Introduction This Utility Statement has been prepared by Technical and Development Services (Northern) Ltd on behalf of UK Ltd (“Taylor Wimpey”) in connection with an outline planning application for residential development of land to the north of Dilworth Lane, Longridge.

The grid reference is 361285, 437344

A previous version of this report was originally prepared in support of an outline planning application (LPA ref. 3/2014/0517) that was submitted to Ribble Valley Borough Council (RVBC) in June 2014. The application was made for the development of up to 220 dwellings with all matters reserved, save for access from the adopted highway at land to the north of Dilworth Lane, Longridge.

Following a recommendation for approval by Planning Officers at RVBC, the application for 220 dwellings was heard at RVBCs Planning and Development Committee on 13 November 2014. Members voted in favour of refusing the application on the grounds that the proposed development would have unacceptable landscape and visual impact implications.

Taylor Wimpey have revised the scheme by reducing the number of residential units to be delivered up to 195 dwellings, increasing the depth of the landscape buffers that surround the site and limiting heights to 2 storeys. The proposed site area has not altered between the previous application and the revised scheme and all other aspects of the proposal remain unchanged.

Proposed Development: The application site comprises a parcel of land, measuring 10.02 ha in area. It is situated to the north of Dilworth Lane and is located immediately adjacent to the eastern extent of the built up area of Longridge. The proposals for the land off Dilworth Lane comprise a residential development of up to 195 units with associated access, parking, landscaping and amenity space.

Formal Applications were made for the points of connection to the following asset owners for the area:-

1) Water – United Utilities PLC 2) Electricity – ENW 3) Gas - National Grid

In undertaking the Utility applications for the proposed development the following methodology has been adopted:-

 Obtain the existing asset plans from the host utility companies for the area

 Make formal applications to the host utility company requesting the points of connection to their network

 Request from the host utility company any off site network reinforcement costs that may be required to serve the proposed development

 Request from the host utility company any diversion works that may be required to facilitate the development and its highway infrastructure.

1. Water

1.1 United Utilities - Proposals for Points of connection

Following the submission of a Pre Development Enquiry water application a response was received from United Utilities on the 7th October 2013 (ref N4100125029) confirming the proposed development can be served from the existing 6’’ cast iron main in Blackburn Road.

United Utilities have advised that no mains reinforcement is required, notwithstanding this they require the new onsite main to be linked with Tan Yard Lane.

There are no existing mains within the site boundary.

2. Gas

2.1 National Grid – existing gas mains

Following the a submission to establish the nearest gas main of capacity to serve the development to National Grid a response was received on 23rd August 2013; (ref 180000912), confirming that the nearest main is the existing 180mm Medium pressure PE main in Dilworth Lane, approximately 12m from the site boundary on the opposite side of the proposed development. As this is at medium pressure, a gas governor will need to be constructed near the site entrance to reduce the pressure to low.

Reviewing the existing asset plans there are no mains within the proposed development.

3. Electricity

3.1 ENW – Proposal for points of connection

Following the submission of a Point of Connection application a response was received from ENW Connections on the 10th September 2013;( ref Y59264/A). This confirmed that the proposed development can be served from the existing HV main at the junction of Dilworth Lane and King Street 260m west along Dilworth Lane. The load applied for is 660kva based on 2.0kva per plot.

ENW cost for undertaking this High Voltage connection is £46,715.70 plus VAT, they have also indicated that there is mains reinforcement to serve the development and this is included in the above figure based on £59.57 per kva of load. To serve the development the existing HV network will be extended to the development and a new substation will be required within the proposed development.

There is an LV overhead line running through the site which serves the existing residential properties, a request to ENW has been made for the cost to divert this line into Dilworth Lane.

4. Telecom

4.1 Telecom Services

On reviewing the existing plant maps there are underground cables in Dilworth Lane on the northern boundary of the road, which will require lowering/diverting to accommodate the new site entrance. An application has been made to BT for the diversion.

6. Summary

In conclusion, responses from the major asset owners of the gas, water and electricity infrastructure networks, illustrate that all of the main utilities are available to serve the proposed development of the land off Dilworth Lane, without the need for major diversions

I am pleased to tell you that based on current and anticipated demands our clean water network is able to supply the likely requirements for your development.

Point of connection

The point of connection for the water supply to your development is along a section of the existing 6” water main, located on Dilworth Lane, as shown between the two arrows on the attached drawing. Ideally there should be an additional connection with a closed valve to the 9” main in Tan Yard Lane if the site is linked through. It may be possible to feed some of the properties form the main in Tan Yard Lane

To help plan your development I have enclosed a copy of our asset records. This shows that we have no operational assets within the boundaries of your proposed development.

This copy of our asset records is only provided to help you assess the likely risks when planning your development at a desk top stage. It is not intended to be used for planning any actual excavation or construction work. You are reminded that a Health and Safety plan should include an up to date record of all underground equipment.

POC v4.0 05/13 Infrastructure Charges

Based on the information you have provided we would advise you to allow a budget of £223,113.00 for water and wastewater infrastructure charges for the planned 330 new connections. At present this charge is outside the scope of VAT.

Infrastructure Credits

We have no record of any chargeable water or sewerage connections to previous premises on this site within the last 5 years. This means that we are unable to offer any infrastructure credits against new connections on your proposed development.

What to do next:

If you decide to proceed with your development, you can choose between requisitioning your new clean water directly from us, or you can employ a contractor directly to self lay the new mains. A list of approved installers is available at Lloyds Register www.lr.org . If your development will be using water for domestic purposes we will often provide an allowance in respect of future water use toward the cost of your new main, this allowance is the same no matter who you choose to lay your development main.

Quotation price

The quotation price we have provided is based upon your application.

If you have requested this quotation as a “Competition in Connections” enquiry then your quote will only contain the non contestable charges associated with the new connection, this may include any contestable diversion and reinforcement costs.

For all other quotations the charges are based upon Electricity North West completing both the non contestable and contestable construction works.

If your quotation contains contestable construction work you can appoint your own contractor to carry out this work. Your contractor must be one who has been approved to do work which will become part of our distribution system. Under these circumstances we must set up a joint construction and adoption contract. This contract will describe the arrangements for the settling of any charges together with our and your responsibilities.

Project Specification

A system study has now been carried out based on the information you provided: i.e. connection for 330 dwellings with non-electric heating. Load – 660 KVA

A Point of Connection has been identified on the High Voltage Network with a new substation to be looped-in to an existing 6.6 kV, 3C 0.30 AC cable using 3 x 1c300 mm2 SAC XLPE cable as shown on the enclosed plan grid ref. SD 6037 73. The new substation to be located in a mutually agreed position, central to the load, within the proposed development site.

This Point of Connection is valid for 180 days from the date of this quotation.

Offer Conditions

1. Application for a Point of Connection

The Point of Connection (POC) will be determined on the basis of the information on your application form and will not be guaranteed if any undeclared characteristics of the proposed load are found to cause electrical disturbances to the electricity network greater than those inferred on the original application form.

If you are installing any private generating equipment you must make Electricity North West Limited aware of this in writing. Dependent on the type and size of generator it may be necessary for a system study to be undertaken to determine the point of connection.

2. Subsequent Applications for Points of Connection

Time expired applications, or if the load details provided with the initial application are amended, then a new application form must be submitted which will be charged for at the appropriate rate.

3. Non Contestable Work.

The following charges will be made on acceptance of the POC and will be included within the ‘Agreement to Adopt’ that is issued following design approval. Assessment & Design charges Inspection Charges Initial Energisation Cost* Associated Diversion Work Associated Reinforcement Work Operation & maintenance charges (only if over and above the minimum cost scheme) Costs for obtaining legal consents for the development

* The Initial Energisation Cost is for energisation of the installation at the POC only and will only be included in the offer if the network connection/s is a non-contestable joint/s or termination/s. It does not include for any on site non-contestable jointing work that may be requested following the initial energisation or for the energisation of any low voltage network if the POC was provided at high voltage.

The above charges become contractual on acceptance of the point of connection and will be included in the Electricity North West Limited 'Agreement to Adopt' contract which will be issued following design approval

In certain circumstances diversion and reinforcement works are open to competition and are therefore classed as contestable (See Page 71, Section 6.12, Methodology and Charges for Connections Statement). If appropriate and if requested, a breakdown of the non-contestable elements for diversion and reinforcement costs may be supplied.

4. Operational / Legal Consents

The Independent Connection Provider(ICP)/developer is legally responsible for and must make their own arrangements to obtain any legal consents to install or lay any electric line or cable on land owned by a third party. e.g. on privately owned land outside the development site. Electricity North West Limited will only obtain legal consents in so far as they are necessary or desirable for the operation of Electricity North West Limited network after asset adoption. This will include any legal consents which the developer is required to grant for electric lines or cables within the development site which will be adopted by Electricity North West Limited. No electric lines or cables shall be installed in land not owned by the developer before agreement is reached with the landowner. This POC is, therefore, dependant on the ICP/developer being able to reach agreement with any third party landowner for any electric lines or cables, or any part thereof, which will be installed at or from the POC. Please note that the date of energisation for the installation will not be arranged until all operational/legal consents have been completed with Electricity North West Limited.

Operational/Legal Consents include:

Any easement, wayleave or licence required for any electric line or cable laid from the POC in private land which does not or will not form part of the public highway. Any lease or freehold transfer of land required for substations. Any Planning or statutory consent required in respect of any of the above.

The ICP/developer will be responsible for the cost of reinstating any damage to land not within the development site and for any for any costs associated with the acquisition of Operational/Legal Consents.

5. Health and Safety

The following information is given to assist you in maintaining safe working practices on the site: Electricity North West Limited plans carry an endorsement stamp that is there for your safety. Before any machines are used, all of Electricity North West Limited underground assets should be located by manual excavation. All excavation should be done by taking the appropriate safety precautions in the ‘Health and Safety Executive Guidance Note G47’ ‘Avoiding Danger from Underground Services’; taking cognisance of the fact that other plant may be in the vicinity which is not shown on the plans. Please ensure that the current issue of plans is referred to before commencing work on site.

6. Acceptance of Point of Connection

If you wish to accept the Point of Connection, a completed ‘Acceptance’ form with payment in full must be returned before the validity date expires. If your acceptance is not received before the expiry date then the available capacity on our network could be made available to subsequent applicants.

Your design submission must be submitted within 30 days of acceptance of the POC and must include the Design Submission Check List form. If your design is not received within the time stated then your acceptance will lapse and the point of connection could be allocated to another applicant without notice. Under exceptional circumstances you may apply in writing for a further 30 days extension. You will also be liable for any abortive costs incurred in failure to comply with the above.

These forms are an integral part of the design submission and the process of design approval will not start until they have been received. Any errors on the forms will also delay the start of the process.

Following design approval, Electricity North West Limited will issue the ICP with an ‘Agreement to Adopt’ contract. The ICP will then be responsible for obtaining all required signatures on the ‘Agreement to Adopt’. Electricity North West Limited will not undertake any activities associated with the electricity connection works until this Agreement has been signed, this includes any audits of the work intended to be adopted. It should be noted that Electricity North West Limited will not adopt any new connections work that we have not had an opportunity to audit until we are satisfied that the installation meets Electricity North West Limited standards.

7. Disconnection

This quote does not include for any disconnections, for ALL disconnections please contact Electricity North West Limited Customer Service on 0800 048 1820.

8. Diversions

This quote excludes any costs for diversion works. Any diversions due to you or your agents altering existing cables routes or depth of cover will be determined after carrying out trial holes to establish cable position and depths. If work is required this will be fully chargeable to you.

PRECAUTIONS TO BE TAKEN WHEN CARRYING OUT WORK IN THE VICINITY OF UNDERGROUND GAS PIPES ADVICE TO SITE PERSONNEL MANAGEMENT NOTE Please ensure that a copy of this note is read by your site management and to your site operatives. Early consultation with ES Pipelines Ltd prior to excavation is recommended to obtain the location of plant and precautions to be taken when working nearby. This note has been produced after consultation with and at the request of the Health and Safety Executive, the construction industry and the local authorities as an interim measure pending the issue of an HSE Guidance Note. Introduction Damage to ES Pipelines Ltd’s plant can result in uncontrolled gas escapes which may be dangerous. In addition these occurrences can cause expense, disruption of work and inconvenience to the public. Various materials are used for gas mains and services. Cast Iron, Ductile Iron, Steel and Plastic pipes are the most widely found. Modern Plastic pipes are either bright yellow or orange in colour. Cast Iron and Ductile Iron water pipes are very similar in appearance to Cast Iron and Ductile Iron gas pipes and if any Cast Iron or Ductile Iron pipe is uncovered, it should be treated as a gas pipe. ES Pipelines Ltd do not own any metallic gas pipes but their gas network infrastructures may be connected to Cast Iron, Ductile Iron or Steel pipes owned by Transco. The following general precautions apply to Intermediate Pressure (2-7barg MOP), Medium Pressure (75mbarg-2barg MOP), Low Pressure (up to 75mbarg MOP) and other gas mains and services likely to be encountered in genera! site works and are referred to within this document as ‘pipes’. Locating Gas Pipes It should be assumed when working in urban and residential areas that gas mains and services are likely to be present. On request, E S Pipelines Ltd will give approximate locations of pipes derived from their records. The records do not normally show the position of service pipes but their probable line can be deducted from the gas meter position. E S Pipelines Ltd’s staff will be pleased to assist in the location of gas plant and provide advice on any precautions that may be required. The records and advice are given in good faith but cannot be guaranteed until hand excavation has taken place. Proprietary pipe and cable locators are available although generally these will not locate plastic pipes. Safe Working Practices To achieve safe working conditions adjacent to gas plant the following must be observed: Observe any specific request made by E S Pipelines Ltd’s staff. Gas pipes must be located by hand digging before mechanical excavation. Once a gas pipe has been located, mechanical excavation must proceed with care. A mechanical excavator must not in any case be used within 0.5 metre of a gas pipe and greater safety distances may be advised by E S Pipelines Ltd depending on the mains maximum operating pressure (MOP). Where heavy plant may have to cross the line of a gas pipe during construction work, the number of crossing points should be kept to a minimum. Crossing points should be clearly indicated and crossings at other places along the line of the pipe should be prevented. Where the pipe is not adequately protected by an existing road, crossing points should be suitably reinforced with sleepers, steel plates or a specially constructed reinforced concrete raft as necessary. E S Pipelines Ltd staff will advise on the type of reinforcement necessary. No explosives should be used within 30 metres of any gas pipe without prior consultation with E S Pipelines Ltd. E S Pipelines Ltd must be consulted prior to carrying out excavation work within 10 metres of any above ground gas installation. Where it is proposed to carry out piling or boring within 15 metres of any gas pipe, E S Pipelines Ltd should be consulted prior to the commencement of the works. Access to gas plant must be maintained at all times during on site works. Proximity of Other Plant A minimum clearance of 300 millimetres (mm) should be allowed between any plant being installed and an existing gas main to facilitate repair, whether the adjacent plant be parallel to or crossing the gas pipe. No apparatus should be laid over and along the line of a gas pipe irrespective of clearance. No manhole or chambers shall be built over or around a gas pipe and no work should be carried out which results in a reduction of cover or protection over a pipe, without consultation with E S Pipelines Ltd. Support and Backfill Where excavation of trenches adjacent to any pipe affects its support, the pipe must be supported to the satisfaction of E S Pipelines Ltd and must not be used as an anchor or support in any way. In some cases, it may be necessary to divert the gas pipe before work commences. Where a trench is excavated crossing or parallel to the line of the gas pipe, the backfill should be adequately compacted, particularly beneath the pipe, to prevent any settlement which could subsequently cause damage to the pipe. In special cases it may be necessary to provide permanent support to the gas pipe, before backfilling and reinstatement is carried out. Backfill material adjacent to gas plant must be selected fine material or sand, containing no stones, bricks or lumps of concrete, etc., placed to a minimum depth of 150mm around the pipes and well compacted by hand. No power compaction should take place until 300 mm of selected fine fill has been suitably compacted. If the road construction is in close proximity to the top of the gas pipe, a "cushion" of selected fine material such as sand must be used to prevent the traffic shock being transmitted to the gas pipe. The road construction depth must not be reduced without permission from the local Highway Authority. No concrete or other hard material must be placed or left under or adjacent to any Cast Iron pipe as this may cause fracture of the pipe at a later date. Concrete backfill should not be used closer than 300 mm to the pipe. Damage to Coating Where a gas pipe is coated with special wrapping and this is damaged, even to a minor extent E S Pipelines Ltd must be notified so that repairs can be made to prevent future corrosion and subsequent leakage. Welding or "Hot Works" When welding or other "hot works" involving naked flames are to be carried out in close proximity to gas plant and the presence of gas is suspected, E S Pipelines Ltd must be contacted before work commences to check the atmosphere. Even when a gas free atmosphere exists care must be taken when carrying out hot works in close proximity to gas plant in order to ensure that no damage occurs. Particular care must be taken to avoid damage by heat or naked flame to plastic gas pipes or to the protective coating on other gas pipes. Leakage from Gas Mains or Services If damage or leakage is caused or an escape of gas is smelt or suspected the following action should be taken at once:

• Remove all personnel from the immediate vicinity of the escape;

• Contact Transco's National Gas Escape Call Centre, on: 0800 111 999; • Prevent any approach by the public, prohibit smoking, extinguish all naked flames or other source of ignition for at least 15 metres from the leakage; • Assist gas personnel, Police or Fire Service as requested.
