MINUTES OF PLANNING COMMITTEE MEETING th HELD – WEDNESDAY 30 DECEMBER 2020

PRESENT: Cllr M Sully (Chair), Cllr C Alden, Cllr G Baum, Cllr M Beal, Cllr A Brown, Cllr C Dean, Cllr I Martin and the Deputy Clerk.

IN ATTENDANCE: District Cllrs J Elliott, County Cllr C Purnell and 12 members of the public.

Cllr M Sully welcomed the Councillors and 12 members of the public and opened the planning meeting at 10.40am.

PL300/20 TO RECEIVE AND ACCEPT APOLOGIES FOR ABSENCE Apologies had been received by the Deputy Clerk from Cllr M Rich and Cllr D Johnson. The reasons were recorded in the register. The Chairman was witness to the reasons given. District Cllr T Johnson also gave his apologies

PL.301/20 TO RECEIVE DECLARATIONS OF INTEREST FROM MEMBERS AND DETERMINE DISPENSATION REQUESTS AS REQUIRED Cllr G Baum declared a personal interest as a founder member of CAODIS in application SY/20/03126/OUT and would abstain from voting.

PL.302/20 TO APPROVE AND SIGN THE MINUTES OF THE PLANNING MEETING HELD ON 9th DECEMBER 2020 The minutes of the meeting held on 9th December 2020 had been previously circulated and were presented for approval.

SY/20/03126/OUT Land On The North West Side Of East Beach Road Selsey West Sussex Outline Application for the erection of up to 26 dwellings with associated access and landscaping. All matters reserved other than access.

The meeting was suspended at 10.48am to allow three members of the public to address the Committee. The meeting reconvened at 11.02am.

After Cllr discussion it was noted that a member of the public wished to address the Committee again and the meeting was suspended at 11.16am and reconvened at 11.17am

Cllr A Brown proposed, seconded by Cllr M Beal, that STC OBJECT to this application on the grounds highlighted in CDC's Coast Protection and Land Drainage Officer's Report, in particular relating to the fact that this area of Selsey is not part of the future sea defences and realignment scheme alongside coastal erosion and any suggestion of land raising will cause a negative impact on existing properties in the surrounding area; CDC's Archaeology Officer's Report focusing on the archaeological importance of the site; CDC's Environmental Protection Report in particular the wildlife and the light pollution impacting the SSI and the perceived breach of the Local Plan Policy 40, furthermore there are considerable concerns regarding the access and egress to the site for both work traffic and ongoing vehicular access. RESOLVED For: 6 Against: 0 Abstained: 1 Cllr G Baum wished her abstention to be noted.

Cllr G Baum proposed, seconded by Cllr M Beal, that STC support the idea in principle of an East West Corridor for Wildlife to be included in the CDC Local Plan Review. SUPPORT RESOLVED For: 5 Against: 0 Abstained: 2 Cllr A Brown and Cllr I Martin wished their abstention to be noted.
