Draft Minutes of a meeting held on Thursday 27th September 2018 in Four Crosses Village Centre at 7.30 p.m.

Present; - Cllr W J Lee presiding as Chairman, Councillors N H Savage, D K Evans, C M Jenner, S R Page, M Edwards, Frances Buckingham & E A Jones plus 3 members of the public.

Members of the public were invited to speak 2018/362 Concern was raised over the speed of vehicles entering the village along the B4393 from Llansantffraid. The 30mph sign is not apparent further back and is very close to the junction of Courthouse Lane. Request to be put to Highways Dept that a warning sign is erected 75 yards further back and that the 30mph sign itself is made larger.

Minutes of the last meetings held on Thurs 23rd August 2018 were confirmed and signed 2018/363 Matters arising from Meeting of 27th September 2018.

2018/364 (018/336) Further reply received from County Council Highways Dept which acknowledged the Community Council’s request for the 30mph sign to be moved back over the Railway bridge to the last street light. Traffic Data has been passed onto Russell George A.M as requested by resident who has asked Russell to come and have a site visit. Representatives from the Community Council will also be invited to the meeting. 2018/365 (2018/337) County Cllr E A Jones has received further representations with regard to the introduction of double yellow lines. Cllrs appreciated that the double yellow lines will make it more difficult for visitors to Linden Villa and Spring Villa to find parking but felt that there was space for vehicles by the Village Workshops. Overall though due to the level of complaints received over the limited visibility at the Foxen Manor junction that in the interest of safety they resolved that the double yellow lines be applied as per Highways recommendation. County Cllr A E Jones abstained from the vote. 2018/366 (2018/338) Powys C.C have replied further to the request for allotments on the site of the former barn at Maes Offa to say this wouldn’t be allowed as there are active badger setts in the area. Cllrs felt that the use of the field for allotments would be no more disruptive for badgers than the cultivation as farmland – Clerk to ask for details of exactly where the setts are. 2018/367 (2018/342) Further quote received in relation to a Tree Survey of the trees around the Sports Field. It was proposed by Cllr Frances Buckingham and seconded by Cllr C M Jenner that Arbserv be asked to conduct the survey at a cost of £378.00 + V.A.T. 2018/368 (2018/356) Reply received from Footpaths Officer that they are taking up the suggestion of a village map to help direct the walkers of Offa’s Dyke. Clerk to ask for details of where the maps will be sited.

Sports & Recreation

2018/369 (2018/357) Monitoring & Inspection log of Play Area & Sports Field had been carried out by Cllr W J Lee for September. It was agreed that this could be carried out fortnightly from now onwards. Concerns raised during the Inspections were the use of large tyres for fitness training on the multi-sport court – it was agreed to monitor this as to whether it damaged the surface. Fencing around the Football pitch had not been completed by the Football Club with some bars coming out – Cllr S R Page will liase with the Football Club. Also the grass hadn’t been strimmed inbetween the bollards and not all of the laurel hedge had been trimmed. Cllr S R Page offered to carry out the Inspections for October. 2018/370 Broken palings were reported around the perimeter fence by Sarn Wen Brook and also the wooden seat in memory of Mr Ron Kelner needed restaining. It was agreed to ask Cllr E A Jones to supply an estimate for this work. 2018/371 RoSpa Inspection of Play Area & Multi Sport Court now received – main recommendation is the re-painting of the Multi-play equipment. are also offering to do repeat Inspections as & when required at £50 per site + V.A.T. It was agreed that the fortnightly inspections by Councillors are considered adequate and that the repainting of the play equipment would be carried out in April 2019. 2018/372 Leak in toilet cistern in the Disabled Toilet had been reported to the Clerk who had arranged for a Plumber to call to repair.

Planning 2018/373 18/0293/FUL – change of use at the Four Crosses Inn. County Cllr A E Jones has requested that the decision is determined by the Planning Committee. Clerk to remind Planning Dept as Community Council response has not yet been posted onto the planning portal 2018/374 Planning permission has been requested for;- i) 18/0188/NMA – non-material amendment to P2016 0647 in relation to the conversion of an agricultural building to a dwelling.- no objections. ii)18/0434/LBC – Internal and external alterations, including re-roofing, alterations to fenestrations, demolition of porch and replacement at Ty Coch Farmhouse for Mr & Mrs Wolveley.- no objections. iii) 18/0586/HH Demolition of the existing two storey rear extension and conservatory. Erection of a two storey side &rear extension including internal and external alterations & improvement works to create enlarged car parking at Laburnum House, Bryn Mawr for Mr R Pownall.- no objections. iv) 18/0294/OUT – Erection of 4 dwellings and formation of associated access and parking at Four Crosses Inn – it was agreed to Object on the same grounds as the objection to 18/0293/FUL 2018/375 Notification from Department for Business, Energy and Industrial Strategy of re- determination by the Secretary of State of the Llanbrynmair and Carnedd Wen Wind Farms 2018/376 Notification from Powys County Council that they have changed their Planning Portal – Clerk to reply that it is a shame that it has taken them 2 months to notify the Community Councils and that a Planning Liaison Meeting would have been beneficial to explain the new system. 2018/377 The Chairman had received a complaint concerning the actions of the Community Council in determining the application in relation to the residential development at The Gornal. The process was reviewed – it was noted that their presence at the meeting on the 26th October 2017 had been recorded in the minutes but not their verbal offer of s106 money. Cllrs felt that the offer of s106 contribution should not be used to determine any application and that the Council had been consistent in their response to planning applications outside the development boundary. They had agreed that this site was natural infill and had only Objected when the roundabout to serve the new development was removed from the plans.

Correspondence 2018/378 Invitation received from the National Assembly for to contribute to the written consultation into promoting the . 2018/379 Consultation from Welsh Government on Petroleum Extraction Policy in Wales 2018/380 Clerk attended Open Meeting Tues 28th August in Royal Oak re; NHS Future Fit Consultation which has now closed. Results expected early 2019. 2018/381 Powys 111 Bulletins received for August & September – expected to take over from ShropDoc in October 2018. Cllr Frances Buckingham expressed her concerns that not enough work had been carried out before this switch over which she had communicated to Russell George A.M. It was agreed to ask residents to notify Councillors of any issues which could then be reported to Powys Community Health Council. 2018/382 Powys County Council Regeneration Team asking for Councils and Businesses to take part in a survey in regard to their Economic Action Plan Consultation 2018/383 Powys County Council are asking for details of which Councils are currently maintaining Public Toilets in Powys 2018/384 Invitation to Village Award 2018 on Fri 21st Sept at 6.30 p.m at Livestock Sales. Congratulations were given to who won the Award. 2018/385 Cuttings Magazine for circulation 2018/386 Community Health Council act as the NHS ‘watchdog’ – next meeting is Tues 11th Sept at at 10.30 a.m 2018/387 Confirmation received that any payments made to Councillors would have to be subject to P.A.Y.E 2018/388 Invitation to meeting of the Transport Innovation network on Tues 9th Oct in Newtown 10 – 2p.m 2018/389 Press release from Powys County Council of a dog owner in Newtown being fined £75 for not cleaning up after their dog –also letter from Countryside & Outdoor Recreation Service consulting with Community Council’s over the possibility of introducing a Dog Banning Order on specific identified areas of service-managed land. Clerk to reply that the Community Council supported this idea. 2018/390 Email received re: registering Defibrillators onto the WebNos Governance system which is then made available to the Ambulance Service. It was agreed to register both Defibrillator’s and then these could be monitored at least monthly. 2018/391 Invoice received from Glover Sure for £24.00 2018/392 Review of Standing Orders and Financial Regulations – updated ones received from One Voice wales which would be reviewed by Cllr Frances Buckingham. 2018/393 Letter from Royal Mail asking help to stop scam mail 2018/394 Details from Welsh Assembly of revised Grant arrangements to support the implementation of the Natural Resources Policy 2018/395 Information received on the siting of a proposed Crematorium at near the Wolfshead Roundabout. Community Council supported the idea in principle due to the long delays at Shrewsbury or Wrexham but didn’t have enough details re; the proposed site. 2018/396 Details received from Welshpool Town Council of proposed changes to the One Way System – they had also offered to come and explain further if required. 2018/397 Email from Powys County Council asking for details of any unadopted roads in the village. Clerk to notify them of the unadopted passageway in Foxen Manor Accounts 2018/398 Bank Accounts at 27th September 2018 ;- Current Account £ 601.56 Sports & Recreation Acc £ 116.91 Deposit Account £36315.86 Parc Hafod Account £30384.87 Bank statements were checked and initialed by Cllr D K Evans. 2018/399 Permission granted to pay;- i) Mrs C E Davies Salary + Expenses 01.07 – 30.09.18 £1176.35 under L.G.A 1972 s112 ii) H M Revenue & Customs P.A.Y.E £74.00 under L.G.A 1972 s112 iii) Water Plus £35.36 under s 19 (3) L.G (Misc purposes) Act 1976 iv) Gloversure £24.00 under L.G.A 1972 s112 2018/400 Annual Return now completed by External Auditor. Qualified Audit opinion had been reached as it had been signed at the Annual meeting which meant that Electors did not have their full 20 days. This was noted and next year the Return would be signed at the April meeting. Auditor had also commented that Assets need to be valued at cost and that also there was a high level of reserves. 2018/401 Budget as at 27th September 2018 was discussed and agreed.

Complaints 2018/402 Updated Highways Log had been circulated together with details of the Capital Budget - County Cllr A E Jones would ask for details of the scoring system and where the B4393 from the roundabout to Courthouse Lane ranked. 2018/403 Estimates received for spraying of pavements at Foxen Manor & along B4393 in centre of village. It was proposed by Cllr D K Evans and seconded by Cllr N H Savage to proceed with the quote from Mr Andrew Ellis. 2018/404 Powys County Council reminded re; request for provision of new footways up Courthouse Lane and along Domgay Road 2018/405 No response from Welsh Government with regard to request for traffic counters outside Greenfield Cottages & no update when work will commence to add safety barrier on approach to Llanymynech Bridge. County Cllr E A Jones offered to arrange a meeting with the North & Mid Wales Trunk Road Agency, Mr Andrew Jones. At the same time he will be asked to look at the pelican crossing which was damaged in an accident on Sunday 23rd Sept as there needs to be a warning sign of the approaching 30mph speed limit. 2018/406 Complaint received that 2 of the attenuation ponds have not been cut – Clerk passed onto North & Mid Wales Trunk Road Agency and work completed today. 2018/407 Complaint received of overhanging shrubs obstructing footpath at entrance to Foxen Manor & along footpath by Maes Offa– forwarded to Highways Dept. 2018/408 Clerk asked Highways Dept to renew the ‘Give Way’ markings at the end of the drive leading to Carnbwll 2018/409 Thank you to those who took part in the litter pick organized by Mr David Williams of – 30 bags of rubbish were collected. Clerk to remind Highways Dept to come and collect the bags! 2018/410 Awaiting update from Powys County Council re: Bus Shelters 2018/411 Resident had contacted neighbouring County Councillor re; tractor convoys late at night. Reply had been received that they try and keep these to a minimum but due to changing weather conditions had worked later than usual. 2018/412 Clerk to ask Canal & Rivers trust to trim hedge alongside the canal towpath. 2018/413 Highways Dept to be reminded to send road sweeper as chippings still loose on pavement and around chicanes. 2018/414 Clerk to ask Highways Dept for an update re; work at the River Bridge, Newbridge as usually all work has to be completed by the end of September.
