Minutes of the meeting of the West Itchenor Parish Council Planning Committee held on Monday 18TH March 2013 at 10.00pm. in Itchenor Memorial Hall.

Present: Mrs S Taylor (Chairman), Mr G Colbourne, Mr J Hartley, Alastair Spencer, Jane Boadle

1. APOLOGIES FOR ABSENCE None

2. DECLARATION OF INTERESTS There were no declarations of interest.

3. MINUTES OF THE PLANNING MEETING HELD ON 18th February 2013 The Chairman called for approval of the Minutes of the Planning Committee held on 18th February 2013 It was AGREED to approve the Minutes and the Chairman SIGNED the Minutes as a true record of that meeting.

4. PLANNING APPLICATIONS

4.1 WI/13/00521/DOM – Little Ridge, Itchenor, West Single storey side extension following demolition of existing conservatory, conversion of existing garage to habitable accommodation along with a first floor window to the eastern flank, six rear roof lights, front porch canopy and relocation of access to the west of the site.

The Committee had previously carried out a site inspection. Mr West the Applicant was present at the meeting. Mr. West explained the reason for the application and change of location of the garage which was in part the result of the flooding to the property.

The Committee had no objection but felt that they should, if they were of the view, be able to “Recommend” rather than state just “No Objection”. In this instance they felt that they should “Recommend”.

AGREED RESPONSE - RECOMMEND

4.2 WI/13/00515/FUL – Watermead, Spinney Lane, Itchenor, , . PO20 7DJ Demolition of existing single family dwelling house and erection of new 5 bedroom single family dwelling house

AGAIN THE COMMITTEE WERE OF THE OPINION THAT IT SHOULD BE “RECOMMEND” RATHER THAN “NO OBJECTION”

AGREED RESPONSE - RECOMMEND

THE COMMITTEE DID REQUIRE A CONDITION THAT THERE SHOULD BE NO HEDGING OR OTHER SOLID BOUNDARY BETWEEN THE BUILDINGS THUS BLOCKING THE VIEW OF THE SEA FROM THE ROAD.

5. CDC DECISIONS

None

6. ENFORCEMENT Cllr. Taylor reported on the meeting that she had with representatives from both CDC and WSCC concerning the plot of land adjacent to The Oast. She also referred to the letter sent by WSCC to the owner on the 28th February. It was agreed that the Committee should await the outcome of the Appeal and the expiry of the six weeks required by WSCC to reinstate the ditch before deciding on the next step.

7. DATE OF NEXT MEETING. It was noted that the next meeting would be Tuesday 2nd April 2013 at 10.00am
