Community Council

Minutes of the Council meeting held on Thursday 20 th March 2014, in Penllwyn Hall, at 7.30p.m.

Present: Councillors Richard Edwards (Chairman), Bethan Bebb, Aled Lewis, Alistair Dryburgh, Llinos Jones, Gareth Daniel, Andrea Jones, Rhodri Davies () and the clerk.

Apologies: The Councillors Dafydd Fryer and Jean Watson.

The Chairman welcomed everyone to the meeting.

Minutes: The minutes of February 2014 was presented and accepted.

MINUTES ARRISING:

Bus Shelter at Exchange: The clerk reported that Go Shelters has given us an estimate of £3800 + VAT = £4,560.00 for a bus shelter. The councillors decided to go ahead with the purchase of the bus shelter for the end of April 2014. Beavers: The Councillor Alistair Dryburgh reported that the beavers will be placed at the dam in Nant yr Arian. The County Councillor Rhodri Davies reported that a meeting will be held between Ceredigion County Council and Nant yr Arian. Notice boards: The clerk reported that Owen Hopkins, Pengwernydd will be installing the notice boards within the next week. Dyffryn Chapel, : The clerk reported that a response has been received from Alan Davies, Ceredigion County Council to say that a detailed inspection from ground level has taken place at Dyffryn Chapel. The county Council has spoken to the owner of Dyffryn Chapel, who has agreed to carry out work to ensure its continued structural integrity. The councils have correspond with the solicitors of the estate Jezreel chapel, it is envisaged that we will have to obtain a court order under section 77 (Dangerous Structures) of the Building Act 1984 to make the building safe, in the meantime fencing has been erected to the entrance of the chapel warning the public of the potential danger. Y Tincer: No report has appeared in the latest edition. Mechanical Highway grass cutting Ceredigion: The clerk reported that a response from Phil Jones, Principal Maintenance Engineer(Highways) Ceredigion County Council, it was noted that the council had to make cuts and the new contract for 2014-2015 will be making those savings by cutting the number of times the grass cutting will happen during the year. A44 near Penllwyn, Capel Bangor: The clerk reported that a response has been received from Deio Evans, North and Mid Trunk Road Agency to say that the work to unblock the drain near the bus shelter by Penllwyn Estate has been completed. Caravan at Nant yr Arian: The clerk reported that a response has been received from Eifion Roberts, Environmental Officer, Ceredigion County Council that the caravan has moved from the Nant yr Arian lay-by after consulting with the police. Website: The clerk reported that she has made enquiries with Technoleg Taliesin. The councillors decided for the clerk to give Technoleg Taliesin the go ahead to set up the council website.

PLANNING MATTERS 1) The clerk presented that the following planning application has been passed by Ceredigion County Council:  A140024 Variation of condition 2 of planning permission A130215 (amended plan to raise height of building) at Abercwmdolau, Capel Bangor, . 2) The clerk presented the published copy of the Adopted Local Development Plan (LDP) 2007-2022 – Ceredigion County Council.

FINANCIAL MATTERS 1) The clerk reported that there is £4,581.28 in the bank account on the 13th March 2014. 2) It was authorised to pay £62.10 for the clerk's expenses from November 2013- March 2014. 3) It was authorised to pay £407.66 to the clerk as wages for January to April 2014. 4) It was authorised to pay £106.66 to the clerk for phone and office room rent for January to April 2014. 5) It was authorised to pay £2,856.00 to Owen Hopkins for the notice boards. The councillors decided that the clerks not to send the payment until the notice boards have been installed.

CORRESPONDENCE The following was received and presented to the attention of the members: 1) Clerks and Councils Direct March 2014 issue 92. 2) Cynnal y Cardi Celebration Event 10th May 2014 National Trust Estate, , Ceredigion – Ceredigion County Council. 3) Smoke -free Play Area Launch - 24th March 2014 at Ty Glyn Aeron Hotel- Ceredigion County Council.

OTHER MATTERS The following were presented which need to be addressed to the relevant bodies: Grass verge needs to be cut opposite Penllwyn Estate, Capel Bangor. Clean bus shelter at Capel Bangor. Pothole in the pavement between Idris Villa and bus shelter in Goginan. Pothole in the road near Goburn yard. Potholes in the road on Gartheni hill, Capel Bangor. Rubbish been left in passing places on Bridge, Capel Bangor. Tyres been left on the cornel of the Gwarallt hill. Rubbish been left by the cornel on Gwarallt hill. Potholes from Pentre farm to Penlanolau, Capel Bangor. Rubbish in the lay-bys in Capel Bangor. Speed traffic measures in Capel Bangor and Goginan.
