Dundry Parish Council Minutes of the Meeting held on Monday, 20th April 2020 at 7.30 pm (These minutes are subject to approval at the next meeting)

In Attendance: Councillors Holger Laux (chair), Jim Scott, Steve McCarthy, Simon Fiddian, Tim Waite, David Hurford, Amanda Scott Clerk: Robin Moss Apologies had been received from Cllr D.Hurford

Chair’s welcome and introduction Cllr Laux welcomed all to the meeting, which is being held online in the current coronavirus crisis. Declarations of Interest by Councillors in items on the Agenda None. Minutes of Previous Meeting Cllr Simon Fiddian was incorrectly recorded as being present. Agreed, proposed Cllr J.Scott, 2nd Cllr McCarthy Covid – 19; Community Response A community Helpline has been set up, a dedicated email address as well as a ‘Slack’ online network for volunteers. These are running efficiently. The Parish Council particularly wanted to thank Aydin Balli for the work he has done running a community shop in these difficult times.

There are concerns that people from outside the village are driving in to use footpaths as well as the playing field & play area. Crime Report and Neighbourhood Watch

Council has been receiving regular update reports from The Police & Crime Commissioner. The beat manager, Justina Lewis, responded to an email about fly tipping, saying that NS should be contacted.. Public Forum

Dundry Lane corner – A resident of Dundry Lane contacted about a number of accidents that have taken place on the unsafe corner on Dundry Lane. Her house & the next door neighbour have had to attend to the 'casualties' on a number of occasions (4 cyclists, 1 moped, 1 car) in the last 2 years. There was a fatality before that in 2012.

She & her partner have written to NS council asking for signage to warn about this corner, possibly a beacon ? They would like Dundry PC to support them in their request. The Parish Clerk council agreed to write to NS supporting these residents

Email about Fly tipping – A video and photograph of a vehicle that carried out fly tipping in Dundry was copied onto the Dundry Village Telegraph. This post is no longer public, but someone had commented on his own page that a vehicle with the same registration is shown on a Facebook page: The clerk had forwarded the information to A&S Police as well as NS council.

Walkers – An email was sent by a concerned resident who was concerned that several cars were parked in the car park behind the school. One of these cars had about 4 people around whom I had spotted earlier out hill walking. He reminded them that they weren't supposed to

He asked about restricting the use of that car park. (Note: advice on driving to ‘walk’ has changed in the last few days, it is now ‘allowed’)

Air Ambulance – Letter from Air Ambulance sent by separate email. They are asking for permission to continue having a clothes bank in the Village Hall car park. This is land owned by the V. Hall, but they are happy for the container stay where it is & for the Parish Council to remain as point of contact

Pedestrian stile – Cllr Holger Laux has emailed NSC following the last meeting. He has received a reply from Adrian Woolacott, NSC, with regards to the stile that the landowner put in near the car park. He agrees that this is not a solution that NSC likes to see on a public footpath, especially in the centre of our village. But rather than going for straight enforcement action, he is trying to work with the landowner to get a " style" kissing gate installed, i.e. a small, self-closing gate within the big farm gate. He apologizes that this may not happen immediately under the current circumstances but assured us that he is on the case.

There is a flooding problem in a road in West Dundry. It isn’t clear if this is the responsibility of NSC or B&NES. Clerk to follow up

Clerk Councillors items

Cllr McCarthy: updated council about the ongoing problems with the Churchwell Cottage. Work has stopped & netting placed over the banking. However it is not clear if this complies with the Health & Safety executive involvement. Councillors also discussed which footpaths were open & which had been closed. Public rights of way should remain open. Sections of the Monarchs Way path had been closed temporarily.

District Councillor Report:

No report had been received. Finance . The financial report for March was approved The financial statement for 2019 -20 was approved nd (Proposed Cllr J.Scott, 2 Cllr Waite )

Playing Fields – lease & licence

The lease & licence are still with the solicitors. Follow up from the discussions about allowing space for the village hall to use for events had not been able to take place. There appeared to Clerk be damage to the pavilion roof due to vandalism. Clerk to follow up

20/P/0828/FUH – Somerleaze, Hill Road, BS41 8JD Erection of a single-storey side extension, conversion of loft and erection of a rear dormer and external alterations to dwelling – no comments

The need for the West of Joint Spatial Plan re-write was noted. The West of England councils remain committed to working positively with the West of England Combined Authority (WECA) to address the region's strategic planning needs, and will be jointly commissioning strategic evidence to inform future development. Bristol Airport have applied for a more flexible flight scheduling regime, which will result in more night flights during the summer. Because of the short deadline Cllr Laux wrote on behalf of the Parish Council objecting. A decision by the Department of Transport has been deferred.
