These four petitions of the New Bedford Gas and Edison Light Company relate to a 115 KV transmission lj;:he to be constructed in the Town of Dartmouth between two proposed substations also in the Tow:a NSTAR Electric Company d/b/a Eversource Energy D.P.U. 19-46 Petition Exhibit C Page 2 of 10 of pa;rtmouth.

D.P,U. 1670.§_ This is a petition un_der the provisions of section 72 of Chapter 164 of the General Laws .for a determination by the Depart - ment that a proposed 115 KV transmission line in the Town of Dartmouth is necessary, will serve the public convenience and is consistent with the public interest, and· for authority to construct and use said line.

This is a petition under the provisions of section 10 of Chapter 40A of th- General Laws for a determination by the Departmen thatthe proposed situ·ation of a strip of land in the town of Dartmouth and the transmission line to be erected thereon are reasonably neoess&: for the convenience and we'lfare of tre public and that said lands and structures be exempted from the operation of the zoning by-laws of the Town of Dartmouth.

This is a petition under the provisions of section 10 of Chapter lr0A of the General Laws for a·determination by the Department that the proposed situation of a parcel of land off Cross Street in the Town of Dartmouth and the substation and related facilities to be erected, maintained and operated thereon are reasonably necessary for the convenience and welfare of.the public, and that said land and struc­ tures be exempted from the operation of the zoning by-laws of the Town of Dartmouth.

�he petitioner is an electric company as defined in Chapter 164 of the General Laws authori2.ed to generate, transmit and distribute electricity and is a public serv:.ce corporation provid:i.ng electric service to thr')) NSTAR Electric Company d/b/a Eversource Energy D.P.U. 19-46 Petition Exhibit C Page 3 of 10 City of J\lew Bedford and sei:0ral su,Tound::.�1� c:i:ttes tJ.ncl towns, including the Tovm of Dartmouth.

On the above matters, a public hearing was held in Dartmouth Town Hall on September 29, 1970, at which time all parties in interest were giver: en opportunity to be heard and no one appeared in opposition.

The proposed line will be approximately 9.2 miles in length, to be con .. structed in two segments. The first segment will extend southerly approximately 4.1 miles from the petitioner' existing High Hill sub­ station to a pr<�pos_ed substation near Cross Road, all in the Tovm of Dartmouth. The second segment will extend southerly approximately 5"1 miles from the proposed Cross Road substation to the petitioner's existing Fisher Roaci substation, all in the Town of Dartmouth. 'l'he second segment will extend southerly approximately 5.1 miles from the proposed Cross Road substation to the petitioner's existing Fisher Road substation, all in the Town of Dartmouth. Tlle line will be loc­ ated entirely within the limits of an existing 150' right-of-wa,y '3cquired by the petitioner through prior eminent do,nain prc::ceedings (D.P.U. 13557) and voluntary grants·of easements.

At the present time there are two bulk substations located 2.pproximnte.. 9.2 miles apart in the town of Dartmouth. These substations are kno,-;;; as the High Hill and Fisher Road substations. Each station has in­ stalled transformation capacity of 10,000 KVA at 115/13.2 KV. The stations are connected by a 115 KV transmission line on a. private ri.ght of way. There is also a 13.2 KV line between the two substations that can be used for emergency back-up and which also se1°ves the distributic,;, load in the High Hill-Fisher Road area.

This load will be supplied by a new 13. 2 I( circuit which will tap the existing 13. 2 KV circuit about midway between the two substations at a point designated as "B" on exhibit No. 2. While the existir.g 13. 2 KV feed1: ..- ;'low has a,,tj,,le capacity to relay or back up the 115 KV line between tha t·,10 subs-::.ations, this will not . be the case when the 5,000 KVA load :from the Shopping Plaza is added to the system. The 1971 peal< load (including the additional 5000 KVA) is anticipated to be 14,600 KVA. The additional load will creat.c voltage problems which will result in im.deqµate or unsatisfactory service, for example:

a) If the Shopping Plaza were to be supplied from the High HiJ.� substation from so-called point B the resuJ.t would be an 8% voltage drop or a delivered utilization voltage of 115 volts which, at best, is marginal. , b) If the Shopping Plaza were to be supplied from the Fisher Road substation from point B, the volt age drop would be 10% or a delivered utilization voltage of 112 volts which definitely would not be adequa"ce.

c) If the Fisher Road substation were to go out of service, the voltage drop at point B would be 12% and the voltage at that point would be 109 volts, while at Fisher Road itself the vol·�age d:;:,op wou:i c:J be 29% and the voltage 89 volts.

d) If the High Hill substation were to go out of service, the· resulting voltage at point B would be 111 volts or an 1196 voltage drop, and t_he utilization. voltage at High Hill its elf would be 99 Volts equivalent to a 20% voltage drop.

From the foregoing it is obvious that a new source of supply is necessary if the area is to receive proper and adequate service.

Engineering studies indicate that the most satisfactory and economical solution is the construction of a new 115/13,2 KV substation about midway between the two existing substations to be �own as the Cross Road substation, which will be connected to the High Hill substation by a new 115 KV t1·ansmj.ssion line. In addition to service the shop­ ping plaza will piclr up additional loacl in the area and by so doing will relieve the High Hill substation of about 600 KVA and th0 NSTAR Electric Company d/b/a Eversource Energy D.P.U. 19-46 Petition Exhibit C -5- Page 5 of 10

Fisher Road substation of about 800 KVA, thus providing more capacity for grOi�th in the area.

Section I of the proposed line will extend in a generally southerly direction from the existing High Hill substation to the proposed Cross Road substation a distance of approximately 4.1 miles. This is scheduled for completion in 1971. Section II of the proposed line will extend in a generally southerly direction from the propose<' Cross Road substation, a distance of approximately 5,1 miles to the Fisher Road substation. Present load studies indicate that this portion will oe required within five years.

Both sections will occupy the existing 150 foot right of way 11hich now contains both the 115 KV and 13,2 KV line.

Initial line construction will consist of a single circuit of wood pole -frame structures averaging 65 feet in height wi t!'l a maximum of 80 feet and spaced approximately 600 feet apart.

Three 795 kcmil ACSR, 36/1 stranding, or appropriate alternate con­ ductors 12 feet on centers on suspension insulators will be arrangr,u in a horizontal configuration and will have a nominal line capaci t.3· of 180, 000 KVA. ,� continuous buried counterpoise will be installed the entire length of the proposed line. The overhead static wire will be three No. 6 alumoweld. The counterpoise will be 3/8" galvan­ ized 7-strand steel.

The zoning districts through which the line will pass in the '.i:cwn of Dartmouth are:

'l:he use of the land for the purp::ises alleged is not permitted by the zoning by· laws of the town of Dartraouth.

The additional substation equipment to be installed at the High Hill substation will consist of one 115/13.2 KV, 10,000 KVA transformer 20 feet tall, one switch 30 feet above ground, with one 115 KV air­ break switch and one oil circuit breaker ranging in height from 25 feet to 37 feet above ground, a 1_3.2 KV aluminum structure 21 feet tall from which one 13,2 KV circuit leaves, all enclosed in an 8-foot" tall chain-link fence with three strands of barbed wire on top.

Also, two 115 KV oil circuit breakers, eight 115 KV switch struc-t1r:·&,• varying in height from 25, feet to 45 feet, a structural dead-end rack 32 feet tall, four single wood poles used to support static wire and a 15-foot by 20-foot corrugated aluminµm :ontrol house. All. except for three of the switches are enclosed within an 8-foot tall chain link fence with three strands of barbed wire on top.

The site lies in a Limited Industry,zone and the use of the land for the purposes alleged is not permitted by the zoning by-laws of the Town of Dartmouth.

The substation installation at Cross Road will consist of two 115/13.� KV 12,000/16,000/20,000 KVA transformers, each 20 feet tall, with lightning arresters, reclosures and disconnect switches mounted 25-35 feet above ground, a 13.2 KV steel structure 21 feet tall fro; which initially 3 13.2 KV circuits will emanate ( the ultimate will be 6 feeders), and a 10-foot square control house made of corrugated aluminum 10 feet high, all enclosed within a 8-foot tall chainlinl!; fence with three strands of barbed wire on top. This equipment together with poles varying in height above ground from 3Lr feet to 52 feet. At present the site is screened by relativeJ.y low natural growth which will be allowed to continue to grow to a height of about 10 feet.

The site lies in a single residence "C" zone and the use of land for the purposes alleged is not permitted by the zoning by-laws of the NSTAR Electric Company d/b/a Eversource Energy D.P.U. 19-46 Petition Exhibit C Page 7 of 10 Town of Dartmouth.

Accordingly, after notice, a public hearing and view of the area and upon consideration of the evidence, the Department is of the opinion and hereby

DETERMINES, that the proposed line is necessary for the purposes alleged, will serve the public convenience, and is consistent with the public interest.

Further, the rrepartment

DECIDES, that the strip� of land and the transmission line to be con­ structed thereon in the Town of Dartmouth are reasonably necessary for the convenience and welfare of the public.

Further, the Department

DECIDES, that the parcels of land in question, consisting of the existing High Hill substation and the proposed Cross Road substatior. and the type of structures to be erected and maintstined thereon are reasonably necessary for the convenience and welfare of the public.

Accordingly, it is

ORDERED: _That the New Bedford Gas and Edison Light Company is hereby authorized to construct and use the proposed line,

and it is
