NOTICE is hereby given that in exercise of their powers under the Road Traffic Regulation Act 1984, West Sussex County Council, propose to make a permanent Order, the effect of which will be to:-
(i) replace the no waiting 8am to 6pm 1 April to 31 October on both sides of Itchenor Road and The Street with no waiting 8am to 6pm any day all year round from the church to The Ship Public House, and; (ii) introduce a prohibition of waiting at any time (double yellow lines) on the eastern side of The Street between the Harbour Office and a point opposite The Ship Public House

STATEMENT OF REASONS FOR PROPOSING TO MAKE THE ORDER
The County Council in exercise of their powers under the Road Traffic Regulation Act 1984, propose to make a permanent Order, the effect of which will be to:-
(i) replace the no waiting 8am to 6pm 1 April to 31 October on both sides of Itchenor Road and The Street with no waiting 8am to 6pm any day all year round from St Nicholas Church to The Ship Public House; and (ii) introduce a prohibition of waiting at any time (double yellow lines) on the eastern side of The Street between the Harbour Office and Merrieweathers
The current summer seasonal waiting restrictions extend from St Nicholas Church northwards to Chichester Harbour. The restrictions prohibit waiting from 8am to 6pm daily but only from 1st April to 31st October. Over the winter months indiscriminate parking has become common place causing considerable congestion.
The shipyard is used extensively for the manufacture and maintenance of boats all year round. Many boats have to leave the shipyard on articulated trailers. Vehicles parked on the highway restrict the road to a single carriageway width. There are no pavements so pedestrians, cyclists and vehicular traffic all have to share the narrow space.
It is proposed that the seasonal restriction prohibiting waiting 8am to 6pm any day should apply all year round.
The narrowest section of The Street is north of Merrieweathers to the foreshore. Vehicles parked on the eastern side make access to the Hard and Harbour Office difficult. It is proposed to introduce double yellow lines on this section to prohibit waiting at any time.
The Order is proposed to avoid danger to persons or other traffic using the roads or for preventing the likelihood of any such danger arising, to facilitate the safe passage of traffic and to preserve or improve the amenities of the area through which the road runs .
Plan Nos. SU7900NEN SU7900NES SU7901SEN SU7901SES show the lengths of roads which are the subject of the proposed Order.

West Sussex County Council in exercise of their powers under Sections 1 (1) 2 (1) and (2), 4 (2), 45, 46, 49 and 53 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 “the Act” as amended and of all other enabling powers and after consultation with the chief officer of police in accordance with Part III of Schedule 9 to the Act hereby make the following Order:-
1. This Order shall come into operation on the X day of X 2021 and may be cited as "West Sussex County Council ((Chichester District) (Parking Places and Traffic Regulation) (Consolidation) Order 2010) (Itchenor Road & The Street Amendment) Order 2021."
2. The “West Sussex County Council (Chichester District) (Parking Places and Traffic Regulation) (Consolidation) Order 2010” is hereby amended by the deletion of the plans in the First Schedule to this Order and the substitution of the plans attached in the Second Schedule to this Order.
