Apologies: 292/2016 Cllrs J F Thomas, H V Jones and Mrs L O’Connor. Minutes of the previous meeting on the 15th September 2016 were confirmed and signed. 293/2016 Matters arising;- 294/2016 (244/2016) Clerk had visited Llandrinio Shop and there was a suitable place to install a Defibrillator behind the Notice Board It was agreed to find out costings for next meeting and also ask League of Friends re: Funding as they had donated one to Arddleen Hall. 295/2016 (245/2016) It was agreed that as now the repairs to Llandrinio Bridge have been completed that Powys County Council are reminded of their promise to inspect on a regular basis. 296/2016 (246/2016) Chairman attended first meeting of Community trust Fund on Thursday 27th October. It was agreed that the Carno Wind Farm trust already set up and established is a good constitution to follow. Visit to Wind farm took place on Wed 9th November. 297/2016 (247/2016) Joint meeting with Powys County Council and Bausley with Criggion Community Council – expression of interest form now submitted to ARWAIN for a feasibility study into the future maintenance of Rodneys’ Pillar Correspondence 298/2016 Consultation from Welsh Government on their plans to establish a National Infrastructure Commission. Clerk to respond as important that a regular inspection of structures on highways is carried out and also important to keep recycling centres. 299/2016 Meeting of Criggion Quarry Liaison held on Fri 21st October. Discussion included concerns over lorries following each other closely over Llandrinio Bridge and also keeping the top lights on whilst travelling through the village – Transport Manager agreed to talk to the drivers. 300/2016 Notice of meeting of Montgomeryshire Area Committee of One Voice Wales on Tues 4th Oct at Penstrowed. 301/2016 Email received following meeting of Clywedog & Vyrnwy liaison meeting 302/2016 Details of Mid and West wales Fire & Rescue Plan 2017 – 2022 303/2016 details received of Focussed Changes with regard to the Powys local development Plan – these were noted and concerns over transportation of wind farm components and pylon lines would be repeated as Renewable Energy Development Areas are to be increased. Letter also received from the Campaign for the Protection of Rural Wales highlighting these proposals. 304/2016 Details of a survey being carried out by Ageing Well in Wales with regard to the walkability of our neighbourhoods.- will be sent to The Bridge and to the Arddleen newsletter. 305/2016 Consultation via One Voice Wales as a review of the National Standards for Community Health Councils. 306/2016 Information received from Powys County Council with regard to the elections on the 4th May 2017 - noted 307/2016 Donation request from Marie Curie - noted 308/2016 Donation request from Penrhos Church towards cost of running Cemetery. It was proposed by Cllr M R Williams and seconded by Cllr Mrs M Weston that a Grant of £200 be awarded as per the Precept Budget. 309/2016 Minutes and updates from MontyTrax who are looking to improve network of footpaths in area. They are requesting a donation towards the costs of the feasibility study. It was noted that the work will not benefit our area and it was agreed that money could be spent on improving footpaths in our area instead. 310/2016 Renewal notice received for Clerks subscription to S.L.C.C – 50% contribution £65.50 was agreed. 311/2016 Donation request from British Red Cross - noted 312/2016 Subscription renewal from North & Mid Wales Association of Larger Councils for £40.00 313/2016 Details received of amended Code of Conduct plus requirement to publish in newspaper. The Code of Conduct was adopted and it was agreed to share the cost of the newspaper advert with Llandysilio Community Council. 314/2016 Clerk & Councils Direct for circulation. 315/2016 Notice of meeting of North Montgomeryshire Local Council Forum on Tues 1st Nov to discuss recycling centres and health issues. There was dismay at the thought of losing the recycling centre in Welshpool as residents will not ravel the extra mileage to Newtown – still under consultation at the moment and more information has been requested from Powys County Council. 316/2016 Details of Mid wales Healthcare meetings organized in the area – nearest is Newtown Tues 22nd Nov 317/2016 Details received into an inquiry by the Welsh government in to the new Welsh language Strategy. 318/2016 Information leaflets received from Greenfingers Contactors 319/2016 Audited Accounts received for Llandrinio Village Hall for the Year ending 30th November 2015. It was proposed by Cllr M R Williams and seconded by Cllr A A White that a Grant of £2000 be awarded for the upkeep of the Village Hall and £2200 for the maintenance of the Playing fields for the Financial Year ending 31st march 2016. The Committee would be thanked for organizing the audit of the Accounts. 320/2016 Consultation received on the merger of Local Justice Areas in Wales - noted 321/2016 Information received from RES developers of the Wind Farm at Garreg Llwyd.- noted 322/2016 Bank Statement received from Llandrinio Over 60’s Club. It was proposed by Cllr A A White and seconded by Cllr Mrs P M Jones that a grant of £300 be awarded as per the Precept Budget. 323/2016 Email from Powys County Council Countryside Services giving details of proposed changes to the Offa’s Dyke Path and Severn Way – these changes were intended to keep walkers on the top of the Argae and there were no objections. 324/2016 Donation request received from Arddleen CP School towards maintenance of the playing fields. It was proposed by Cllr A A White and seconded by Cllr M R Williams that a 50% contribution of the costs be awarded namely £981.00 325/2016 Consultation with regard to the proposals for the Parliamentary Constituencies in Wales. It was agreed to object to the proposals and support given to the alternative as proposed by the Conservatives Party. 326/2016 Consultation from Powys County Council as to the Day Time Activities for Older People – this is an important consultation as it also includes the Day Centres. 327/2016 Donation request from Powys Citizen Advice Bureau - noted 328/2016 October newsletter received from Russell George A.M 329/2016 Results of Library Consultation now available on Powys County Council website. 330/2016 Letter received from Department of Energy re: Re-determination of Carnedd Wen and Llanbrynmair Wind Farms – concerns repeated 331/2016 Information sheet received from National Resources Wales explaining what should and shouldn’t be reported. 332/2016 Details received from the Local Democracy and Boundary Commission for Wales Electoral review into Policy & Practice. Planning 333/2016 Minutes of a Committee Meeting held on Friday 30th September at Prestbury House, Arddleen.+Notice that planning permission has now been given. 334/2016 Residential development of up to 49 dwellings – P2016 1016 at land adj Plas Foxen – resubmission of earlier application. Objection maintained and it was agreed that the Clerk will represent the Community Council at the Committee Meeting on Thursday 24th November 2016. 335/2016 Minutes of a Committee Meeting held on Thursday 3rd November at Windy Ridge, Arddleen. 336/2016 Details received of proposed removals of payphones by British telecom – includes the one at Pool Quay and Llandrinio. Highways 340/2016 All complaints have been logged and recorded from last meeting – update as to whether work has been done. Trees have been trimmed by Canal but more could have been taken off. 341/2016 Request from Llandrinio & Arddleen Community association for a pedestrian crossing by the Chapel It was agreed to support this request and refer this to the Highways Dept and ask for a traffic light crossing due to the visibility impairment of some residents who would wish to use it. 342/2016 Advice now received from One Voice Wales re; Complaint received of overgrown strip of land by the Rectory Llandrinio which would be passed on. 343/2016 Clerk to contact Mr & Mrs Turner who are trying to improve the footpaths in Llandrinio to ask for a list of where work was needed. 344/2016 Site meeting with Highways Dept took place on Tues 18th October. They were shown the blocked ditches down Rhydescyn lane and would add this to their list of work needed.

For economic reasons, the 9rooms' names only are listed. Often people married many miles from their own parishes and sometimes also away from the parish of the spouse. Tracking down such a 'stray marriage' can involve fruitless and dishearteninq searches and may halt progress for many years. - Included here are 'strays', who were married in another parish within the county of Powys, or in another county. There are also a few non-Powys 'strays' from adjoining counties, particularly some which may be connected with Powys families. For those researchers puzzled and confused by the thought of dealing with patronymics, when looking for their Welsh ancestors, a few are to be found here and are ' indicated by an asterisk. A simple study of these few examples may help in a search for others, although it must be said, that this is not so easy when the father's name is not given. I would like to thank all those members who have helped in anyway with the compilation of this booklet. A second collection is already in progress; please· send any contributions to me. The FEI supports the formal Section 73 application for the Carno III Wind Farm Tip Height Extension (THE) and associated infrastructure, near Carno, Powys, Mid-Wales, which has been prepared for Powys County Council (PCC) under the Town and Country Planning Act 1990 (as amended). I totally oppose the above two windfarms based on the following :- Noise, Hydrology, Peat ,and wildlife – I will leave to others with more expertise in these areas Landscape & visual impact The nature of Mid Wales is it undulating and rolling hills which isin contrast to North Wales with its rugged mountains and South Wales with other high peaks such as the Black Mountains and Brecon Beacons The Height of the proposed turbines for both Carnedd Wen at 137 metres ( 449 feet) and Llanbrynmair at 126 metres ( 413 feet ) are totally out of scale to the undulating and rolling landscape – some with plateaus which give great pleasure to locals and visitors alike The London Eye is 443 feet high and this gives a visual measurement for those people who cannot envisage just high 449 feet is Also the swept area of blades is massive with Carnedd Wen 50 turbines covering 86 acres and Llanbrynmair 39 turbines covering 50 acres This is shown to be so massive as the swept area of the existing 102 turbines at Llandinam only cover 17 acres Need As with my submission to Area C the output from these two windfarms will be so small in comparison to huge damage to the landscape and damage to peoples livelihoods who live in the area – that they should be refused on this ground alone I therefore request that the Inspector recommends refusal of the se two windfarm applications.

I understand that my thesis may be made electronically available to the public. ii Abstract This thesis centres on the operations of the Chester ‘command’ system in the region of North Wales, roughly from the first year in which Petilius Cerialis served as the governor of Britain to the death of Emperor Domitian. Despite the several auxiliary forts that were occupied simultaneously during this period, seven military stations have been selected to demonstrate the direct application of Roman rule in the region imposed by a fortified network of defences and communications: the legionary fortress of Chester, the fortress at Wroxeter, the fort at Forden Gaer, along with Caersws II, Pennal, Caernarfon, and Caerhun. Each fort within this group was strategically positioned to ensure the advantages of its location and environment were exploited. The sites of Wroxeter, Forden Gaer, Caersws II, and Pennal were not only placed on the same road (RR64) to maintain a reliable communications system across the Severn valley, but the paths through which indigenous people could travel north or south were limited as each military post controlled access to the preferred land routes over the River Severn and the River Dyfi.
