Instructions for Recording Dedication Documents

The steps needed to process drainage , border easement or Right-of-Way (ROW) are:

1) Fill out the required form, including the legal descriptions but don't have it signed yet or notarized, and then send it to the Development Engineer for the project for review.

For all and ROW deed, “In the matter of “ is to be followed by the street name. The road file number for this street can be found by going to the Spokane County Engineer’s website (http://www.spokanecounty.org/engineer/content.aspx?c=1463) then going to the Document Image Search page then opening up the applicable section map and then on the map finding the road number for this street.

The right-of-way form needs to be accompanied by a Tax Affidavit form.

For the Tax Affidavit form: a. Fill out sections 1, 3, 4, 5, 8 and part of 7. b. In section 3, do not check the box after entering the parcel number since this is not . c. In section 4, the legal description is of the property being transferred to the city. d. For section 7, only enter the date of document which is the date the Grantor signed the right-of-way deed. e. The Grantor needs to sign all 4 pages.

2) Make corrections identified from the review.

3) Once corrections are done and the City is ok with the document, have the form signed by the Grantor and notarized and then send it to us for our signature.

a. The easement or Right-of-Way deed forms need to be on 8 ½ x 11 paper b. The Tax Affidavit form (all 4 pages) is to be on legal size paper (8 ½ x 14).

4) After the City signs the form(s), we will send the form back to you (or you can pick it up) for recording at the County Auditor's office. The completed real estate excise tax affidavit must be presented to the Treasurer's office for processing and collection fees prior to taking the right-of-way document to the County Auditor's office for recording.

5) Once recorded, please send us a copy of what was recorded with the recording number on it.
