4 Electrification Recommendation

Electrification of the combined Kitchener and Lakeshore rail corridors based on transportation benefits. The Province agreed to fund Phase 1 which includes the Environmental Assessment of UP Express. Construction is subject to funding availability and environmental approvals. Phase 1 includes: • Conceptual design and engineering for the electrification of the combined Kitchener and Lakeshore rail corridors • Development of Performance Specifications for electrification infrastructure • Preliminary design and engineering: UP Express, Rail Corridor and Union Station • Environmental Assessment for the electrification of the UP Express between Union Station and Pearson International Airport

5 Where are we now?

Moving forward with Phase 1:UP Express Electrification EA • Parsons Brinckerhoff team was retained in November 2011 • Completing conceptual design • Development of Performance Specifications for electrification have been established • Coordination with Hydro One is ongoing

Engagement and Consultation • Held Stakeholder Session 1:March 8, 2012 • Electrification update (Metrolinx website): March 2012 • Public Meeting: June 27, 2012 • Public Open Houses Held: June 4, 10, 11, and 12, 2013

6 Develop Conceptual Design

Determine Infrastructure Requirements: New: Modifications: Overhead Catenary Bridges/Overhead Structures Substations, Switching and Stations Paralleling Stations Track and Signals Maintenance Equipment Also: • Develop a maintenance plan/facility for the electric • Confirm power requirements • Identify constraints or pinch points along corridor • Refine cost estimates (operating and capital) • Refine a phasing strategy • Develop a System Assurance and Safety Plan

• Up to two Transformer Stations (Hydro One) • One Switching Station (SWS) • One Paralleling Station (PS) • Overhead Catenary Supports: • Union Station Rail Corridor • GTS Corridor • Airport Spur • EMU Maintenance Facility

9 Switching Station

A switching station is required approximately mid-way between the transformer stations to split the electrical sections.

A gantry is a supporting structure required at the traction power facility.

10 Paralleling Station A paralleling station contains an autotransformer to boost the OCS voltage.

11 EMU Maintenance Facility

EMU Maintenance Facility • Purpose-built, dedicated facility for performing maintenance on EMUs. • 18 UP Express EMU railcars will be maintained and stored overnight (short maintenance window). • Facility components: • Repair building and repair equipment • Storage yard for EMU cars • Sustainable Facility (LEED) • Resources Road site is located directly along the UP Express route.

14 Timing and Next Steps

• January 2013: Completion of Conceptual Engineering for Kitchener/Lakeshore Corridors • February 2013: Commence Preliminary Engineering for UP Express • June 2013: Public Open Houses for EA • November 2013: Issue Notice of Commencement of EA: TPAP (joint process with Hydro One) • April 2014: Completion of Preliminary Design of UP Express • June 2014: Targeted TPAP Approval from MOE
