Many thanks to Humphrey Tonkin, Yevgeniya Amis and others for their editing work on previous issues, and to Angela Tellier for her help with the present one. I have done some redecorating: hopefully you will find the document easy to peruse, but comments are always welcome. In the past, we used to be rather flexible with our publishing schedule, but from now on we will endeavour to produce an issue four times a year: at the end of January, April, July and October. If you wish to send in information, the deadline for doing so will be the last day of the preceding month; so for the second instalment of 2020, please send by 31 March. IfI relies on contributions from its readers. It is an appropriate place to announce conferences, courses and similar gatherings; to call for papers for such meetings; to report on recent events; to present details or reviews of new language-themed books or articles; and generally to distribute news of things in the world of interlinguistics. Simon Davies <23 :2/9393; Information for Interlinguists = UPCOMING EVENTS UK Language Policy After Brexit Bristol, England: 9 July 2020 call for papers – deadline: 11 February 2020 +ttps#//sites.google.com/%iew/uklpab/9393 UK Language Policy After Brexit (UKLPAB) began life in 2016 at Sheffield Hallam University, just a few months after the Brexit referendum, to take immediate stock and consider possible effects on language policy around the UK. In subsequent years, present- ations have focused in on the detailed effects of Brexit with regard to such policy. We are delighted to continue this successful and free series of conferences in 2020, the first time the conference will actually take place after Brexit! Each year, UKLPAB is hosted in a different UK nation. In 2019, Northern Ireland hosted [+ttps#//sites.google.com/%iew/uklpab/9321]. In 2020, UKLPAB comes to England, specifically to the University of the West of England (UWE), Bristol. The local committee chair will be Dr Charlotte Selleck, Senior Lecturer in Linguistics. We thank Multilingual Matters and UWE’s Faculty of Arts, Creative Industries and Education for their generous support in making UKLPAB free for presenters and attendees. Each year we also invite a plenary speaker from the previous host nation. In 2020, the plenary speaker will be Philip McDermott, Senior Lecturer in the School of Applied Social and Policy Sciences at Ulster University. His talk is titled “Language, Power and Identity Politics: Continuing Challenges for Today’s Europe”. Our theme for 2020 will be “Official vs. Unofficial Language Policy”. Information for Interlinguists <23 :2/9393; Nitobe Symposium: Language Diversity and Sustainable Development Montreal, Canada: 8–10 August 2020 The Esperantic Studies Foundation (ESF), in cooperation with the Centre for Research and Documentation on World Language Problems (CED), is planning to organize its next Nitobe Symposium from 8 to 10 August 2020, at the University of Montreal. The working languages of the event will be English, French and Esperanto. The Nitobe Symposia, named for the Japanese internationalist and diplomat Nitobe Inazo, who was Under-Secretary General in charge of cultural affairs in the early years of the League of Nations, are held every few years in various parts of the world. Symposia have taken place over the years in such cities as Prague, Berlin, Vilnius, Tokyo, Beijing and Reykjavik. The 2020 symposium will mark the 75th anniversary of the United Nations and its efforts to keep the peace, promote human rights and advance sustainable development, in a multi- lingual world. Under the general title “Language Diversity and Sustainable Development” it will examine three principal topics: Language and the Sustainable Development Goals Multilingual Information and Communication Technologies (ICTs) in sustainable development Grassroots multilingualism and the sustainable development challenge We invite all those interested in language policy, UN studies, development studies, communication technologies and related fields to send us expressions of interest in partici- pating in the Symposium and contributing to these and related topics. More spe- cifically, the study focuses on the members of the Catalan Association of Esperan- to ([eo]: Kataluna Esperanto-Asocio, hereinafter KEA) who reside in Barcelona, where the headquarters of the association are.1 The main research question is the following: How do the members of the Catalan Association of Esperanto balance their nation- alistic sentiments towards Catalonia and the Catalan language with the core cos- mopolitan ideology of the Esperanto movement they are part of? The question is interesting because the strong nationalism of Catalan Esperan- tists, apart from being in contrast with the traditional Esperanto ideology and culture (Zaft, 2003; Blanke, 2015), is not in line with what seems to be the reality of most Esperanto communities in Europe, as emerged from the available empir- ical studies on the subject (Rašič, 1996; Alòs i Font, 2010; Puškar, 2015). These studies show that European Esperantists have in general a weaker national iden- tity than the average citizens of their respective countries.

Le terme "image" est utilisé ici dans le sens de la communication au sujet de la langue par les représentants des organisations espérantistes. W niniejszym artykule przeanalizowano praktyki przekładu na esperanto, język skonstruowany, który liczy już 130 lat i który ma służyć neutralnej komunikacji między- narodowej. Jednym z praktycznych zastosowań tego pomocniczego języka jest udostępnienie ogólnoświatowej społeczności mówców dzieł z całego świata i z różnych epok. Analizowana jest rola odgrywana przez tłumaczenie w rozwoju esperanta oraz w tworzeniu społeczności esperanckiej. Autorka dowodzi, że tłumaczenie na esperanto spełnia kluczową funkcję społeczną i przekazuje wartości wykraczające poza zwykły transfer semantyki. Czyniąc to, stosuje interdyscyplinarną perspektywę i wykorzystuje podejścia z badań translacyjnych, językoznawstwa, antropologii i badań komunikacji międzykulturowej. Umieszczenie tych podejść w dialogu jest korzystne dla lepszego zrozumienia różnych strategii stosowanych przez tłumaczy esperanckich w celu uwzględnienia i zrozumienia esperanckiego horyzon- tu kulturowego. Abstract. This article examines translation practices into Esperanto, a constructed language with 130 years of existence and which is meant to serve neutral international communication. As such, one of Esperanto’s practical applications is to render works from around the world and from different times accessible to a worldwide community of speakers. We analyse the role played by translation in the development of Esperanto and in the creation of an Espe- ranto community. We argue that translation into Esperanto possesses a key social function and conveys values that go beyond the mere transfer of semantics. In doing so, we apply an interdisciplinary perspective and draw on approaches from translation studies, linguistics, anthropology and intercultural communication studies.

As a linguistic phenomenon, that is, a language in continuous use for almost a century but without national roots, it has also had little systematic study, though a considerable literature cn the subject exists in Esperanto itself. There are now several native speakers of Esperanto, who might merit special investigation.     SENSE OF BELONGING AND CONNECTEDNESS IN THE ONLINE ESPERANTO COMMUNITIES Iliyana Parashkevova Media and Communications Studies (One-year Master) 15 Credits Spring 2018 Supervisor: Ilkin Mehrabov Page 1 of 66 Abstract The thesis is focused on researching the recent phenomena of the emerging virtual Esperanto communities. The aim is to understand how feeling of belonging and connectedness are generated online. The theoretical framework that the study follows is Sense of Community theory by McMillan and Chavis (1986). It presents 4 components that combined together create a strong bond within a community – membership, influence, shared emotional value, and reinforcement of needs, later revised to spirit, trust, art and trade respectively. This particular theory helped significantly structure the way the analysis was carried out. The main results from the qualitative and quantitative data are that the sense of connectedness the respondents demonstrated to the Esperanto communities was strong. The interview participants have been members for more than 10 years, and have indicated they believed they shared similar values and needs with their co-members, but most strong ones with the groups they shared other interests except Esperanto. The Internet, as all interview participants confirmed, has played a huge role for the development of the Esperanto language and culture and currently connects thousands of Esperantists worldwide and provides them with a space to be producers of their media, Esperanto. Furthermore, some statements demonstrated that not speaking the language results in excluding people from the group, excluding also new members who used auxiliary languages (e.g. English or German) along with Esperanto, to help their communication at Esperanto gatherings.

Launched in Warsaw in 1887 as "the international language of Doctor Esperanto" (ps. of L.L. Zamenhof, 1859-1917), Esperanto is the only *planned language to have achieved relatively wide use; between five and fifteen million people are estimated to have studied it, although regular users probably do not exceed one percent of this number. Most speakers live in Europe, but the movement has a long history in countries such as China, Japan and Brazil, and active users can be found in most countries of the world. Esperanto uses a modified Latin alphabet of 28 letters; its phonology is similar to that of Italian or Croatian. A unique morphological feature is its use of word endings to mark parts of speech: nouns end in -o, adjectives in -a, adverbs in -e; the simple past, present and future tenses of every verb end in -is, -as and -os respectively, without distinction of number, person or gender. Word roots are invariant and can be freely combined with each other as long as the result is meaningful, e.g. vid-o (sight), vid-a (visual), vid-e (by sight, visually), vid-i (to see); ebl-o (possibility), ebl-a (possible), ebl-e (possibly), ebl-i (to be possible); combining these roots yields vid-ebl-a (visible), vid-ebl-i (to be visible), etc.
