WHITCHURCH TOWN COUNCIL Minutes of a Development Committee Meeting held in the Town Hall on Monday 13th January 2020 at 7.30 pm.

Present:

1. Receive and accept apologies for absence

Apologies were received from Ward Cllr D George.

2. Receive declarations of interests and requests for dispensation relating to any item on the agenda

There were none.

3. Recording of the meeting

All those present were asked to note that this meeting is recorded by the Council and may be recorded by members of the public.

4. Public Session

None.

5. Approval of the minutes from the meeting held on 23rd December 2019

It was RESOLVED by a vote of 4 in favour and 4 abstentions to approve the minutes from the meeting held on 9th December 2019 as a true and accurate record, subject to the amendment to Item 1 that “apologies were received from Cllr F Nicolson and Cllr K Watts.”

6. Planning Applications

Application No. 19/03313/HSE Received: 3.1.20 Return by: 23.1.20 Location: 32 Bere Hill, Whitchurch, RG28 7EL Proposal: Erection of a part two-storey, part single storey rear extension Response: No objection, subject to the proposal satisfying the SPD for the additional bedroom. There voted 5 in favour; 3 abstained and the Motion was carried.

Application No. T/00556/19/TPO Received: 8.1.20 Return by: 27.1.20 Location: Land adjacent to 22 Burgage Field, Whitchurch, RG28 7DQ Proposal: T1 Oak: crown reduce Response: It was RESOLVED unanimously to raise no objection.

7. Planning Updates and Results

The following decisions by Borough Council were noted:

Application No. 19/02910/HSE Received: 28.10.19 Return by: 15.11.19 Location: 1 Wheeler Close, Whitchurch, Response: It was resolved unanimously to raise no objection. RG28 7JX Proposal: Replacement of conservatory roof from a flat polycarbonate roof with white frame, to a pitched multi-eaved opal polycarbonate roof with white frame BDBC Decision: GRANTED

Application No. T/00509/19/TCA Received: 18.11.19 Return by: 9.12.19 Location: The Limes, Bell Street, Whitchurch Proposal: T1 Silver Birch: Crown reduce by 2m, leaving a height of 7m, crown spread of 3.5m T2: Crown reduce and reduce limb overhanging third party property leaving a height of 5m and crown spread of 3m T3 Holly: Reduce height by 1.5m Response: It was unanimously agreed to raise no objections to this tree application. BDBC Decision: RAISE NO OBJECTION

Application No. 19/03102/FUL Received: 20/11/19 Return by: 6 December 2019 Location: Land at OS Ref 446334 147051 Road, Whitchurch Proposal: Change of use of land and barn from agricultural and keeping of horses to conversion to three bedroom dwelling with parking (Amendment to 19/001164/FUL) Response: It was agreed unanimously to raise no objection to this planning application. The Town Council would like to encourage the applicant to use a renewable energy source. BDBC Decision: GRANTED

19/02794/ROC - Land to rear of The Harroway, Evingar Road, Whitchurch It was reported that BDBC are re-examining the validity of the above application following the Town Council’s previous objections (ie. that the alterations are not in accordance with the application).

8. Update on Sports Pitch provision at Winchester Road/ Road development

Cllr Klemz reported that the FA standard pitch had been installed satisfactorily and the changing rooms had been finished. However, there are drainage issues with the secondary sports pitch and it is in a poor state at the moment. The developer had assured the Town Council that the bad condition of the Webbs Farm Close footpath will be remedied and the path reinstated properly. Cllr Klemz had attended a meeting with the Football Club who had advised that WTC would be able to bid for funding from the Football Association to upgrade facilities on site.

9. Update on review of the Whitchurch Neighbourhood Development Plan and Whitchurch Design Statement

Cllr Woodruff reported that the policy review had been completed by BDBC, taking into account the Town Council’s comments. The Borough’s shortfall in the five-year housing supply is unlikely to be resolved in the foreseeable future and therefore the housing element of the WNDP will not be valid. In the meantime, there is an embargo on granting planning consents because of issues with nitrate pollution in waterways. The Local Plan is due to be updated in 2023; Cllr Woodruff will obtain more information from the BDBC Planning Policy officer and report back to the Committee in due course.

10. Decide the Council’s response to the following consultations:

a) Draft Notice of Proposals for Parking Restrictions in Alliston Way/McFauld Way – BDBC Cllr Buckley outlined the proposals being put forward (Appendix A) because of the current danger to school foot traffic, caused by congestion on the road and vehicles mounting the pavement to get past. There had already been one incident of a child being in collision with a car.

(Cllr Buckley declared an interest due to living in the area and abstained from subsequent voting). After considerable discussion, Cllr A Klemz PROPOSED that the Town Council supports the implementation of the proposed HCC residents’ parking scheme and requests that residents’ parking permits are introduced for this area. SECONDED by Cllr S Egan. There voted 5 in favour, 3 abstained and the Motion was carried.

b) Housing and Homelessness Strategy for 2020-2024 – BDBC Councillors agreed to respond to this consultation individually.

(Cllr Egan left the meeting at 8.50 pm.)

c) Neighbourhood Plan – BDBC It was agreed to make no comment.

APPENDIX A – Draft Notice of Proposals

BASINGSTOKE AND DEANE BOROUGH COUNCIL (PROHIBITION AND RESTRICTION OF WAITING AND LOADING AND UNLOADING AND PARKING PLACES (CONSOLIDATION) ORDER 2018 (AMENDMENT NO.15) (ALLISTON WAY AND MCFAULD WAY, WHITCHURCH) ORDER 2019

Notice is hereby given that The Basingstoke and Deane Borough Council pursuant to arrangements made under Section 101 of the Local Government Act 1972 with County Council in exercise of its powers under sections 1, 2, 4, 5, 122 (1) and (2), 124 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 (the Act of 1984) as amended and of all other enabling powers, and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act of 1984, proposes to make the following Order: Title:- The title of the Order, if made, will be Basingstoke and Deane Borough Council (Prohibition and Restriction of Waiting and Loading and Unloading and Parking Places (Consolidation) Order 2018) (Amendment No. 15)(Alliston Way and McFauld Way, Whitchurch) Order 2019. The effect of the Order will be:- To impose the following restrictions on parts of the below roads as more particularly defined in the plans attached to the draft Order: • Alliston Way – No waiting at any time • McFauld Way – No waiting at any time and No waiting Monday to Friday 8am – 5pm. Objections:- All objections and representations in respect of this proposal must be sent in writing to the Local Government and Litigation Team by Friday 17 January 2020.
