ANNOUNCEMENT OF INTENT TO EXPAND SCOPE FOR THE NORTH AND ASSOCIATIONS, INDONESIAN HANDLINE YELLOWFIN TUNA FISHERY

The North Buru and Maluku Associations, Indonesian Handline Yellowfin Tuna Fishery has requested an expansion of scope of the current fishery certificate to include additional new Fair Trade Councils (FTC) within the UoA. The scope extension consists in the addition of new FTCs. All other aspects of scope are to remain consistent with the original UoA. The additional elements of the UoA (equivalent to UoC) for the scope expansion are referenced below in bold:

Description:

Fishing by the new FTCS is regulated under the same jurisdiction, harvest strategy and control rules, and general fishery governance structure as under the current certificate. The vessels in these new FTCs operate in the same general area and employ the same fishing gear and fishing practices.

Abdul Halim and Gabriela Anhalzer conducted a preliminary gap analysis in order to determine the components held in common, and those that will require original scoring via an expedited audit, who meet the fishery team member qualification and competency criteria as set out in Table PC2 to identify the assessment components in the new proposed fishery and carry out a gap analysis to confirm which assessment components are the same as for the certified fishery (MSC FCP v2.2 7.27.4) The GAP analysis concluded that all the assessment tree components of the new fishery are the same as for the certified fishery. Given that the following applies: i. The client is willing to extend the certificate to the applicant fishery, ii. SCS confirms that all assessment tree components are the same as for the existing fishery certificate, iii. SCS confirms that extending the scope of the certificate does not have implications for any PIs. On these grounds SCS recommends the extension of the scope of the certificate.

In addition to fisher associations, this tuna co-management committee also include members representing North Maluku provincial government, fishing industries, fish suppliers, academician and NGOs working in that particular region.

(b) Fair Trade Committee (FTC) Fair Trade Fishing Association (FA) The newly proposed certificate extension include: 3 FAs in Ternate (Sigaro Malaha, Doroici, and Marimoi) that is supervised by the FTC Ternate; 5 FAs in Bisa- Obi and Bacan (Tuna Jaya, Usaha Bersama, Beringin Jaya, Samudera Mandioli, and Usaha Laut) supervised by FTC BIsa-Bacan; 3 FAs in Sanana (Tuna Bajo, Sang Jaya, and Berkah Tuna) supervised by FTC Sanana, and 6 FAs in south Seram (Tuna Yapana, Tunas Beringin, Darah Tuna, Teluk Ampera, Tuna Hamua and Liang Raya) supervised by FTC south Seram. Based on the evidences provided by the client, all of those FAs have valid establishment deeds signed by the head and the secretary of each FA. The FA organization’s decision making structures are also similar to that of north Buru FA – in which a Committee (Fair Trade Committee/FTC) was established to supervise and oversee the group of FAs located in the areas belonging to the same district/city government jurisdiction. Similar to that of FTC for FAs in north Buru, its members include the representative of all FAs and function as decision making body on matters relating to their conducts to comply with among other Fair Trade capture fisheries standard.

So, in summary there is no difference in term of the presence of the ‘governance and policy’ component (i.e. the overarching management framework and multi-jurisdictional management framework) between the already MSC certified north Buru Fair Trade Fishing Associations with those newly proposed Fair Trade Fishing Associations in Ternate, Bacan and Bisa-Obi, Sanana, and south Seram. That includes FMA 714 and 715, the fishing grounds of the MSC certified tuna handline fishers in north Buru. These FMA 714 and 715 are also the fishing grounds of the tuna handline fishers belonging to the newly proposed FAs as mentioned earlier for the extended certification.

The decision making arrangement, compliance and monitoring of the FAs performances in the newly proposed FAs for MSC certification have been set up in the same ways as that of the certified handline tuna FAs in north Buru. A national NGO, Masyarakat dan Perikanan Indonesia (MDPI) has been instrumental in supporting setting up and providing direct support, guidance and technical assistance to all the above mentioned FAs and FTCs to ensure their compliance to the Fair Trade Capture Fisheries Standard and other requirements as part of their monitoring and compliance under the Fair Trade arrangements. All FAs and FTCs have created and agreed on the organizational rules, including for example sanctions to members who repeatedly violate their internal rules for example in regular data collection, protection of ETP species and use of destructive and illegal fishing methods. The performance of the FAs are evaluated every year against the criteria defined in the USA Capture Fisheries Standard developed by the USA Fair Trade organization.

So, in summary there is no difference in term of the presence of the ‘fishery specific management system’ component between the already MSC certified north Buru Fair Trade Fishing Associations with those newly proposed Fair Trade Fishing Associations in Ternate, Bacan and Bisa-Obi, Sanana, and south Seram.
