Dean and Tenured Professor, Member of the Graduate Faculty Louise Herrington School of Nursing Dallas, Texas January 2012 to present

Provide academic, research, scholarship and administrative leadership, financial and personnel management and strategic vision for the School of Nursing, with 57 full-time, 56 part-time faculty and 28staff located in Dallas, Texas on the Campus of Baylor University Medical Center. Lead Academic Practice Partnership with Baylor University Medical Center and Baylor Scott and White Health. Partner with the School’s Development Officer in fundraising for scholarships, special initiatives and a capital building campaign. Over 950 undergraduate, graduate and pre-nursing students are enrolled at the school. The LHSON is the highest ranked Professional School at Baylor University at #47 in US News and World Report. The online MSN Program is ranked #42 and the Nurse Midwifery DNP Program is ranked #10. The LHSON DNP Program is ranked in the top 10% nationally and the MSN Program is in the top 15%.

Special appointment as Inaugural Dean and Tenured Professor, Member of the Graduate Faculty Baylor University Robbins College of Health and Human Sciences May 2014 to August 2015

Provide academic and administrative leadership and strategic planning and vision for the creation of a new college at Baylor University, with the Louise Herrington School of Nursing, Communication Sciences and Disorders, Family and Consumer Sciences, and Health, Human Performance and Recreation Departments as the founding academic units, consisting of 98 full-time faculty, 50 staff, 2135 undergraduate, and 226 graduate students. The new College focuses on establishing team-based interdisciplinary research collaborations and curricula to advance solutions for improving the quality of life for individuals, families and communities. During this special term of service of the founding dean, the college received a naming gift and $10 million gift for the department of Communication Sciences and Disorders under my leadership. In 2015, it was decided to separate the Louise Herrington School of Nursing from the Robbins College as a free-standing school.

Armstrong Atlantic State University Savannah, Georgia College of Health Professions Dean and Tenured Professor, Member of the Graduate Faculty January 2008 to January 2012

Armstrong Atlantic State University is a SACS Level V state university, part of the University System of Georgia. AASU enrolls 7500 students in four colleges: Liberal Arts, Health Professions, Education, and Science and Technology.

As Dean, I provided leadership and vision for the College of Health Professions, with 70 full- time faculty organized into eight departments: Communication Sciences and Disorders, Dental Hygiene, Health Science, Medical Technology, Nursing, Physical Therapy, Radiologic Sciences and Respiratory Therapy. Approximately 1000 health professions undergraduate majors, 261 graduate students and 1000 pre-health professions students are enrolled in over 24 different programs. The College of Health Professions, one of the largest and most diverse regional health professions education centers in Georgia offered associate, bachelors, masters degrees and a doctoral program. All health professions programs earned specialty accreditation in good standing, and the college’s graduates had competitive pass rates on licensing and certification examinations. I managed the COHP budget of $6,839,844. I taught NUR 7752: Research Methods in Nursing, NUR 4214: Complementary and Alternative Modalities Study Abroad to and NUR 8896: Selected Topics in Nursing. I also served on thesis committees for graduate students.

Notable accomplishments under my leadership included:

• Worked with a college-wide committee to review and revise the mission, vision and strategic plan. • Established a college coordinator for recruitment and retention and center for advisement. • Decreased student grade appeals by 87% through a collaborative redesign of the process and returning ownership to the departments. • Established a college interdisciplinary education task force project that resulted in a grant-funded state conference and an online interdisciplinary course. • The approval of the university’s first stand-alone professional doctoral program (DPT). Successfully guided the College through a SACS substantive change/level change visit. • Served as the university’s pandemic flu coordinator, organized the EOP and coordinated the mass vaccination program. • Worked with the Nursing Department to double enrollment in the nursing program through a special USG and matching local funds initiative. • Used indirect grant funds to bring in a grant consultant to conduct a workshop on grant-writing and provided consultations for faculty grant writing. • Appointed a college-wide committee that debated and examined scholarship with their colleagues and successfully rewrote the college tenure and promotion document. • Worked with the VPAA and other deans at the university to institute a formal third- year review of tenure track faculty by their college committee and dean. • Created a task force to emphasize interdisciplinary global studies that resulted in the establishment of multiple study abroad initiatives. My particular efforts focused on an international partnership with the Institute and a successful Study Abroad to China to study Traditional Chinese Medicine. • Used grant indirect funds to pay faculty summer stipends to work on course revisions and web course design for the conversion of the RN Options (RN to MSN) Program to a Hybrid Online Program. • During a time of severe (20%) state budget reductions worked with the Vice President of Finance to secure $500,000 in classroom, laboratory and faculty office furniture for an aging health professions building when the new building was placed on hold. • Creation of a Nursing Externship and Residency Partnership and $235,000 gift agreement with Memorial University Medical Center in 2010 during a time of a very low nursing vacancy rate. • Secured the largest single gift during the March 2010 “Three Days for Armstrong” External Fundraising Campaign. • Provided leadership and guidance to secure $500,000 in HRSA new grant funding for Scholarships for Disadvantaged Students in the health professions • Provided leadership for $2 million in annual external grant funding in the college. • Served as the AASU liaison with the Chatham County American Cancer Society to establish the University as the Relay for Life Host Site for the region.

Weber State University Ogden, Utah Dr. Ezekiel R. Dumke College of Health Professions Dean and Tenured Professor, Member of the Graduate Faculty 2003 to 2008

Weber State University is a public multi-campus university under the Board of Regents system, regionally accredited by Northwest Commission on College and (NWCCU), with over 20,000 students. During my tenure, the Dumke College of Health Professions grew to be the largest college of the seven, with 80 full-time faculty, 329 part- time faculty, and 24 staff. The college enrolled over 3200 majors with certificates, associate’s, bachelor’s, and master’s degrees in eight areas: clinical laboratory sciences, dental hygiene, emergency care and rescue, health administrative services, health information record management/technology, nursing, radiologic sciences, respiratory therapy, and health sciences. The college administered the Northern Utah Area Health Education Center (AHEC) and Health Careers Opportunity Programs (HCOP) federal grant programs. Programs offered on an outreach basis within and outside the state of Utah, with seven degree programs and 153 online course sections available to over 2000 students through internet delivery. The college had 8 departments, a dedicated testing and learning support center, computer and simulation laboratories, admissions advisement centers, technical support personnel, a development officer, and a continuing education director. We also had numerous outreach and partnership campuses.

As dean, I was responsible for all budgetary, personnel, instructional, research, development, service and student activities related to the largest college at the university. Responsibilities included all hiring and personnel matters of the college’s faculty and staff, overseeing and decision making in the rank and tenure process, allocation and management of college budgets, development and cultivation of gifts and external funding, managing and administering grant activities, providing leadership in curricular matters, promoting and encouraging teaching excellence and scholarly activity, supervising, advising and support of eight department chairs.

Notable accomplishments under my leadership at WSU included:

• Development of an initial comprehensive strategic plan that clearly articulated the college’s mission, vision and key initiatives that corresponded to the university’s planning processes. The document was used as a working document to guide all subsequent college decision-making processes. • Successfully developed and implemented the college’s first two master’s degree programs in Nursing and Health Administration. • Developed and implemented a new certificate program and a new associate degree in health sciences designed for students who were pre-majors. • Expanded student enrollment at DCHP by 1,000 students. • Received the University Continuing Education Association National Innovative Program Award in 2005 for the outreach distance education partnership with the Alaska Healthcare and Hospital Association to deliver basic nursing education rurally. • Established initial outreach and formal partnership educational ties with China, where DCHP now has an established presence with several universities, a scholarly exchange program, and a flourishing multidisciplinary study abroad in health professions. • Solicited and received two major gifts totaling over $750,000 from the Dumke family and established a state-of-the-art regional interdisciplinary simulation laboratory for the college. • As Chair of the University’s Washington Guidance Council, I worked with the local Federal legislative delegation to obtain and maintain over two million dollars in awards and appropriations for outreach education in the health professions and other university programs. • Secured over $1 million in gifts and fundraising from various sources annually during the last three years of my tenure. • Created a college advisory board composed of key donors, political allies and business partners to assist with strategic planning, new program development, new facility planning and key fund-raising projects. • Created a college-wide professional development task force to develop a comprehensive plan for professional development, promoting faculty research, scholarship and continuing education, and the dissemination of funding awards from several endowments. Over 50% of the faculty and staff were able to take advantage of this initiative and 13 faculty enrolled in doctoral programs

John Tyler Community College Chester, Virginia 1993 - 2003

From 2001 – 2003 at JTCC: Dean for Professional and Technical Studies Rank of Professor

John Tyler Community College is a public two-year institution of higher education accredited by SACS. At the time, JTCC was the fifth largest of the 23 colleges in Virginia Community College System, with an annual enrollment of over 9000 students on two campuses. As Dean, I was responsible for the administration, assessment and evaluation of one of two academic divisions of a diverse large two-campus community college. I provided academic leadership for multiple diverse departments offering 15 degrees and 41 certificates through traditional, distance, online and weekend college delivery methods. I supervised 35 full-time faculty, 10 staff, and over 70 adjunct faculty in the engineering technologies, architecture, biotechnology, business management, accounting, administration of justice/police science, information systems technology, administrative systems technology, human services, early childhood education, nursing, funeral services and physical therapy assisting departments. Additionally, I served as the Federal Perkins Basic Grant Administrator for the College. I had the opportunity to secure external grants and funding (listed elsewhere in CV).

From 1993 – 2001 at JTCC: Coordinator for the Associate Degree Nursing Program; Assistant to the Division Chair Responsible for supervising the nursing program, the EMT and HLT courses, and developing the pharmacy technician and paramedic to RN, biotechnology and other health-related programs. Provided leadership in curriculum development and program evaluation. Served as the primary academic advisor to nursing students, pre-nursing students and supervised the student admission process. Coordinated the scheduling of classes and clinical assignments for faculty and students. Supervised and evaluated the performance of full-time and part-time nursing faculty, lab assistants, work- study students and secretarial support. Ensured that the program met regulatory, system and accrediting body requirements for nursing programs.

Notable accomplishments included: • Doubling the nursing program’s enrollment. • Securing external grants and giving. • Solicited and received a gift from HCA John Randolph to renovate the nursing skills lab and establish a simulated patient care unit with computerized bedside charting. • Established a partnership program with HCA resulting in a new nursing education building. • Established the HCA Cares Scholarship Program. • Established the VCCS’ first LPN to RN weekend college program. The program’s enrollment increased from 10 students to 100 students in one year’s time.

Of Note: Special Assignments/Appointments for the Virginia Community College System (VCCS) Office during my tenure at JTCC:

• Steering Committee Member, VCCS State-wide Biotechnology Task Force (2002) to research and document the jobs in biotechnology, identify core skills for biotech workers, development of curriculum and establish partnerships among VCCS colleges. • Project Leader and Consultant at the Office of the /Academic Services and Research (1999) to develop the system-wide Virginia Perkins Higher Education Five- Year Plan with Core Indicators and Strategies for Assessment. • Faculty-in-Residence for Health Technologies, Virginia Community College System Office of the Chancellor/Academic Services and Research (1995) Assigned projects included: developed a strategic plan for program development in health technologies in the VCCS, participated in and advised the Chancellor's Task Force on Length of Associate Degree Programs regarding health technology programs, assisted in facilitating and advising the System regarding the distance-learning initiative in health technologies; assisted with NUR prefix review and renumbering; reviewed the issue of designating statewide and regional health technology programs within the VCCS; advised about legislative proposals relating to health programs, new program requests, and spoke as a panel member before the Virginia General Assembly's Commission on the Future of Higher Education in Virginia regarding Issues related to Program Duplication in Higher Education.

Administered grant programs to facilitate child abuse prevention efforts for the entire county. Chaired the county's task force for child abuse prevention.
