A word from the Chairman

December 2015

Dear Parents/Guardians

I am pleased to submit the first Annual Report of the new Federation’s Governors Body which was established November 2014, including the minutes of the Annual Meeting held in March 2015. We have 20 Governors and 5 Observers: each school is equally represented, with Parent Governors (6) forming the largest group. Six sub- committees, again with equal representation report back to the full Governing Body on all matters relating to the schools – budgets, health and safety, child protection and three curriculum areas.

There is now no requirement to hold an Annual Meeting for Parents. Therefore we have decided not to hold one this year.

The three schools have separate budgets and are monitored individually by Officers, Senior Management and Estyn. Congratulations to Glantwymyn and Llanbrynmair on their Estyn reports, and thank you for all of the hard work by all members of staff.

The staff meets regularly and work as one in curriculum and professional development. On this theme it is pleasing to record that the schools’ councils also work together and gave an excellent presentation of the KiVa scheme.

Pupils have taken part in many activities outside their classrooms to include the Urdd, sports and the National Eisteddfodau. Every school gives an overview of all of the activities in a termly school newsletter. Congratulations to them for their hard work and enthusiasm and to the staff and friends that are teaching and supporting them. We must continue to provide the means and opportunities to give a wide range of cultural, educational and sporting activities to our children.

I wish to thank Mr Nigel Hughes, the three Assistant Heads, all of the staff and fellow Governors for their hard work in this first year of the Federation. Despite a background of budget cuts the process has been successful and a large amount of work has been done in a short time.

We send our good wishes to Mrs Haf Lloyd who has left during the year and to Mrs Jo Whiteway who is absent from school on maternity leave.

Thank you for your support as parents, families and friends. We greatly appreciate your contributions to school life. The Friends of the School always work hard to raise money to contribute towards the costs of additional resources and educational visits. We are very grateful for the co-operation between the three schools to organise such a successful evening as “Strictly Ffederasiwn”.

Parents will be informed of any elections for parent governors by the Clerk of the Governing Body.

Governing Body meetings

The Governing Body meets every term to discuss school matters. Also, there are many matters including the monitoring of standards and provision which are discussed regularly at meetings of the sub-committees. Governors have specific responsibilities for various aspects of school life and follow the Termly Monitoring Programme.

Members of the Governing Body also attended statutory and non-statutory training sessions.

Travelling allowances for Governors

No travelling cost claims were received from Governors during 2014-15.

Review of Policies

The school regularly examines and assesses the success of all procedures. We regularly review policies and have policies on our school website. The new Governing Body decided to adopt the original policies of the school in November 2014. The new Governing Body has reviewed the following policies for the three schools in the Federation:

School Prospectus The prospectus has been reviewed in September 2015 and small amendments were made to reflect current dates and statistics according to guidelines received from the Welsh Assembly. In accordance with statutory rules, the prospectus is given to the parents of pupils who start full time education at the school. A copy of the handbook is available from the school office or on the school website.

School Language Policy Llanbrynmair school is in a traditional Welsh area, and in accordance with Powys Education Authority’s policy, Welsh is the main teaching language of the school. Children are encouraged to speak Welsh both on the yard and during lessons with the exception of the English lessons (Years 3 – 6).

Complaints Please discuss any concerns you may have with the Assistant Headteacher initially. You are also welcome to make an appointment to discuss any issues with the Headteacher. If issues are not resolved then parents should follow the guidelines outlined in the School’s Complaints Policy. This is available on the school website.

Curriculum Statement

The school aims to provide a balanced curriculum in accordance with the requirements of the National Curriculum in order to stimulate the educational, emotional and social development of each individual child. The practice and procedures of the Foundation Phase are in place.

Differentiated strategies are used to develop the potential of every child to their full development. We aim to achieve the goals in a lively, intimate, interesting and creative way. The school policy documents can be viewed at the school in all subject areas; work plans in each subject area is also in place - in accordance with the guidelines of the National Curriculum.

Pupils participate in sports as part of the school curriculum and in extra curricular activities. They also have swimming lessons.

The policies and schemes of work are being continuously monitored and reviewed in accordance with any updated changes. The staff of the schools plan together across the Federation and are following the same schemes of work as required by recent national developments.

Action Plans

The School has a Development Plan and it is fully operational. There is a close link between this and the school's self evaluation documents that are reviewed annually. The school is monitoring the impact of the standards and the provision regularly as part of the Federation’s monitoring programme. The impact reports are shared with the Governing Body and the Authority’s Challenge Officer.

Staff Development / Performance Management

Performance Management is the term used to describe the process of agreeing annual performance objectives involving discussions between teachers and their team leaders, Headteachers and the Governing Body. Performance management supports the work of teachers as individuals and in teams. It establishes a framework for teachers and their team leaders to agree and review priorities and objectives in the context of the school’s development plan. It motivates staff to be more effective in their teaching and subject leadership. This in turn leads to the raising of standards for the whole school.

The teaching staff set objectives with the Headteacher and review meetings take place and new objectives are identified and discussed for the forthcoming year.

All teaching assistants also go through the same process as above.

Moderation day

Teachers from all schools in the Bro Hyddgen Cluster got together in Spring and Summer Terms to moderate pupils' work. The work that was being assessed included Language, Mathematical Development and Personal and Social Development for the Foundation Phase (Year 2) and English and Maths for Key Stage 2 (Year 6). The process followed ERW (South West and Central Education Consortium) guidelines to ensure consistency and accuracy in terms of teacher assessments and ensuring that the appropriate levels were awarded to pupils at the end of the key stage. Science assessments were verified by ERW.

Local Education Authority and ERW

During the year the school has had 2 core visits by the School Challenge Officer. The main purpose of the first visit during the Autumn Term was to discuss school performance data, self evaluation and performance management whilst the remainder of the time focused on scrutinising the actions and monitoring progress against the school's priorities.

School Council The Council invites Mrs Heulwen Jones, a member of the Federation’s Governing Body to their meetings, to promote the link between the school and the Governing Body. Representatives from the School Council were invited to speak with the Governing Body in the Summer term about KiVa. The Council has agreed a programme of activities for the school. For the first time representatives from the three School Councils across the Federation visited Rhiw Bechan School to collect information about the anti-bullying programme KiVa.

The School Council decides and leads the activities that help others for example organising the Christmas Farmers Market, Christmas Party, choosing which charities we are going to support during the year and voting on where to go on our Summer trip.

Healthy Schools The school is part of the Powys Healthy Schools programme. Pupils are encouraged to eat fruit at morning snack times. The Foundation Phase pupils have milk free of charge during the morning break. The school cook follows the healthy menu set by . The Foundation Phase pupils grow vegetables in the garden to sell in the Farmers Market during the Summer Term and cook a variety of healthy goods by using produce from the garden to sell at the Christmas Market. During the Summer Term Dr Dave Whitworth came to the school to speak to the pupils about the importance of washing hands as part of the school’s Hygiene programme. The nurse visited during the Summer Term to speak to the pupils about “Growing Up”. Since September 2014 the school has been part of the Design to Smile programme where the pupils in the Foundation Phase class clean their teeth daily after lunch.

Eco Schools The school continues to sponsor a girl in Tanzania through the PLAN UK programme and is working towards the 3rd Eco School flag during the Summer 2016.

ADDITIONAL LEARNING NEEDS (ALN) The Governor for ALN is Mrs Mary Thomas. The provision for pupils with ALN is effectively monitored by the governors, ALN Co-ordinator and Support Staff within the school. ALN provision aims to ensure that all tasks, resources and materials are differentiated in order to match work to pupils' needs. This is reflected in the schemes of work and any planning that is being developed at the time. We recognise more able and talented children and encourage all pupils to work to their full potential through formal and informal activities. All pupils on the ALN register will be provided with an Independent Learning Plan to be reviewed with the child twice a year. The school follows the new authority guidelines on how to place learners on the ALN register.

Intervention Programmes The pupils who need extra help to develop numeracy and literacy skills are supported using the weekly programmes for Catch Up Numeracy and Literacy. Generally, pupils who have received intervention develop more confidence and make good progress Equal Rights, Disability and Equality and Access Plan The school is well aware of its obligations, legally and morally, to avoid discrimination. It has always been considered the ethos of the school that each child is treated as an individual; no matter their age, gender, race, disability or any other difference. The school aims to help all pupils to reach their full potential by supporting them appropriately. As a school we understand the importance of effective teaching and learning and ensure the best possible experiences for all pupils in the school. We ensure that all children with disability have the same experiences as everyone else at school. It is possible for children with physical disabilities to have access to all parts of the building. The Governing Body updates its Equality and Accessibility Policy and its Equal Rights Policy annually.

Glan Llyn At the beginning of Autumn Term, all pupils from Years 5 and 6 went to stay at the Urdd camp at Glan Llyn. This was a great opportunity to socialise, meet new friends, canoe, climb and many other activities.

After-school Clubs Badminton, tennis and Urdd clubs were run as after-school clubs throughout the school year.

Parents receive a termly newsletter summarising all school activities.

Contacts with the Community

The Governing Body develops and strengthens the school’s links with the community by encouraging a number of activities.

Here is an overview of the contacts we had throughout the year.

Contact with the Nursery During the Summer term an open afternoon was held for all new parents and their children in readiness for the new school year. During the afternoon, the parents and children were guided through the school and received an information pack. The afternoon was a good opportunity for any of the new parents to ask questions about the school.

School’s Breakfast Club The school holds sessions before school for pupils as part of the National Breakfast Club provision. School leaver destination Usually the majority of pupils at Ysgol Llanbrynmair transfer to Ysgol Bro Hyddgen or High School. During the Summer and Autumn term 2015 Year 6 pupils went to Ysgol Bro Hyddgen and Llanidloes school for transition visits, to get a taste of life at High School. In September 2015, 4 pupils from Ysgol Llanbrynmair transferred to Ysgol Bro Hyddgen and one pupil to Llanidloes High School.

Cleaning and toilet facilities Powys County Council were responsible for cleaning the schools but since September 2015 the school is now responsible. There are toilets for pupils in the Foundation Phase and the Junior class. There is a disabled toilet in the Foundation Phase and one for older children and adults in the Community Centre. The Foundation Phase class have their own toilet facilities next to the class, and there are separate toilets for girls and boys in the junior class along the corridor.

Progress in setting and meeting targets

The targets set by the school is shown in the School Development Plan and includes targets for the school, classes, groups and individual pupils. The school sets targets commensurate with ability and attainment for all pupils. The children set personal targets as independent learners.

Children are given certificates at the end of every term for 100% attendance and are given special recognition in our end of year service.

Following guidelines from the Local Education Authority children are no longer being given authorisation to go on holiday during term.
