OFFICIAL USE REPUBLIC OF KAZAKHSTAN ALMATY TROLLEYBUS PROJECT FEASIBILITY AND DUE DILIGENCE STUDY TERMS OF REFERENCE 1. BACKGROUND The City of Almaty (the “City”) with population of 1.8 million is the country’s largest and most important business and financial centre, contributing around 25 per cent of the national GDP. As most of rapidly growing conglomerates, the city is experiencing deficit of convenient “green” public transportation aggravated by an increasing number of private cars. Almaty is the only city in Kazakhstan with trolleybus system. Current trolleybus fleet was purchased 10 years ago, and it is close to its full depreciation. Subsequently, the City approached the European Bank for Reconstruction and Development (the “EBRD” or the “Bank”) to finance renewal of the trolleybus fleet through the purchase of 200 new hybrid trolleybuses and associated depot equipment (the “Project”). EBRD loan would be provided for the benefit of Almatyelectrotrans LLP (the “Company” or “AET”). The City sees the Project as an important measure to improve the environmental situation via expanding electric transport. The Project will allow the Company to improve passenger services by replacing the existing deteriorating fleet and providing vehicles for new lines, should the City decide to expand the trolleybus network. Better public transport services will prevent further modal shift from public transport to personal cars. The City’s public transport carries over 450 million passengers annually. The bulk of passenger traffic (86 per cent) is carried by buses operated by private and municipal companies. Trolleybuses account for 11 per cent of traffic, and the metro for 3 per cent. -

LTK Engineering Services n overview is presented of an integrated approach to operational and safety issues when A designing a DC traction electrification system (TES) for modern light rail and streetcar systems. To ensure safety of the project personnel and the public, extensive testing and proper and safe equipment operation, are required. The testing includes factory testing of the DC protection system, first article inspection of critical TES components, inspection and field testing during commissioning. In addition, safety certification must be accomplished before the TES system is energized and put into operation. INTRODUCTION AND OVERVIEW The TES for a typical modern light rail or street car system includes an overhead contact system (OCS), traction power substations and feeder cables, together with associated substation protective devices, and may include supervisory control and data acquisition. -

Looking ahead, the agency will holistically evaluate a transition path to converting its fleet to battery electric buses (BEB). As a first step, Action Item 2 of the A-2 Capital Improvement Projects initiative describes Pace’s forthcoming Facilities Plan. This effort will include an investigation of the prerequisites that BEB technology requires to successfully operate. Once established, Pace will further plan what next steps and actions to take in pursuit of this vehicle propulsion system. A Union of Concerned Scientists 2017 study3 indicates that BEB’s have 70 percent lower global warming emissions than CNG or diesel hybrid buses even when considering the lifecycle emissions required to generate the necessary electricity. Similarly, a 2018 US PIRG Education Fund Study4 indicates that implementing BEB’s lower operational costs yields fuel and maintenance savings over a vehicle’s life cycle. Pace praises the efforts of many other transit agencies across the nation and world who are investing heavily in transitioning their fleets to BEB and other green, renewable, and environmentally-cognizant sources of vehicle propulsion. -

Classical economic analysis techniques are often unable to take into account some of the non-monetary parameters which have a huge impact on the final result of the choice, since they often include social acceptance and sustainability aspects. The application of Multi-Criteria Decision Analysis (MCDA) techniques can aid decision makers in the selection process, with the possibility to compare non-homogeneous criteria, both qualitative and quantitative, and allowing the generation of an objective ranking of the different alternatives. The coupling of MCDA and Geographic Information System (GIS) environments also permits an easier and faster analysis of spatial parameters, and a clearer representation of indicator comparisons. Based on these assumptions, a LRT and BRT system will be analysed according to their own transportation, economic, social and environmental impacts as a hypothetical exercise; moreover, through the use of MCDA techniques a global score for both systems will be determined, in order to allow for a fully comprehensive comparison.
