The potential environmental and socio-economic effects of the proposed Projects, as set out in the NEB’s Filing Manual. The Papaschase First Nation (PFN) is a collective of descendants of a historical Indian Band with reserve land in present day city of with traditional territory across Prince George, Kamloops, and Quesnell . The PFN is organized under the Alberta Societies Act and has over 1200 members with direct ancestral ties to the historic PFN. The PFN has traditional territory on lands that will be impacted by the project.

The PFN was recently recognized through a unanimous resolution from the Assembly of as a contemporary First Nation with ancestral ties to an historic rights bearing community. The PFN is currently in discussions with Canada on a claim of unextinguished aboriginal rights and title.

Along with a claim for aboriginal tile and rights, the members of the PFN that live in Prince George, Kamloops, and Quesnell, have unique traditional knowledge that can assist the National Energy Board in its decision on the Project. The PFN will provide written evidence on the impact of the Project on the exercise of rights and uses connected to the way of life of the PFN. The PFN will also suggest methods of avoiding or mitigating potential negative impacts to the PFN rights and uses. The members of the PFN affected by the Project continue to rely on hunting, fishing, trapping and gathering to support their way of life and consider impacts to these activities as impacts to their cultural survival.

The PFN wants to ensure that the Project does not irreversibly impact the way of life of its people now and into the future. Access, Notification and Service
