2. EXISTING CONDITIONS This chapter provides a description of existing conditions within the City of Lafayette relevant to the Bikeways Master Plan. Information is based on site visits, existing planning documents, maps, and conversations with Lafayette residents and City of Lafayette, Contra Costa County and other agency staff. 2.1. SETTING The City of Lafayette is situated in a semi-rural valley in Contra Costa County, approximately twenty miles east of San Francisco, on the east side of the Oakland/Berkeley hills. Lafayette has a population of approximately 24,000, and encompasses about 15 square miles of land area, for a population density of about 1,500 persons per square mile. Settlement started in the late 1800s but incorporation did not occur until 1968. Lafayette developed its first general plan in 1974, and this general plan was last updated in 2002. The City is bordered on the north by Briones Regional Lafayette-Moraga Trail along St. Mary’s Park, on the east by Walnut Creek, on the south by Moraga and Road near Florence Drive the west by Orinda. Mixed in along its borders are small pockets of unincorporated Contra Costa County. Lafayette has varied terrain, with steep hills located to the north and south. Highway 24 runs through the City, San Francisco is a 25-minute BART ride away, and Oakland’s Rockridge district is just two BART stops away. LAFAYETTE LAND USES Lafayette’s existing development consists mostly of low- to medium-density single family residential, commercial, parkland and open space. Land uses reflect a somewhat older growth pattern: Commercial areas are located on both sides of Mt. -

BATTALION CHIEF 1104 NATURE OF WORK This is administrative and supervisory work assisting the Fire Chief and Deputy Chief of Operations in commanding and coordinating the activities of the Fire Suppression Division. The Battalion Chief is responsible for the command and control of all on duty fire suppression personnel, both full time and paid on call. The Battalion Chief will direct the work of subordinate fire officers and fire fighters working out of all the City of St. Cloud’s fire stations. Work involves the responsibility for directing and coordinating the activities of multiple fire companies. Work is performed with considerable independence under the general supervision of the Deputy Chief of Operations and the Fire Chief. Although normal fire fighting command work is part of the duties, emphasis is placed upon the responsibility for assisting in the development, execution, and review of departmental policies. A position of this class can be assigned responsibility for planning and coordinating policies, procedures, and activities in training, building maintenance, or equipment maintenance. Work is reviewed through occasional inspection, review of reports, and evaluation of the department's performance. EXAMPLES OF WORK (Any one position of this class may not include all duties listed, nor do listed examples include all duties that may be found in positions of this class.) 1. Plans work schedules for shift and makes assignments so each employee has a clear understanding of duties assigned and the level of performance expected. Plans and coordinates activities between stations. Directs and assigns employees, as required, to efficiently carry out all fire department operations and programs. -

Gorte Specialist in Natural Resources Policy July 5, 2011 Congressional Research Service 7-5700 www.crs.gov RL33990 CRS Report for Congress Prepared for Members and Committees of Congress Federal Funding for Wildfire Control and Management Summary The Forest Service (FS) and the Department of the Interior (DOI) are responsible for protecting most federal lands from wildfires. Wildfire appropriations nearly doubled in FY2001, following a severe fire season in the summer of 2000, and have remained at relatively high levels. The acres burned annually have also increased over the past 50 years, with the six highest annual totals occurring since 2000. Many in Congress are concerned that wildfire costs are spiraling upward without a reduction in damages. With emergency supplemental funding, FY2008 wildfire funding was $4.46 billion, more than in any previous year. The vast majority (about 95%) of federal wildfire funds are spent to protect federal lands—for fire preparedness (equipment, baseline personnel, and training); fire suppression operations (including emergency funding); post-fire rehabilitation (to help sites recover after the wildfire); and fuel reduction (to reduce wildfire damages by reducing fuel levels). Since FY2001, FS fire appropriations have included funds for state fire assistance, volunteer fire assistance, and forest health management (to supplement other funds for these three programs), economic action and community assistance, fire research, and fire facilities. Four issues have dominated wildfire funding debates. One is the high cost of fire management and its effects on other agency programs. Several studies have recommended actions to try to control wildfire costs, and the agencies have taken various steps, but it is unclear whether these actions will be sufficient. -
Cosumnes Fire Department History
COSUMNES FIRE DEPARTMENT HISTORY The rich history of the Cosumnes Community Services District (District) dates back 127 years to the establishment of three districts: the Elk Grove Fire Protection District (1893), the Galt Fire Protection District (1921), and the Elk Grove Recreation and Park District (1936), which combined in two phases. In 1985, the Elk Grove Fire Protection District and Recreation and Park District merged to form the Elk Grove Community Services District. The Galt Fire Protection District merged with the Elk Grove Community Services District in 2006 to form today’s District, which takes its name from the nearby Cosumnes River. The following is a chronological history of the Cosumnes Fire Department, with the Elk Grove and Galt’s Fire Department’s history listed prior to the merger. ELK GROVE FIRE DEPARTMENT 1892 – 2006 • After a series of fires destroyed all but two buildings on Main Street in 1892, a group of citizens who started the Elk Grove Water Company, constructed an 80-foot water tower on Elk Grove Boulevard. The tank held 45,000 gallons of water, and 3,500 feet of water main was laid east and west on Elk Grove Boulevard, and five fire hydrants were installed. The Elk Grove Water Company conceived the idea of forming a Fire Department. • In 1893 the Elk Grove Fire Department was founded with a single hose cart and a small group of dedicated volunteers. • In 1897 a hose cart shed, hose drying tower, and fire bell were installed to alert the volunteer firefighters, special ordered from San Francisco. It was erected in the hose-drying tower located east of the Southern Pacific Depot. -
