3. Election of Chair (and vice-Chair)

PM proposed Ken Yeo for Chair, JS seconded, unanimous in support.

RG congratulated KY on his re-election and KY took over Chairing the meeting.

Rob Norrington and Jonathon McCulloch put themselves forward as vice-Chair candidates. RN withdrew as a candidate for vice-Chair. RN proposed JM for vice-Chair, AH seconded, unanimous in support.

4. Terms of Reference

To agree Terms of Reference, (previously circulated).

RN proposed, JM seconded. Unanimous in favour.

5. Schedule of Meetings The Panel will be asked to agree a schedule of meetings for 2021/22. A draft schedule has been circulated with the agenda.

KY proposed, unanimous in favour. All agreed that if necessary, the dates can be changed.

6. Welcome and Introductions

Cornwall Council Divisional Members and Town and Parish Council representatives introduced themselves to the panel.

KY is now the representative for St Newlyn East Parish Council; keen to move forward with development of Saints Trail. KY thanked WR for the work he has put into the Perranzabuloe Neighbourhood Development Plan.

7. Notes of last meeting (3 February 2021) To agree the notes as a correct record (copy circulated with the agenda).

KY proposed unanimous in favour.

RN asked that Highways Scheme added as regular standing item on future St Agnes and Perranporth CNP meetings. RG asked all to continue to bring forward any Highways areas of concern which can be added as a future scheme for the ALL Highways Manager to review. RG to include his presentation from previous meeting with Minutes for 30 June RG/EA 2021 AGM.

8. Cornwall Councillor Update

SA raised a concern that currently Perranporth fire brigade do not have any cover in the evenings. Initially SA was advised Tolvaddon fire station (19 minute response time) was providing cover, now been advised Perranporth is covered by

Newquay fire station, reduces the response time by 6 minutes. RG to follow this up with Sophie Hosking/Katherine Billings RG/SH/KB

9. Town & Parish Council update

St Agnes Parish Council - JS reported St Agnes have identified areas where speed cameras can be installed. Still waiting for posts to be installed. JS to email RG/EA with details. KY added St Newlyn East are also waiting for progress on installation of posts. RG to follow up. JS/RG AH clarified St Newlyn East posts are being paid for by St Newlyn East parish council.

JM reported lack of consultation with local residents about road closures between Treliske Hospital and New Mills. Residents of St Allen Parish use this road to get to their workplace (Treliske Hospital). Heard nothing about this until reported on Facebook/frontpage West Briton. We were told we couldn’t close Heaver road through Zelah to stop it being used as a rat run; why has the Tregavethan road closure been permitted? KY asked RG to talk to Mark O’Brien and find out if RG and Roseland CNP received any advanced warnings.

Twenty is plenty campaign was discussed.

10. Agreement of priorities for the year ahead

Highways scheme.

KY planning and lack of planning applications to address affordable housing/homes for young people. JS, RN and PM all in agreement with KY - biggest issue we have at the moment. AH proposed MPs are also invited to the relevant meeting. RG

JM – A30 dualling as a standing item. Every 2nd/3rd meeting can we have an update from Costain please, also representative from Cornwall Council Highways to RG/EA discuss the de-trunking. PM include Saints Trail with this too.

RG update on Secondary School as a standing item. KY updated still looking for a site. RG

Planning Enforcement was raised as an issue.

Les Hallwood Chair of Crantock Parish Council joined the meeting.
