COMMAND AND CONTROL OF FIRE DEPARTMENT OPERATIONS AT TARGET HAZARDS U.S. DEPARTMENT OF HOMELAND SECURITY UNITED STATES FIRE ADMINISTRATION NATIONAL FIRE ACADEMY FOREWORD The U.S. Fire Administration (USFA), an important component of the Department of Homeland Security (DHS), serves the leadership of this Nation as the DHS's fire protection and emergency response expert. The USFA is located at the National Emergency Training Center (NETC) in Emmitsburg, Maryland, and includes the National Fire Academy (NFA), and the National Fire Data Center (NFDC). The USFA also provides oversight and management of the Noble Training Center in Anniston, Alabama. The mission of the USFA is to save lives and reduce economic losses due to fire and related emergencies through training, research, data collection and analysis, public education, and coordination with other Federal agencies and fire protection and emergency service personnel. The USFA's National Fire Academy offers a diverse course delivery system, combining resident courses, off- campus deliveries in cooperation with State training organizations, weekend instruction, and online courses. The USFA maintains a blended learning approach to its course selections and course development. Resident courses are delivered at both the Emmitsburg campus and the Noble facility. The instructors function as guides and facilitators more than as stage presenters; therefore, classroom management and interunit connections are critical elements in the course process. Course Goals The goals of the course are to: 1. Increase the Incident Commander's (IC's) ability to integrate both fire and community resources to address an incident that a. Consumes the majority of the readily available fire department assets. b. Demands additional equipment and personnel. c. Entails multiagency response to confront the problem. d. Places the Command Officers in a position of managing both fire department and nonfire department activities over an extended time period. 2. Increase the student's ability to apply recognition-primed decision making (RPD) techniques to incidents at target hazards. 3. Increase the student's ability to organize and implement an Incident Command System (ICS) at target hazard incidents. The 20 activities included in the course account for approximately two-thirds of class time. There are eight simulations, five-case studies, and seven-skill exercises. Eight competencies identified as critical for Command Officers at target hazard incidents are stressed throughout the simulations and case studies. Target Audience The target audience for this course includes officers who are charged with setting up initial operations at a major multialarm incident, and those officers involved in the transfer of Command to a higher level officer. In general this could include chief officers or those who perform in Command positions. Students attending this class will be working with the number of units responding on a second alarm or greater (or mutual aid). As a professional, is the student writing at a collegiate level, analyzing, reflecting on, and evaluating subject matter using appropriate grammar, punctuation, and spelling? Nelson Vaughan, III Chatham Borough Council Members Dear Mayor and Council, The following is a report of activities of the Chatham Borough Fire Department for the calendar year 2010. During the year, the fire department responded to a total of three hundred and fourteen (314) incidents, which was an increase of eighty-seven (87) over last year. Fortunately in 2010, there were no significant fires which caused reportable fire loss. During the year however, there were twenty-nine (29) reported fires. This included four (4) building fires, nine (9) cooking related fires, three (3) furnace or boiler fires, four (4) chimney fires, five (5) brush or trash fires, and four (4) passenger vehicle fires. Actual loss was reported for only three (3) months during the year totaling only $8300. This was a very significant decrease of $155,900 over last year in which a loss of $164,200 was posted. The members of the Chatham Fire Department contributed a total of eight thousand seven hundred fifty-three (8753) man-hours of service to the community in 2010. Incident responses accounted for one thousand seven hundred eighteen and three quarters (1718 ¾) man-hours while the remaining seven thousand thirty-four and one quarter (7034 ¼) man-hours were logged for training, work details, and fire duties to facilitate the many programs sponsored by the department throughout the year. This year was a very active year, with an increase of one thousand four hundred and six and three quarters (1406 ¾) man hours compared to the total logged for 2009.

    BATTALION CHIEF 1104 NATURE OF WORK This is administrative and supervisory work assisting the Fire Chief and Deputy Chief of Operations in commanding and coordinating the activities of the Fire Suppression Division. The Battalion Chief is responsible for the command and control of all on duty fire suppression personnel, both full time and paid on call. The Battalion Chief will direct the work of subordinate fire officers and fire fighters working out of all the City of St. Cloud’s fire stations. Work involves the responsibility for directing and coordinating the activities of multiple fire companies. Work is performed with considerable independence under the general supervision of the Deputy Chief of Operations and the Fire Chief. Although normal fire fighting command work is part of the duties, emphasis is placed upon the responsibility for assisting in the development, execution, and review of departmental policies. A position of this class can be assigned responsibility for planning and coordinating policies, procedures, and activities in training, building maintenance, or equipment maintenance. Work is reviewed through occasional inspection, review of reports, and evaluation of the department's performance. EXAMPLES OF WORK (Any one position of this class may not include all duties listed, nor do listed examples include all duties that may be found in positions of this class.) 1. Plans work schedules for shift and makes assignments so each employee has a clear understanding of duties assigned and the level of performance expected. Plans and coordinates activities between stations. Directs and assigns employees, as required, to efficiently carry out all fire department operations and programs.

    COSUMNES FIRE DEPARTMENT HISTORY The rich history of the Cosumnes Community Services District (District) dates back 127 years to the establishment of three districts: the Elk Grove Fire Protection District (1893), the Galt Fire Protection District (1921), and the Elk Grove Recreation and Park District (1936), which combined in two phases. In 1985, the Elk Grove Fire Protection District and Recreation and Park District merged to form the Elk Grove Community Services District. The Galt Fire Protection District merged with the Elk Grove Community Services District in 2006 to form today’s District, which takes its name from the nearby Cosumnes River. The following is a chronological history of the Cosumnes Fire Department, with the Elk Grove and Galt’s Fire Department’s history listed prior to the merger. ELK GROVE FIRE DEPARTMENT 1892 – 2006 • After a series of fires destroyed all but two buildings on Main Street in 1892, a group of citizens who started the Elk Grove Water Company, constructed an 80-foot water tower on Elk Grove Boulevard. The tank held 45,000 gallons of water, and 3,500 feet of water main was laid east and west on Elk Grove Boulevard, and five fire hydrants were installed. The Elk Grove Water Company conceived the idea of forming a Fire Department. • In 1893 the Elk Grove Fire Department was founded with a single hose cart and a small group of dedicated volunteers. • In 1897 a hose cart shed, hose drying tower, and fire bell were installed to alert the volunteer firefighters, special ordered from San Francisco. It was erected in the hose-drying tower located east of the Southern Pacific Depot.
