Preface The history of Portugal is, like that of many other countries in Europe, one of deforestation and reafforestation. Until the eighteenth century, the reclamation of land for agriculture, the expansion of animal husbandry (often on communal grazing grounds or baldios), and the increased demand for wood and timber resulted in the gradual disappearance of forests and woodlands. This tendency was reversed only in the nineteenth century, when planting of trees became a scientifically guided and often government-sponsored activity. The reversal was due, on the one hand, to the increased economic value of timber (the market's "invisible hand" raised timber prices and made forest plantation economically attractive), and to the realization that deforestation had severe impacts on the environment. It was no accident that the idea of sustainability, so much in vogue today, was developed by early-nineteenth-century foresters. Such is the common perspective on forestry history in Europe and Portugal. Within this perspective, social phenomena are translated into abstract notions like agricultural expansion, the invisible hand of the market, and the public interest in sustainably-used natural environments. In such accounts, trees can become gifts from the gods to shelter, feed and warm the mortals (for an example, see: O Vilarealense, (Vila Real), 12 January 1961). However, a closer look makes it clear that such a detached account misses one key aspect: forests serve not only public, but also particular interests, and these particular interests correspond to specific social groups. -

Gorte Specialist in Natural Resources Policy July 5, 2011 Congressional Research Service 7-5700 www.crs.gov RL33990 CRS Report for Congress Prepared for Members and Committees of Congress Federal Funding for Wildfire Control and Management Summary The Forest Service (FS) and the Department of the Interior (DOI) are responsible for protecting most federal lands from wildfires. Wildfire appropriations nearly doubled in FY2001, following a severe fire season in the summer of 2000, and have remained at relatively high levels. The acres burned annually have also increased over the past 50 years, with the six highest annual totals occurring since 2000. Many in Congress are concerned that wildfire costs are spiraling upward without a reduction in damages. With emergency supplemental funding, FY2008 wildfire funding was $4.46 billion, more than in any previous year. The vast majority (about 95%) of federal wildfire funds are spent to protect federal lands—for fire preparedness (equipment, baseline personnel, and training); fire suppression operations (including emergency funding); post-fire rehabilitation (to help sites recover after the wildfire); and fuel reduction (to reduce wildfire damages by reducing fuel levels). Since FY2001, FS fire appropriations have included funds for state fire assistance, volunteer fire assistance, and forest health management (to supplement other funds for these three programs), economic action and community assistance, fire research, and fire facilities. Four issues have dominated wildfire funding debates. One is the high cost of fire management and its effects on other agency programs. Several studies have recommended actions to try to control wildfire costs, and the agencies have taken various steps, but it is unclear whether these actions will be sufficient. -

Facing Megafires: Forests as Commons An interview with Benjamin Joyeux, Joëlle Zask June 10, 2020 From the Amazon to California, from Siberia to the Congo Basin, from Portugal and Greece to Australia, fires on an unprecedented scale – megafires – are spreading dangerously across the globe. Devastating everything in their path these megafires, Dantean symbols of a natural world that is more imperilled than ever, are still strangely absent from political thinking at this time of climate crisis. Some scientists have now started using the term “Pyrocene” rather than Anthropocene to describe our geological epoch. Benjamin Joyeux: How did you become interested in fires and megafires? Joëlle Zask: I once saw a forest that had just burnt down, and its disappearance made me think about what the landscape means to people. The loss of a landscape produces a sort of helplessness: the landscape is not just a backdrop we gaze at but is an integral part of ourselves. Fire destroys slices of history that never come back. This irreversibility is what causes the distress felt by fire victims. I was also astonished that a phenomenon as impactful as forest fires has not been sufficiently debated, both among environmental scientists and environmentalists, and in public opinion. Are fires a political issue? They are more indications of the dysfunction in representation, of which the consequences are very political. Fires can only be controlled or prevented by a change in this respect. There are huge social and political questions to consider surrounding forest fires today. Yet, we still talk about them as though they are ordinary news items. -

This results from excess biomass in the forests, due to past logging and grazing and a century of fire suppression, combined with an expanding wildland-urban interface—more people and houses in and near the forests—and climate change, exacerbating drought and insect and disease problems. Some assert that current efforts to protect houses and to reduce biomass (through fuel treatments, such as thinning) are inadequate, and that public objections to some of these activities on federal lands raise costs and delay action. Others counter that proposals for federal lands allow timber harvesting with substantial environmental damage and little fire protection. Congress is addressing these issues through various legislative proposals and through funding for protection programs. Wildfires are inevitable—biomass, dry conditions, and lightning create fires. Some are surface fires, which burn needles, grasses, and other fine fuels and leave most trees alive. Others are crown fires, which are typically driven by high winds and burn biomass at all levels from the ground through the tree tops. Many wildfires contain areas of both surface and crown fires. Surface fires are relatively easy to control, but crown fires are difficult, if not impossible, to stop; often, crown fires burn until they run out of fuel or the weather changes. -

The main objective of this study was to quantify the effects of South Korean national reforestation programs on carbon budgets. We estimated the changes in C stocks and annual C sequestration in the years 1961–2014 using Korea-specific models, a forest cover map (FCM), national forest inventory (NFI) data, and climate data. Furthermore, we examined the differences in C budgets between Cool forests (forests at elevations above 700 m) and forests in lower-altitude areas. Simulations including the effects of climate conditions on forest dynamics showed that the C stocks of the total forest area increased from 6.65 Tg C in 1961 to 476.21 Tg C in 2014. The model developed here showed a high degree of spatiotemporal reliability. -
