Page 1 of 186 Basingstoke and Deane Local Plan December 2015 Consolidated version showing all proposed modifications Planning the future of our borough FOREWORD by Cabinet Member for Planning – Cllr Mark Ruffell The council has worked hard in drawing up its Local Plan – It contains a set of policies and plans that will guide future planning and development decisions. This plan forms part of the council’s development plan and will be used in the determination of planning applications. This Local Plan is the overarching planning document that identifies where development will take place, how new jobs will be supported and how the precious environment of the borough will be protected and enhanced. It also allocates major sites and locations for development to meet the needs of our growing population. The Local Plan has been prepared through a long and detailed process, with input from local residents, councillors, interested bodies, and statutory consultees taking into account a range of issues and considerations, including: comments and views expressed during public consultation on various stages of the process going back to 2007; the outcomes of a number of studies and other evidence about the borough and its needs in the future; existing national planning guidance set out in the National Planning Policy Framework; and other strategies for the borough’s future, including the Vision for Basingstoke and Deane which was drawn up with the Basingstoke Area Strategic Partnership, the Council Plan and the Sustainable Community Strategy. I would like to take this opportunity to thank all the residents, community groups, and other contributors to the plan who all share a desire to plan for a successful future for the borough. Introduction What is this about? 1.1 This is the ‘Submission Local Plan for Basingstoke and Deane borough covering the period up to 2029. 1.2 ‘Submission’ means that this is the version of the Local Plan that the council has submitted to the Secretary of State for examination. The purpose of the examination is to test the ‘soundness’ of the plan. 1.3 Throughout the process of preparing the Submission Local Plan, a significant level of public consultation has been undertaken. This included seeking views on early policy documents, such as the Issues and Options and Key Themes documents, and also on specific pieces of evidence base including the council’s Strategic Housing Land Availability Assessment (SHLAA). 1.4 This process ensured that the community, partners and stakeholders had the opportunity to influence key aspects of the draft Local Plan. This was guided by the adopted Statement of Community Involvement (SCI) and a summary of the steps undertaken are set out in the Statement of Consultation which is published alongside the Submission Local Plan. 1.5 The purpose of the examination is to test whether the plan: a) has been prepared in accordance with the duty to cooperate, legal and procedural requirements, and b) is ‘sound’. Soundness means: Positively prepared – the plan should be prepared based on a strategy which seeks to meet objectively assessed development and infrastructure requirements, including unmet requirements from neighbouring authorities where it is practical to do so consistently with the presumption in favour of sustainable development; Justified – the plan should be the most appropriate strategy, when considered against the reasonable alternatives, based on proportionate evidence; Effective – the plan should be deliverable over its period and based on effective joint working on cross-boundary strategic priorities; and Consistent with national policy – the plan should enable the delivery of sustainable development in accordance with the policies in the Framework. Page 7 of 186 Basingstoke and Deane Local Plan December 2015 Consolidated version showing all proposed modifications 1.6 In preparing the Local Plan, the council believes it has complied with all the necessary legal requirements. In terms of the duty to cooperate, the council has worked with neighbouring authorities other relevant bodies as necessary on detailed matters and has produced a statement of compliance. 1.7 The statement provides evidence of how the council has co-operated with such stakeholders on potential cross-boundary issues. The council also believes that the Submission Local Plan meets the tests of soundness set out in paragraph 1.5. 1.8 The council’s corporate priorities are of particular importance and provide a basis for the Local Plan. The eight corporate priorities are to: improve economic viability increase skills and employment get connected safeguard local distinctiveness create neighbourhoods where people feel safe and want to live protect our environment maintain a reputation for quality arts and leisure support active, healthy and involved communities. (Source: Basingstoke and Deane Council Plan: 2013 to 2017). 1.9 These have been used as the basis for the vision, objectives and policies included in this Submission Local Plan.

    Pre-submission version- (RegulationPre-submission 14) May 2017 July 2018 1 Foreword Welcome to the referendum version of the Old Basing and Lychpit Neighbourhood Plan. It has been produced since 2014 by a Team of residents and volunteers on behalf of the Parish Council to support sustainable development envisaged in Basingstoke and Deane’s Local Plan consonant with the local environment and amenity of the parish. Old Basing and Lychpit is a largely rural parish between urban Basingstoke to the north and west, and the rural parishes of Sherfield on Loddon, Hartley Westall, Newnham and Mapledurwell. The parish contains three successive areas of past development, specifically the historic village, post-war suburban growth and most recently the development of Lychpit in the 1970s and 1980s. The wooded upper reaches of the River Loddon form part of a strategic gap between much of the parish and urban Basingstoke. To the north east the Loddon Valley forms a shallow bowl of farmland and copses bordered by wooded rolling hills. The parish is well served by schools, a health centre and dentist, community meeting places, several shops, pubs and restaurants. The parish has a rich history from Anglo-Saxon times, particularly during the English Civil War, and contains important archaeological sites. Through a series of consultations, the community has confirmed how it values its Conservation Area, historic areas and its natural environment, and has expressed the wish to retain the special character of these. It has also identified some longstanding concerns about the possible effects of the development envisaged in Basingstoke and Deane’s Local Plan.

This document provides a summary of the issues and representations submitted in relation to the submission version (Regulation 16) of the Bramley Neighbourhood Plan (NP). 2. In accordance with Regulation 16 of the Neighbourhood Planning (General) Regulations, Basingstoke and Deane Borough Council (BDBC) carried out a seven week period of public consultation from the 18 July 2016 to 5 September 2016 on the submission version of the Bramley NP. The consultation documents consisted of the submission version (Regulation 16) of the Bramley Neighbourhood Plan, Strategic Environmental Assessment, Consultation Statement and Basic Conditions Statement (which included an Equalities Impact Assessment). 3. The representations submitted during the consultation period have been published on the borough council’s website, and can be found by clicking on the following link - http://basingstoke-consult.limehouse.co.uk/portal.
