2 CONFERRING OF THE MEDALLION AWARD The Medallion Award is conferred by Villanova University in recognition of the outstanding achievements of the recipient.

MIKE FISHER, B.A., J.D. Presented by DORIS DEL TOSTO BROGAN

Mike Fisher was first elected Attorney General in 1996 and was re-elected in November 2000 to serve his second term as Pennsylvania's chief law enforcement officer. The Attorney General has broad responsibilities in the areas of both criminal and civil law.

Attorney General Fisher has made haUing the rising tide of drug use his number one priority. While his law enforcement efforts have put drug dealers behind bars, the Attorney General has consistently stressed a two-pronged approach to drugs that not only targets the supply, but also reduces demand. Attorney General Fisher has met with thousands of

Pennsylvania children who have attended his multi-media presentation "Team up Against Drugs." The program, available to schools throughout the state on the internet features Pennsylvania sports stars who challenge the students to avoid drugs and alcohol by joining Mike Fisher's team.

In November 1998 Attorney General Fisher and seven other attorneys general negotiated a historic $206 billion national setdement with the tobacco industry. Of that, Pennsylvania will receive approximately $ 11 billion over the next 25 years. Under the settlement, the tobacco industry is prohibited from targeting children with its marketing, using outdoor advertising, placing its products in movies and video games.

Attorney General Fisher has not only effectively enforced the laws passed by the General Assembly, but has taken his own initiative to promote education and safety throughout Pennsylvania, these initiatives include; establishing the Task Force on

School Safety; co-sponsoring two "Preventing Crime in the Black Community" conferences; creating the Attorney General's

Family Violence Task Force; sponsoring a Statewide Conference on Hate Crimes, creating the Attorney General's Elder Abuse

Task Force. He has joined with district attorneys to push for legislation that protects Pennsylvanians from convicted felons illegally possessing firearms.

An ardent advocate for the consumer. Attorney General Fisher has taken swift legal action against fraudulent telemarketers and other scam artists. He created one of the first Consumer Health Care units in the country, which has subsequently saved Pennsylvanians more than $ 1 million and obtained vital services for dozens of Pennsylvanians.

Attorney General Fisher currently serves as the Vice President of the National Association of Attorneys General

(NAAG). He received a Bachelor's Degree in Government from and a Law Degree from Georgetown

University Law Center.

THE ORDER OF THE COIF

The Order of the Coif is the National Honor Society devoted to the encouragement of high standards of legal scholarship with chapters in leading law schools throughout the country. Graduates in the top ten percent of the class are eligible for election to the Order of the Coif The Order takes its name from the word used to designate the cap which all the members of the Order were required to wear. This cap or coif was originally of white lawn or silk, forming a close-fitting hood, seen today in old engravings, pictures and effigies of distinguished Judges and Serjeants. Serjeants were an order of the highest rank of barrister at the English or Irish bar. By the ancient privileges of the Serjeants, this coif was not to be taken off, even in the royal presence. When wigs came into fashion the coif was changed, no longer worn as a complete hood, but merely as a circular piece of white lawn fastened to the top of the wig.
