Background to the Plan Over the last ten years, the area defined by the Sandyford Urban Framework Plan – Sandyford Business Estate/Stillorgan Industrial Estate/Central Park/South County Business Park – has been subject to unprecedented levels of change and growth. Commencing in the late 1990’s and gathering momentum between 2000 and 2007, the area has witnessed the redevelopment and transformation of previously low rise, low density manufacturing sites to medium-to-high density technology units, office schemes, the development of greenfield sites and, more recently, residential, retail and medical development. The transformation of the Plan area, which extends to approximately 190 hectares has taken place largely on a site-by-site basis without reference to an over arching plan to guide and coordinate development. The difficulty in pursuing incremental development in the absence of a coherent plan-led strategy became evident in 2007 when certain potential shortcomings in the capacity of local infrastructure networks became manifest. In 2007 Elected Representatives, local residents and An Bord Pleanala raised serious concerns that the County Development Plan 2004 – 2010, lacked specific guidance on the future form and necessary infrastructure to support the Sandyford Business Estates Area. As a result, a decision was made that the Council would prepare a detailed analysis of the existing situation in Sandyford Business Estates outlining the scale and mix of development permitted to date and the potential for infrastructure capacities (to be increased) to provide for future growth without compromising planned growth in other parts of the County. This Sandyford Urban Framework Plan (SUFP) 2011 is based on that detailed analysis, and the existing landscape of the area. The Plan is brought forward with the confidence that on implementation of its policies and objectives, the development of Sandyford Business Estates will deliver a place that attracts investment and employment and provides an environment that caters for residential, employment and commercial communities. 1.2 The Legal Status of the Plan It is an objective of the County Development Plan 2010-2016 that an Urban Framework Plan be prepared for Sandyford. The Sandyford Urban Framework Plan forms part of the County Development Plan 2010-2016 (CDP) by way of a Variation to the Plan. This Plan shall be referred to as the Sandyford Urban Framework Plan 2011-2016. The Sandyford Urban Framework Plan will not become obsolete in 2016 and will be reviewed as part of the making of the County Development Plan 2016-2022. The policies and objectives of the County Development Plan shall apply when applications for planning permission are being considered within the Sandyford Urban Framework Plan boundary, where matters are not directly covered in the Urban Framework Plan itself. 6 SANDYFORD URBAN FRAMEWORK PLAN VARIATION NO. 2 September 2011 1.3 Strategic Environmental Assessment In accordance with the Planning and Development (Strategic Environmental Assessment) Regulations 2004, the Planning Authority has screened the Sandyford Urban Framework Plan to determine whether or not the Plan would be likely to have significant effects on the environment. The screening document prepared by the Planning Authority in accordance with the Planning and Development (Strategic Environmental Assessment) Regulations 2004 (S.I. No. 436 2004) determined that the implementation of the Sandyford Urban Framework Plan would have the potential to give rise to effects on the environment. The Planning Authority decided to apply the precautionary principle and to undertake a Strategic Environmental Assessment (SEA) of the Variation to the County Development Plan 2010-2016. This SEA process has been integrated into the Variation thus minimising the potential for significant environmental effects by its implementation. The findings of the SEA are expressed in an Environmental Report which accompanies the Variation. 1.4 The Structure of the Plan This Plan is divided into 5 Sections as follows: Section 1 - Introduction Section 2 – Future Land Uses Section 3 – Indicative Urban Form, Public Realm, Linkages and Building Height Section 4 - Infrastructure Section 5 – Phasing and Funding 1.5 The Plan Area The Plan Area consists of the following separate business estates and sites: > Stillorgan Industrial Estate, > Sandyford Business Estate, > Central Park, > South County Business Park > Legionaries of Christ, > Leopardstown Park Hospital and > Lands at St. Benildus and Stillorgan Reservoir. 1.5.1 Renaming Sandyford Business Estates The collective term Sandyford Business Estates (SBEs) has been used in reports to the Council to describe the area included within the plan boundary.     Social Housing Construction Projects Status Report Q4 2019 May 2020 Rebuilding Ireland - Action Plan for Housing and Homelessness Quarter 4 of 2019: Social Housing Construction Status Report Rebuilding Ireland: Social Housing Targets Under Rebuilding Ireland, the Government has committed more than €6 billion to support the accelerated delivery of over 138,000 additional social housing homes to be delivered by end 2021. This will include 83,760 HAP homes, 3,800 RAS homes and over 50,000 new homes, broken down as follows: Build: 33,617; Acquisition: 6,830; Leasing: 10,036. It should be noted that, in the context of the review of Rebuilding Ireland and the refocussing of the social housing delivery programme to direct build, the number of newly constructed and built homes to be delivered by 2021 has increased significantly with overall delivery increasing from 47,000 new homes to over 50,000. This has also resulted in the rebalancing of delivery under the construction programme from 26,000 to 33,617 with acquisition targets moving from 11,000 to 6,830. It is positive to see in the latest Construction Status Report that 6,704 social homes are currently onsite. The delivery of these homes along with the additional 7,813 homes in the pipeline will substantially aid the continued reduction in the number of households on social housing waiting lists. These numbers continue to decline with a 5% reduction of households on the waiting lists between 2018 and 2019 and a 25% reduction since 2016. This progress has been possible due to the strong delivery under Rebuilding Ireland with over 100,000 (100,124) households supported to the end of Q4 2019 since Rebuilding Ireland in 2016.

    OLD BALLINTEER 1 OLD BALLINTEER COUNTY DUBLIN A SOCIAL HISTORY 1930-1960 draft Ballinteer Active Retirement Association Local History Study Group 2014 2 Ballinteer Active Retirement Association (BARA) was established in 2005. A local history study group was formed in 2012 to collect information concerning the history of the locality. This publication is the result of information gathered from archival sources and from people who lived in Old Ballinteer and who were kind enough to tell us their story. It is an important chapter in the local history of the Ballinteer. Members of the study group in alphabetical order are: Christy Byrne, Naula Burke, Vera O’Connell, Peggy Crowley, Noel Doyle, Joe Fleming, John Cogan, Dermot Kavanagh, Sean Magee, Chairman, Sean Roche, Nick Ryan. We would like to acknowledge the assistance of Mr. Tony Lynch in preparing this document for publication. 3 Introduction “Old Ballinteer” means that community which was established in the 1930s and ‘40s at the corner of Ballinteer Road and Avenue. There was an older community in the area associated with the big named houses which was involved in agriculture. The new community consisted of three small urban close-knit estates. There was a close association between the old and the new in that many people migrated from the old rural community to the new urban estates. Mayfield House, dating at least from the beginning of the 19th century, was an old named house at the top of Mayfield Terrace, at the centre of the new community. The land was part of the Pembroke Estate for centuries.
