Welcome to the proceedings of the Fifteenth International Conference on Management Science and Engineering Management (ICMSEM 2021) held on August 1–4, 2021, at University of Castilla-La Mancha (UCLM), Spain. This annual conference, organized by the International Society of Management Science and Engineering Management (ISMSEM), aims to foster international research collaborations in Management Science and Engineering Management and provides a forum for presenting current research work through technical sessions and round table discussions in a relaxing convivial atmosphere. ICMSEM has been held fourteen times since 2007 in conference locations across Asia, Europe, the Americas and Oceania and has had a great influence on Management Science and Engineering Management research. In the past fourteen years, ICMSEM has been successfully held in Chengdu, Chongqing, Bangkok, Chungli, Macau, Islamabad, Philadelphia, Lisbon, Karlsruhe, Baku, Kanazawa, Melbourne, Ontario and Chisinau. All accepted papers in the proceedings for each International Conference on Management Science and Engineering Management were published by high-level publishing, where all the proceedings have been retrieved by EI or ISTP Compendex. This year, 126 papers from 19 countries were accepted for presentation or poster display at the conference. These papers were from Algeria, Australia, Azerbaijan, Canada, China, Egypt, France, India, , Laos, Moldova, New Zealand, Pakistan, Serbia, Spain, Sweden, Turkey, the USA and the UK. Moreover, a wide range of authors have begun to carry out international cooperation in academic research, and 26 of the papers accepted are co-authored from different countries. Meanwhile, each accepted paper had three reviewers, who each gave constructive comments and insightful suggestions to the authors, making these conference proceedings of the utmost quality. The papers in the proceedings have been clas- sified into six sections: Decision Support Systems; Complex Systems; Empirical Studies; Sustainable Development; Project Management; and Operation Optimization. The key issues at the15th ICMSEM covered many popular topics, in which experts in various fields will be invited to give keynote speeches with different topics and academic forums on the development of Management Science

v vi Preface and Engineering Management will be launched to provide a broad international exchange platform for scholars. To further encourage state-of-the-art research in the field of Management Science and Engineering Management, ISMSEM will set up advanced prizes to award excellent papers, who have made outstanding contribu- tions to the innovative practice and application of Management Science and Engineering Management at this conference. We would like to take this opportunity to thank our participants, all of whom worked exceptionally hard to ensure this conference was a success. As Management Science and Engineering Management research is in continuous development and many new trends have emerged, our work needs to continue to focus on the latest Management Science and Engineering Management develop- ment so that we can encourage greater and more innovative development activity. Next year, we plan to continue the innovative and successful ICMSEM and intend to increase our efforts in improving the quality of the proceedings and to recom- mend more excellent papers for ISMSEM Advancement Prize. The Sixteenth International Conference on Management Science and Engineering Management will be hosted by Gazi University, Turkey, in August 2022.
