PROMOTIONAL OPPORTUNITY: This is a pro motional job opportunity as defined in the Civil Service Rules and Regulations (Sections 4(19)(b) and 7). This job opportunity is limited to current, permanent, classified City of Long Beach employees. Qualifying time, as noted in the requirements to file, must be obtained in the classified service with the City of Long Beach. Unclassified employees, including non-career employees, are not eligible for this job opportunity. In accordance with Article III, Section 14 of the Civil Service Rules and Regulations, Seniority Credit will be added to the final total scores of those who successfully qualify in all phases of the examination. For examination purposes, seniority credit will be based upon whole months of classified service completed as of the last day of filing. Candidates will be ranked on the eligible list according to final scores.

EXAMPLES OF DUTIES: Under supervision, responsible for the safe piloting and navigating of a vessel in response to incidents, non-emergency incidents, and other activities requiring the support or services of a vessel. The term vessel refers to both and boats; maneuvers a vessel in position to enable crew members to fight and protect life and property; directs a crew regarding deck duties pertaining to the safe handling and mooring of vessels; operates a vessel's pilothouse/bridge equipment; operates radar, navigational electronics, compass, marine radio, and other communications equipment; maintains up-to-date logbooks, harbor charts, and other records in accordance with local, state, and federal regulations; maintains current knowledge of maritime laws and regulations; takes effective damage control measures to save personnel and equipment in case of casualty or emergency caused by collision, grounding, foundering, explosion, or fire; ensures all personnel aboard the vessel adhere to safety standards; acts as on-duty captain in the absence of the Captain; inspects and maintains vessel equipment in operational order; participates in cleaning, scaling, and painting duties, and performs minor repairs and alterations to topside areas, holds, and and equipment; performs or coordinates required maintenance work on a variety of deck and navigation equipment; assists with the in-service training of fire personnel in pumping and vessel handling procedures; participates in inspections of occupied and unoccupied buildings, wharves, and other structures in the Port of Long Beach and the surrounding area for fire suppression and for pre-planning purposes; maintains annual training hours and successfully completes the annual Marine Operations Swim Qualification test; performs other related duties as assigned. https://agency.governmentjobs.com/longbeach/job_bulletin.cfm?JobID=2117208 1/5 6/22/2018 Job Bulletin REQUIREMENTS TO FILE:

Open to current, classified in the Long Beach with at least four years combined service as a and Fire Recruit, as of close of filing. Qualifying experience will be calculated in accordance with Section 102 of the Civil Service Rules and Regulations. Completion of Long Beach Fire Department Pilot Exam Candidate Certification must be submitted by July 13, 2018 (last day of filing---proof required)*. Valid U.S. Coast Guard Master 100 Gross Ton course Certification of Completion (proof required)*.

Knowledge of: Operational and tactical maneuvering of vessels during emergency response; Federal and other regulations pertaining to the operation of vessels in inland and offshore waters; Harbor charts, piloting and navigation instructions, directives, and nautical terms; Vessel's safety procedures Ability to: Navigate vessels in all weather conditions and at all hours of the shift; Operate and maneuver vessels during an emergency response using effective fire- fighting techniques and ensuring crew safety; Think quickly and use good judgment in making decisions under stressful circumstances and/or during adverse situations; Effectively direct crew in the safe handling and mooring of a vessel; Properly and effectively inspect and use vessel equipment; Train and assist crew in operation and maintenance of vessel and its equipment; Complete all necessary documentation.

ADDITIONAL INFORMATION:

F IREBOAT PILOT EXAMINATION COMPONENTS AND WEIGHTS

T he examination components consist of a Written Examination, a Performance Examination and an Appraisal Interview. Candidates must pass each component of the examination with a minimum rating of 70 in order to be on the eligible list.

C ANDIDATE ORIENTATION

A candidate orientation is tentatively scheduled for June 27, 2018 at Long Beach Training Center, 2249 Argonne Avenue, Long Beach, CA 90815. Attendance at the orientation session is voluntary; however, all candidates are encouraged to attend. General information on the examination will be distributed and candidates will be given an opportunity to ask questions. The session will last approximately one hour.

W RITTEN EXAMINATION: 35%

Al l candidates meeting the minimum requirements to file will be invited to the Written Examination. The exam is tentatively scheduled for Monday, August 6, 2018, 8:30 am (location TBD). The Written Examination will be based upon the 2018 published reading list for Fireboat Pilot. The examination will focus on but not limited to the following areas: federal and other regulations pertaining to vessel operations, emergency and non-emergency fireboat operations, rules, regulations, and procedures of the Long Beach Fire Department, operations of equipment used on fire vessels.

O nly those candidates who successfully pass the Written Examination with a minimum rating of 70 will be invited to participate in the Performance Examination.

P ERFORMANCE EXAMINATION: 50% The Performance Examination is tentative ly scheduled for Tuesday, September 18, 2018 through Thursday, September 20, 2018. The Performance Examination will include: various control and navigational maneuvers and pump operations necessary for the safe, effective operation of a fireboat and its equipment. Only those candidates who successfully pass the performance examination with a minimum rating of 70 will be invited to the Appraisal Interview.

D ue to the safety considerations in this Performance Exam, candidates who do not demonstrate the level of skill and knowledge to operate the vessel and/or equipment safely and efficiently will be immediately disqualified.

A PPRAISAL INTERVIEW: 15% The Appraisal Interview is tentativ ely scheduled for Thursday, October 4, 2018 (location TBD). Candidates who successfully passed the performance examination will be invited to the Appraisal Interview and will be required to submit a resume on their scheduled Appraisal Interview date. The Appraisal Interview is designed to measure job related experience and training, occupational skills, and oral communication skills. A minimum rating of 70 must be attained in order to pass the Appraisal Interview.

S CORE CALCULATIONS: Passing scores on the Writ ten and Performance Examinations will be converted to a scale ranging from 70 to 100. The resulting score for the Written and Performance Examinations will be multiplied by 0.35 and .50, respectively. The Appraisal Interview scores will be multiplied by 0.15.
