Background Shropshire, Telford & Wrekin STP covers the geographical footprint of the county of Shropshire. It includes key commissioning and provider partners as well as wider system stakeholders. Through the systems Long Term Plan (LTP) it has a bold ambition to deliver health and care in the future that is both transformational and sustainable. The STP is evolving to develop to an (ICS) by April 2020. In order to achieve the system ambitions, strong leadership working across the system to align strategic thinking and delivery is required. This post is fundamental to progress to how a future Integrated Care System will work. This is a leadership role with ability to secure sustainable transformation for the benefit of local communities and staff. Job Summary Accountable to the ICS Director, the programme Director will be the very senior manager responsible for the delivery of the transition to an ICS. This role will lead the programme to meet its objectives and realise the expected benefits. The Director supports the Independent Chair and ICS Director and will have particular responsibility for ensuring that at all stages the ICS pathway is fully met, including its responsibilities in relation to consultation and all regulatory assurance frameworks in relation to any proposals being considered. The Programme Director will work alongside the Independent Chai and ICS Director to provide assurance to the wider range of stakeholders including provider trusts, commissioners, regulators and local authorities.

Key Responsibilities
Leadership
• Lead the delivery of the ICS accreditation programme, including the co-ordination of joint working between Senior Responsible Officer’s (SRO) and between workstreams to ensure all interdependencies are understood, within the agreed delivery and assurance frameworks. • Ensure that the Transformation Programme is supported by a professional and suitably skilled PMO, who role model a system first approach. • Ensure that the ICS Board agendas are appropriately focused on the key issues and that all delivery risks and assurance requirements are clearly articulated. Ensure that all papers are issued in suitable time to allow the Board to take informed decisions. • Develop a constructive, frank and open relationship with members of the Board and the supporting workstreams to providing support, challenge and advice. • Promote a culture of compassion, inclusiveness, openness and transparency, including wider engagement as appropriate.
Governance
• Set the tone and style of discussions, which support effective decision-making, encourage open and constructive debate. • Ensure that the strategic matters presented to the CEO Group and ICS Shadow Board for challenge and agreement has been robustly developed and represents achievable delivery. • Ensure that the Board receives high quality, accurate, concise, objective, timely and clear information; and ensure good information flows between the Programme Board and other stakeholders as appropriate. • Attend stakeholder meetings as required, to explain the Programme’s work. • Ensure the ICS Shadow Board takes full account of its responsibilities to consult with stakeholders over significant changes and that it engages with regulators in good time within the supporting assurance frameworks. • Safeguard the good name and values of the ICS Board’s work and health and social care in Shropshire and Telford and Wrekin. • Ensure that the Transformation PMO has the range of skills, experience and knowledge in order to discharge its responsibilities effectively.
ICS Development To be the responsible director for the systems progressions to an ICS. Overall responsibility to co-ordinate, lead and fulfil the ICS accreditation process. Working directly with the Chair and ICS Director support the development of a high performing ICS. To engage with regional partners to progress ICS agenda. Ensure a full and comprehensive plan exist to support achievement of ICS and beyond.

Stakeholder relations
• Promote and explain the systems objectives, remit, actions and achievements to key stakeholders and the wider public, acting as a system ambassador or ensuring that this task is appropriately delegated. • Role model high quality leadership behaviours. • Ensure that there is good communication with neighbouring health and social care economies, that there is a common understanding of each systems implementation plans and that where appropriate joint working ensures that the needs are patients within the wider geography are always central to decisions Flexibility of location and role The post holder may be required to work at any of the NHS CCG sites, local authority sites or NHS Provider sites across Shropshire and Telford and Wrekin in line with the needs of the programme. This job description details responsibilities as they are currently required. maintain an up to date knowledge of infection prevention and control, policies, practices and procedures through attendance at annual mandatory updates and ongoing continuing professional development; and challenge poor infection prevention and control practices of others and to report any breaches, using appropriate Trust mechanisms (e.g. incident reporting policy).
Information Governance

Unauthorised disclosure of any of this information may be deemed as a criminal offence. If you are found to have permitted the unauthorised disclosure of any such information, you and the Trust may face legal action.
