INTRODUCTION

Purpose

The purpose of this document is to provide summary statistics for public community and technical colleges in Texas. Section I contains comparative financial data for all public community and technical college districts/systems, as required by Rider 26, p. III-48 of the General Appropriations Act, 75th Texas Legislature, including the following:

• Tax Base, Collections and Total Assessed Tax Rates (50 community college districts) • Total Education and General Fund Expenditures (50 community college districts, the Lamar University lower-division institutions and the TSTC System) • Federal Financial Assistance (50 community college districts)

Section II provides a one page snapshot of summary statistics for each of the 74 public community and technical colleges in Texas, including the following:

• Primary Service Area Population (community colleges) • District Assessed Valuation and Tax Rate (community colleges) • District Total Education and General Fund Expenditures • Total Course-Based Remediation Appropriations • Faculty Information (full-time vs. part-time) • Student Characteristics (college and statewide comparison of total headcount; average age; and percentages of academic majors, technical majors, gender and ethnicity) • Full-Time-Student-Equivalent (FTSE) enrollment by academic and technical programs; and by in-district and out-of-district • Number and levels of college technical programs offered • College Degrees and Certificates conferred.

General Information

Community College Districts

Public community college districts are created by local communities and are governed by locally elected boards. They are funded through a combination of locally assessed taxes, tuition and fees, and state general revenue appropriations. The purpose of each public community college, as described in the Texas Education Code, Section 130.003 (e), is to provide:

• Technical programs leading to associate degrees or certificates • Vocational programs leading directly to employment in semi-skilled and skilled occupations • Freshman and sophomore courses in arts and sciences • Continuing adult education programs for occupational or cultural upgrading • Compensatory education programs • Workforce development programs • Adult literacy and other basic skills programs for adults.

Primary Service Area Population as reported on the community college profiles does not equate to the service areas defined in SB397 or to the authorized taxing district(s). As defined and used in the Coordinating Board’s Institutional Effectiveness process, Primary Service Area Population is based on the following:

• County in which the college is physically located; • Counties from which at least 5% of the student population is drawn; and • Population of adults 18-64 years.

TSTC System and Lamar State Colleges

The Texas State Technical College System (TSTC) institutions and the Lamar State Colleges have no taxing authority and are funded by local tuition and fees and state general revenue appropriations. As a result, the profiles for these colleges vary slightly in content from the community colleges profiles.

The TSTC System role, as described in the Texas Education Code, Section 135.01, is “offering courses of study in vocational and technical education for which there is demand within the State of Texas” and “emphasizing highly specialized advanced and emerging technical and vocational areas... The emphasis of each TSTC System campus shall be on advanced and emerging technical programs not commonly offered by public junior colleges.”

The service area for the TSTC System institutions is the State of Texas. The Lamar State Colleges do not have a state-defined service area at this time.
