Many thanks for your comments last year (below) regarding Manchester Road to inform our Housing Monitoring Update 2017/18 (HMU). The full report can be found on our housing supply webpages. We would be grateful for an update again this year regarding Tatton’s land interests at Manchester Road (LPS36) and Parkgate Industrial Estate (LPS37) to help inform our forthcoming HMU 2018/19 report.

The progress of LPS 36 is detailed in HMU Appendix 10a (7), while LPS 37 can be found in HMU Appendix 10a (8). We’d be most grateful for a further update on these sites via the attached draft statement of common ground forms.

Attached draft statements of common ground

For outline permissions of 10+ dwellings and allocated sites to be included within the five year supply, the National Planning Policy Framework requires councils to obtain evidence demonstrating that completions will begin on site within five years. To comply with National Planning Practice Guidance, this evidence should include a completion forecast agreed between stakeholders associated with delivery of the site and the council via a statement of common ground. Attached are draft statements of common ground in an amendable PDF format.

Section 1 (page 1) includes the council’s current understanding of each site’s progress and the completion forecast currently published in the council’s Housing Monitoring Update (2017/18).

Please complete Section 2 (page 2) to propose a forecast for each site. Any additional information supporting your forecasts and/or relevant to the delivery of the site is most welcome. If you prefer not to use the draft statement of common ground form, feel free to just explain each site’s progress in an email reply.

We would be grateful if the attached draft statements of common ground could be completed and returned to us by Friday 26th July at [email protected].

Once agreed, the council will return finalised copies which will then be published as part of the final HMU on the council’s webpages. Naturally, we are happy to discuss any amendments that should be made to the documents before this.

Answers for Land East of Manchester Road below;

1. Site progress. Can you advise on the timescale for the likely submission of a planning application for the site and is this anticipated to be outline or full? What is the anticipated lead in time for first completions on site?

Outline application to be submitted within the next week. The site can easily accommodate some 300 units. if there is a need for more supply, the site could be masterplanned for some 400 through more effective densities.

2. Is there any housebuilder interest in the site and how many outlets are anticipated?

Yes - extremely strong interest. Planning permission is needed before we can ascertain how many outlets but multiple outlets are possible and consent for care home should accelerate this. Tatton Group may decide to deliver some units themselves.

3. What build rates are likely to be achieved on this site? Are the forecasted build rates in the HMU outlined likely to happen? Please advise if accelerated lead in/ build rates or any slippage is likely to occur. If any delay/ slippage is expected, what are the reasons for this?

Appendix 1 looks readily deliverable provided CEC planning timelines as per requirements. Opportunity to increase with policy support and housing infrastructure fund applications

4. Are the completion timescales for the overall site(s) realistic? If not please explain why.

Yes as above for 3

5. Are there any other factors that may influence lead in times or build rates for this site?

Onset of CIL is a genuine threat to the scheme. Housing infrastructure fund applications by CEC would materially increase delivery rates as would education policy support for a new primary school as the shortage of Ofstead outstanding places will slow delivery which Tatton Group is willing to address with CEC support.

For the LPS36 allocation, we are still awaiting the Section 106 Agreement for a formal decision notice to be issued. Until this has been received, we are unable to comment on detailed delivery rates of when development is likely to come forward on this.

In terms of the Parkgate site (LPS 37), the Reserved Matters application is still live. Again, we are unable to provide detailed assumptions of when development is likely to come forward, albeit please note that the site is being actively marketed and advanced negotiations are underway with potential developers/housebuilders.
