are rated as satisfactory at present.

Public Lighting in the area is inspected every 6 weeks and any necessary repairs carried out.

The main roads in the area are included on a winter gritting schedule and gritting is carried out as required.

Road Signage:

There are no regular inspections of road signage other that rectifying road signs that are damaged or misaligned.

Extensive road and directional signage was erected by DLRCC Traffic Section within and around Sandyford Business District, with the support and agreement of the SBDA a few years ago.

Since then road signage was further altered as part of the Burton Hall Road Extension, to reflect the changing road network and approach traffic lane layouts.

In recent weeks further modifications were made to the road network directional signage, with the construction of a new roadway into South County Business Park and the construction of a signalised junction to replace the Leopardstown Roundabout.

It would be assumed that further changes to the directional signage will need to be made as further new roads are constructed, as set out in the Sandyford Urban Framework Plan, e.g. E.S.B. Link Road.

In additional to the above, directional signage was erected by the Traffic Section for the Beacon Hospital Sandyford.

Foul Drainage

IW published their 2014 – 2016 Capital Investment Plan largely based on information provided by Dun Laoghaire Rathdown County Council. This information was a combination of the most recent Water Services Investment Programme (produced by the DECLG) and other contracts commenced by DLRCC, mainly drainage works in the Sandyford area. These drainage works were designed to facilitate the development of the Sandyford area and they were included in the IW CIP. Most of these works are either fully or substantially complete.

IW recently updated Local Authorities on its “emerging” investment plans for 2017 – 2021. The plan includes one reference to Sandyford, essentially completion of the original items included in the earlier plan. It has not been agreed with the CER yet.

IW has also included major works at Ringsend Waste Water Treatment Plant (the receiving plant for the Sandyford/Stillorgan area) in both the original and emerging investment plan

Water:

There are no Irish Water plans to upgrade the infrastructure in the Sandyford area. Infrastructure installed under the recently completed Sandyford High Level Scheme completed the local network to facilitate the medium term development of the Sandyford/Stillorgan area.

However Irish Water has plans in the proposed investment plan to secure water supplies in the Dublin Region (The “Shannon” Project) and more specifically in the southern part of DLR (New Vartry Water Treatment Works and other works).

Surface Water:

Surface Water is still under the control of DLRCC. General maintenance of the surface water network is carried out on a yearly basis or as circumstances dictate.

The Sandyford/Stillorgan area is within the Carysfort/Maretimo catchment. The Sandyford Urban Framework Plan (SUFP) sets out the vision for the area and includes significant requirements in relation to the management of Surface Water. These requirements will be reflected in planning conditions on proposed developments in the area.

Maintenance of Public Spaces:

All of Sandyford Business Estate grass/public open spaces are maintained by our Landscape Contractors. In practice, grass is cut every 10/12 days during the growing season.

The Council maintain all trees in the Public Realm.

The Council have continually made improvements to this area including natural planting at Burton Hall Road and intend to continue to do so as the opportunity arises.

The Council will continue to maintain some of the playing facilities at Naomh Olaf’s which were drained/improved a number of years ago.

Bring Centres:

The Council operates two Bring Centres within the area, one opposite the Luas stop and one adjacent to the Council’s Environment Section Depot.
