RULES AND REGULATIONS

FOR THE LIBRARY AND READING-ROOM

OF THE

SECTION I.

The Library shall be open every day (Sundays and public holi­ days excepted) from nine o'clock a. 111., to ten o'dock p. m., for the delivery and exchange of Books.

SECTION II.

Members and Subscribers, upon application to the Librarian, may obtain books from the Library and retain them for the time specified therein; but no member or lOmbscribar shall be entitled to have (except under the provisions of section III.) more than olle work ill his or her possession at the same time, or more than two volumes of the same work, unless such work shall be coml-'riscll in three volumes, when the whole may be taken out at once. Only one week will be allowed for the reading of any new book during the first two months after its introduction to the Library.

SECTION III.

Any member or subscriber may take a second work from the Library, and.re~in the same for the time specified therein, on pay­ ment to the Librarian of five cents per week for the time such work is detained; and subject to payment of fines in the same manner as for the first work taken out. o ·IV. RULES AND REGULATIONS.

SECTION IV. Any member or ~ubscriber keeping a work longer than the time specified therein, shall be fined three cents for each week it is so detained, and when two fines shall have been incurred, the L1bra­ rian shall inform ths party thereof in writing, by post or otherwise; and in case the Book is not returned, and the fines paid, he shall report the same to the Library Committee.

SECTION V. Illustrated works of value (of which a list shall be kept by the Librarian) will not be allowed to be taken from the Library unless t.he applicant produce an order for the same from a director. ,Yorks marked as works of reference will not be allowed out under any consideration. SECTION VI. A blank book shall be pla~ed in the Library, in which members may recommend any work for purchase, subscribing their own names thereto: which work shall be added to the Library, should the funds of the Institute allow of it, and the directors approve of the same. SECTION VU. All books must be returned to the Library by the first Monday in May, in each and every year, from whic,h time the Library shaH remain closed until the Monday following, so as to enable the Direc' tors to make the examination required by By-Law No. IlL, section 4, sub-sect:on 9 ; and any member or subscriber retaining a book in violation o( this section, shall pay a fine of twenty cents.

SECTION VIII. The Reading Room shall be kept opm every day, Sundays excepted, from half-past eight o'clock a. m. to ten o'clock p. m.

SECTION IX. A daily register of the periodicals received shall be kept in the Reading Room, for the information of Visitors.

SECTION X. Any member may introduce a stranger, not a resident in the City, to the Reading Room for a period of one week; the name of such visitor, with that of the member introducing him, being first entered in a book provided (or that purpose. lWtE!s A.Ni> REGULATIONS. v.

SECTION XI. No member in the Reading Room shall retain a newspaper longer than ten minutes after it has been applied far by any other member.

SECTION XII.

Members, while in the Reading Room, shall observe strict ord~r and decorum; they shall not ~ngage in any conversation or discus. sion so as to distract the attention oC readers. Smoking and other breaches of decorum of like kind are strictly prohibited.

SECTION XIII. Subscribers and visitors shall be subject to the provisions of Sec­ tions XI. and XII., in the same manner as members.

SECTION XIV. Any member or i'lubscriber taking books or other publications from the Library or Reading Room, without the consent of the Librarian, shall be fined a sum equal to double the cost thereof; 01' may be suspended from the privileges of the Institute, or be expelled, as the directors may determined, (see also By-Law No.1 section VII.)

RULES AND REGULATIONS

FOR THE ADMISSION OF SUBSCRIBERS.

RULE I. Any person who shall be proposed in writing by two members of the Institute, in the same marner as a caLdidate for membership is proposed, under By-Law l., section 1; and who shall pay any of the amounts hereafter named, shall become a Subscriber under section 9 of said By-Law. • RULE lI. Male subscribers, ovel· nineteen years of age, shall pay a sum of ~ 5 cents per quarter, or $2 ·00 per annum, (Olass A.) vi. RULES AND REGULATIONS.

RULE III.

Females, and Males under nineteen yeal's of age, shall pay a sum of 50 cents per quarter, or $1' 50 per annum. (Class B.)

RULE IV.

Subscriptions shall in all cases be payable in advance, and may eommence on the first day of any month; and any days that rna) have elapsed betw<:len the first and the date of the proposition, if prior to the middle of the month, shall be dedueted frol11 the amount to be paid; but when a proposition shall be made aftel' the middle of any month, the unexpired days fl'om the date of the proposition to the end of the month, shall be adder} to the amount to be paid, and the subscription shall date from the fil'st of the following month.

RULE V.

Any subscriber allowing his or her subscription to fall fourteen day;; in unear, shall be deprived of al\ the privileges of the Institute until the arrears are paid.

RULE VI.

Subscribers shall be subject to the same regulations as rnem l'er of the Institute, under By-Law I., section '7.

RULE VII.

No subscriber shall exercise the privileges of the Institute until he or she shall have signed a declaration, as follows :-
