    GUIDANCE DOCUMENT FOR PROSPECTIVE TOWN & PARISH COUNCIL CANDIDATES May 2021 Town and Parish Council Elections www.shropshire.gov.uk Follow us on Twitter: @ShropCouncil MARCH 2021 MESSAGE FROM CLAIRE PORTER THE RETURNING OFFICER Elections are taking place on Thursday 6 May for both the town/parish and unitary tiers of local government, and those candidates who are successfully elected will take up office for a period of four years. The Police and Crime Commissioner Election for the West Mercia Police Area, which was postponed from May 2020, will also take place on the same day. I am the Returning Officer for all town and parish council elections and unitary elections being held within Shropshire Council’s area. Due to the impact of the Coronavirus pandemic, this election will be like no other, and has provided my Elections Team with a whole new set of challenges to make sure that candidates, the electorate and those working at both polling stations and the counting of votes, will all feel safe throughout the electoral process, whilst working to maintain the usual high standards of service provided at all elections.     Report into Infant Cremations at the Emstrey Crematorium Shrewsbury May 2015 Foreword Last November, Shropshire Council asked me to lead an inquiry into the way in which infant cremations have been carried out at the Emstrey Crematorium, in Shrewsbury. I began work in December 2014, and have been ably supported throughout by John Doyle, an independent research assistant. There can surely be no more painful experience than losing one’s infant child. Bereaved families have carefully and vividly explained to me how their sense of emptiness after losing their child felt all the more desolate for having had no ashes returned to them after the cremation. They feel strongly that to have retained a tangible memory of their lost child would have helped them through their grieving. This inquiry has established that the cremation equipment and techniques that were employed at the Emstrey Crematorium between 1996 and 2012 resulted in there being no ashes from the cremation of children of less than a year old that could be returned to funeral directors and families. This practice seems to have been accepted locally as the norm. The inquiry has also established that, using appropriate equipment and cremation techniques, it is normally possible to preserve ashes from infant cremations. The records show that ashes have been returned to funeral directors in all cases of infant cremations conducted at Emstrey since new equipment was installed, and different cremation techniques adopted, from January 2013. I hope that this report explains to families, councillors, staff and others, the circumstances that resulted in no ashes being returned to bereaved families between 1996 and 2012.

(2) This Order applies in relation to English local authorities(c). Categorisation report 2. The English local authorities, to which the report of the Audit Commission dated 8th November 2004 relates, are, by this Order, categorised in accordance with their categorisation in that report. Excellent authorities 3. The local authorities listed in Schedule 1 to this Order are categorised as excellent. Good authorities 4.     ’CHURCHYARD YEWS painted by Rev. Edward Williams M.A. more than two hundred years ago photographs by Tim Hills between 1997 and 2012 Between 1786 and 1791 Rev. Edward Williams made a record of most of ’parish churches. He was described in The Gentlem’ magazine vol 153 as “ excellent ” who had also “much of ” We are told in The annals and magazine of natural history, zoology and botany - vol 1 p183 that his studies included “ catalogue of all the plants which he had detected during many years' careful herborization of the county of ”for which “accuracy is well known, and perfect reli- ance can be placed on any plant which he ” Williams work thus gives us a rare opportunity to see some of Shropshir’churchyard yew trees as they appeared two hundred and twenty years ago. The examples below give us reason to be confident in the accuracy of his recording. The yew at Boningale (left) now has a girth of about 13ft, while that at Bucknell (centre) now has a girth of about 19ft, and the Norbury giant (right) has a girth above 33ft. His attention to detail is illustrated in this example at Tasley. In the painting we can clearly see that sections of the bole are leaning outwards, a process which has led to the distinctive yew we see today. On the following pages, 28 of the yews in ’paintings are seen as they appeared two hundred and twenty years ago and at they are now.
