Welcome to Midland North County Week 2019 hosted by Shropshire County Ladies Golf Association in conjunction with The Shropshire Golf Centre.

Thank you to The Shropshire Golf Centre and their members for giving us the opportunity to play this wonderful course.

The Shropshire Golf Centre is located on the outskirts of , in Shropshire. The Shropshire’s Golf Courses are made up of 3 nine hole courses making a combination of 3 main courses which offer stunning views over the Shropshire countryside. The course for County Week will be made up of the Silver and Gold courses.

Competition Procedure

Matches will be played in accordance with the procedure laid down by Golf. The important details are summarised here, along with some of the procedural details which will apply at The Shropshire Golf Centre.

A match consists of 2 foursomes followed by 3 singles each played over the same 18 holes on the same day.

County Match Week

(a) A County Team shall consist of not more than twelve players and must be nominated at least 14 days before the first day of County Match Week. Should any of these nominated players be incapacitated by illness, accident or other unavoidable occurrence, another player not previously nominated may be substituted up to the time fixed for the first match of the tournament. (b) The order of play for the morning matches must be received by the Tournament Office no later than 45 minutes before the teams concerned are due to start. The order of play for the afternoon matches shall be handed in not less than 30 minutes before they are due to start, or as soon as possible after the conclusion of their county’s last morning match. Failure to submit the order of play by the required deadline will result in the pairings and order of play being taken from the squad list of players in alphabetical order, the foursomes pairings taken first, followed by the singles.

In addition to the above, should any of the above players be incapacitated on the day of the match by illness, accident or other unavoidable occurrence, another of the named players from the squad list may be substituted up to the time the player is due to start from the 1st or 10th tee in the morning or in the afternoon. In the foursomes or the singles, the substitute shall take the place of the player she replaces. A player who has been substituted in the morning may compete that afternoon.

Scoring: One game point shall be scored for each individual win or walkover whether in foursomes or singles. Individual games all square after 18 holes shall score half a point.

Points: Each County shall score two match points for a win and one point for a match halved with another County. The team which has scored the most points is the winner.

Ties: The winning County shall be the County with the highest number of match points. In the event of a tie on match points, the result will be determined by (in order): i) total game points won ii) match result between the tied countiesiii) result of the first singles game in the match between the tied counties individual results. If the game is halved the second, third singles game etc will be used until a decision is found. Should there still not be a clear winner, the winner shall be drawn by lot.

Each side/player will be given a match card. This must be signed by a player from each side upon conclusion of the match and the winning county is responsible for handing the card in tohe Tournament Office or a referee as soon as possible.

Please be sure to sign the master copy of the team list at the end of each match. The master copies will be given to England Golf at the end of the week.

The current list of ‘Conforming Golf Balls’ will be available on­line if needed. Please make sure your players have checked that they are using conforming balls. Penalty for breach of this rule is DISQUALIFICATION.

There are no restrictions on the use of caddies.

Players and caddies must not ride on any form of transportation during a stipulated round unless authorised by the Committee in advance (Ref. R&A Rules of Golf – Appendix 1b-­­8). Use of a Golf Buggy must comply with the England Golf “Policy on the Use of Golf Buggies”. Notes: 1. If a player is authorised to use a golf buggy, her caddie is allowed to share the buggy. 2. A player may be transported back to replace a shot in a buggy if available.

Each team may appoint one person (in addition to the persons from whom advice may be asked under Rule 8), who may give advice to members of that team. Such person must be identified to the Tournament Office along with the order of play for each match. That person may not: i. walk on to a putting green ii. give advice to a player on or around the putting green when the player’s ball lies on or has been lifted from the putting green. PENALTY FOR BREACH OF CONDITION: i. First offence: Warning; Second offence: Loss of hole ii Loss of hole

The England Golf HARD CARD will be used. This covers Local Rules, Pace of Play and Suspension of Play Due to a Dangerous Situation. Additional Local Rules may be implemented for one or more sessions of play, these will be publicised to all teams and captains.

Other than the Organising Committee and officials, the only people allowed into the Tournament office are County Presidents, County Captains (or their nominated representative) and players (only to return their match result slips if not previously handed in).

COMPETITION ARRANGEMENTS

EXCHANGE OF TEAM LIST Captains will exchange team lists at the tournament desk at least 45 minutes before the start of their morning match and 30 minutes before the start for of the afternoon matches. The Home Captain will hand her completed match sheet to the Tournament Officers, who will photocopy to Away Team Captain.

On completion of the matches, after the tournament desk has validated the results with the cards that the winning pair have returned, the result sheet will be checked then signed by both Captains before being posted in the clubhouse and on the Midland North County Week dedicated website. This process should be repeated for the afternoon matches.

RESULT CARDS Each player/pair will have a result card, and the winning player/pair will be responsible for handing the card in to the tournament desk immediately after their match.

GOLF SHOP The Shropshire Golf Shop will be open from 7.30am to 5.30pm. The Golf Manager or staff will be on hand to assist. Range balls will be available from The Golf Shop.

PRACTICE AREAS A short walk will take you to the purpose built driving range. Sponsors are providing each County with a bucket of 100 practice balls before the Sunday practice round and before each morning and afternoon round throughout the week. Any extra balls can be purchased from the Golf Shop.

SCOREBOARD A scoreboard will be situated in the Tournament Reception area and on the website.

STARTERS Starters will be provided with all necessary information and equipment.

PIN PLACEMENTS Pin placements will be made available on the day.

REFEREES There will be two referees plus a chief referee.

HALFWAY HOUSE There will be a half way house at the back of the 10th tee to offer refreshments to players and caddies.

BALL SPOTTERS There will be ball spotters at certain points on the course.

TOILETS The toilets are located in The Club House between the Silver and Gold Courses.

SEVERE WEATHER Klaxons will sound if play needs to be stopped. Refer to page 15 and rule 5.7b.

BUGGIES Buggies will be used by Referees. We have reserved one buggy for each County, and advise any further buggies are can be booked via the Golf shop at a cost of £15 per buggy per day. To ensure availability, it is advisable to pre-book these with the Golf shop before County Week.

DMDs Distance measuring devices are permitted which measure distance only. Mobile phones as DMDs are NOT allowed rule 2.20

MOBILE PHONES Mobile phones should be turned off or set to silence when on the course. They should only be used in case of emergency or to contact referees.

FIRST AID A basic First Aid Kit will be carried on the Chief Referee’s buggy. First aiders are contacted through the golf shop or bar area.

OFF COURSE ARRANGEMENTS

OPENING TIMES The clubhouse will open from 7.00 hrs. Food will be available shortly afterwards.

DRESS CODE No jeans, trainers or sun tops on or off the course. Shoes can be changed in the car park. Golf shoes are not allowed in the bar.

CAR PARKING There is ample car parking available. County Captains & Presidents will have an allocated labelled parking space.

COUNTY FLAGS Please bring with you and present to the Pro Shop on the Sunday 12

CHANGING ROOMS Teams will have the use of the ladies and mens locker rooms, each County will be allocated space which will be clearly marked. Both of which may be used by officials and spectators. Showers are available. Toilets are located in the changing rooms. Lockers will be available with 2 lockers per county.

TROLLEYS/BATTERIES Please note there will not be any facilities to charge batteries or trolley hire at the Shropshire Golf Centre.

HOSTESSES Hostesses will be provided for each county. They will be introduced to their teams at the Sunday welcome party. They will collect orders for drinks and food each day. They will be on hand to help with any catering queries, local enquiries or to help with minor issues.

RESULTS BOARD The results board will be located in the Tournament Office in The Loft.

PRIZE TABLE The prize table will be located in the Marquee.

CARD/MASCOT TABLE A table will be provided for each county to display cards and mascots from well wishers. They will be located in the marquee.

TOURNAMENT DESK This will be located on the landing to The Loft (upstairs in the bar area). Tournament administrators are Sheila Parker and Cheryl Greaves.

REFRESHMENTS/LUNCHES Teams: Designated tables will be provided for each team. Lunch will be served as soon as the teams come in from their match. Hostesses will organise drinks at lunchtime. Evening meals and breakfasts are in the marquee. Officials, Caddies, and Spectators: May eat in the clubhouse.

EVENING MEALS We hope each County will be able to stay and eat at The Shropshire during the week. Please prebook your meals from the menu on page 16 through your hostesses. It would be helpful if all Counties could advise Secretary Cheryl Greaves by 9th June how many of your team will be requiring breakfast or evening meals on Monday and Tuesday. PAYMENT FOR FOOD AND DRINK A bar account will be created for each County and a Shropshire Golf Centre payment card provided to Captains for payment daily. Captains will be asked to check the ordered meals/drinks to confirm all are correct daily. The amount outstanding on The Shropshire payment card should be paid in full at the end of Wednesday lunchtime. MEALS FOR PARENTS/VISITORS/SPECTATORS barmenu/snacks will be available throughout the week for parents/visitors/spectators and should be paid for at the point of service. Players/Captains and Referees will be given priority. 13

COUNTY GOLF REGS Please make yourself aware of the County rules and regulations

SLOW PLAY/UNDUE DELAY The player must play without undue delay and within any pace or play guidelines that the Committee may establish. Between completition of a hole and playing from the next teeing ground, the player must not unduly delay play. Penalty in matchplay – loss of hole.

SUSPENSION OF PLAY R & A Rule 6.8a applies – Discontinuance of Play: resumption of Play a) When permitted The player must not discontinue play unless: 1. The committee has suspended play; 2. The player believes there is danger from lightening 3. The player is seeking a decision from the committee on a doubtful if disputed point (see R & A Rules 2-5 and 34-3); or 4. There is some other good reason such as illness bad weather is not itself a good reason for discontinuing play.

If there is imminent risk of lightening the Klaxon will be sounded and play Must be sounded and play must be discontinued immediately.

Common sense dictates, that in the interest of safety all players, caddies officials and spectators must take responsibility for themselves and evacuate the course until the committee orders a Resumption of play

Suspension of Play due to Dangerous Situation (R & A Rule 5.7b and note)

When play is suspended by the committee for a dangerous situation, if the players in a match or group are between the play of two holes, they must not resume play until the committee has ordered the resumption of play. If they are in the process of playing a hole, play MUST be discontinued immediately and not resumed until the committee has ordered the resumption of play. If a player fails to discontinue play immediately, the player is disqualified unless circumstances warrant waiving the penalty as provided in R & A Rule.

The signal for the suspension of play due to dangerous situation will be a prolonged note on the siren; the following signals will be used:- Discontinue play immediately – one prolonged note of the siren Discontinue play – three consecutive notes on the siren Resume play – two short notes on the siren

LATE ARRIVAL ON THE TEE Rule 5.3a. If a player arrives at her starting point, ready to play, within 5 minutes after her starting time, the penalty for failure to start is the loss of first hole in matchplay
