5 CONFERRING OF THE HONORARY DEGREE
DOCTOR OF LAWS
ANN S. TORREGROSSA, B.A., J.D. '70 Executive Director, Pennsylvania Health Law Project
PRESENTED BY
DORIS DEL TOSTO BROGAN Associate Dean for Academic Affairs
As an outstanding lawyer, a tireless champion of the legal rights of the indigent, an advocate, a teacher, a leader—you have contributed significantly to the legal profession and to the quality of justice in our Commonwealth. From your appearance before the Supreme Court of the United States fresh out of law school, through your years guiding Delaware County Legal Services and developing the School of Law's clinical program, to your recent role in creation of the pioneering Pennsylvania Health Law Project, you have served our profession nobly. As South African author Nadine Gordimer suggested in 1923, "In a democracy...the greatest veneration one can show the rule of law is to keep a watch on it.... That vigilance is the most important proof of respect of the law." You have shown that respect, not only through your vigilance in representing the poor and in making new law, but also in your outstanding leadership and creativity in keeping legal services organizations running, funded and available to those who otherwise would be denied effective access to our legal system, and in your commitment to teaching and so providing the example of service to generations of law students. You are, as you were recently described by the Chancellor of the Philadelphia Bar Association, a hero in the finest traditions of our profession.
ANN S. TORREGROSSA, B.A., J.D. '70
Ann S. Torregrossa is the Executive Director of the Pennsylvania Health Law Project. She is a 1970 graduate of Villanova University School of Law, and a 1967 graduate of Marietta College. Ann began her legal career as a Reginald Heber Smith Fellow, assigned to Community Legal Services in Philadelphia, where she served as Deputy Director from 1973 through 1977. She left CLS in 1977 to serve as Consultant to the Legal Services Corporation in Washington D.C., eventually leaving that position to join Delaware County Legal Services. Ann came to DCLAA as Litigation Director and later was named Executive Director of the program. During that time she tripled the funding for DCLAA, helped expand and improve the School of Law's clinical program at DCLAA, and designed and taught a course in poverty law at the School. She has taught in Villanova University's paralegal program and now works with University of Pennsylvania Law School clinical students. Toward the end of her tenure as Executive Director of DCLAA, her own brush with cancer caused Ann to turn her attention to the serious problems faced by individuals dealing with the health care system. Out of this came the Pennsylvania Health Law Project, which was begun as a special project of DCLAA and the Bucks County Legal Aid Society. PHLP is the only statewide center of expertise and advocacy devoted to helping low income persons gain access to quality health care, and it is a prototype for similar programs nationwide. Ann serves as PHLP's first Executive Director. During the time PHLP was being established, Ann also served as Consultant to the National Health Law Project in Washington D.C. In this capacity she reviewed all national health care reform proposals and amendments, including the Clinton administration proposals, and, at the request of Congressional staff, drafted testimony and amendments to legislation. Her work also involved her in developing community education materials. Ann is a recognized authority on the topics of Medicaid managed care, and drug and alcohol services. She has worked with the Children's Defense Fund, American Association of Retired Persons and the Academy of Child Advocacy on national health care reform. She drafted the original bill that eventually led to the establishment of Pennsylvania's Childrens Health Insurance Program. Ann has dedicated her entire career to legal services work, having successfully litigated hundreds of cases ranging from voting rights to housing issues. She faced down some of the earliest assaults on the legal services programs with courage and creativity, finding novel ways to finance and expand the provision of services to the indigent. Ann is married to Joseph A. Torregrossa '69, and they have two children: Brennan just completed his first year at the School of Law; and Maresa is a student at Dickinson College.

THE ORDER OF THE COIF
The Order of the Coif is that National Honor Society devoted to the encouragement of high standards of legal scholarship with chapters in leading law schools throughout the country. Graduates in the top ten percent of the class are eligible for election to the Order of the Coif.
The Order takes its name from the word used to designate the cap which all the members of the Order were required to wear. This cap or coif was originally of white lawn or silk, forming a close-fitting hood, to be seen today in old engravings, pictures and effigies of distinguished Judges and Serjeants. Serjeants were an order of the highest rank of barrister at the Enghsh or Irish bar. By the ancient privileges of the Serjeants, this coif was not to be taken off even in the royal presence. When wigs came into fashion the coif was changed, no longer being worn as a complete hood, but merely as a circular piece of white lawn fastened to the top of the wig.
