Roy Wilkins Renown Service Award Award Nominee Criteria

AWARD HISTORY

The Roy Wilkins Renown Service Award was instituted in 1975 by the NAACP Armed Services and Veterans Affairs Department in recognition of the distinguished service of Roy Wilkins, the fifth NAACP Executive Director, who established the NAACP Armed Services & Veterans Affairs Department in 1969. Roy Wilkins recognized that the same strides that were being made for the procurement of civil and human rights for in the civilian populace must also encompass those who serve in the military. He understood that it was up to organizations like the NAACP to ensure that Executive Order 9981 was enforced and that its call for desegregation of our military population was strictly adhered to. This award salutes those who continue the struggle for equality in the Armed Services.

NAACP REQUEST

The National Association for the Advancement of Colored People (NAACP) is soliciting nominations for the 2019 Roy Wilkins Renown Service Awards. Awards will be presented to one military service member and Federal civilian employee from the Army, Navy, Marine Corps, Air Force, Army National Guard, Air National Guard, Coast Guard, and the Defense Agencies. Selection of award recipients will be based on outstanding accomplishments according to the award criteria on page 2 during the period from July 1, 2018 to 31, 2019.

Nominations are due to the NAACP by May 10, 2019. Selected awardees along with the nominating official will be notified by June 14, 2019.

As a result of NAACP Convention restructuring, some of our programming events have been discontinued; including the Armed Services & Veterans Affairs Awards Luncheon. Therefore, this year the awards will be presented at our Annual Veterans Forum on Monday July 22, 2019 1pm – 3:30pm, during the 110th National Convention of the National Association for the Advancement of Colored People in Detroit, MI – COBO Convention Center.

GENERAL PROCEDURES

 An award recipient's organization is responsible for certifying the nominations and funding any travel and per diem costs for the awards presentation.  Attendance by DoD personnel at any of these events that meet the definition of a conference must be approved in accordance with the conference approval procedures set forth in Deputy Secretary of Defense Memorandum dated September 29, 2012, "Implementation of Conference Oversight Requirements and Delegation of Conference Approval Authority."  Each nomination package must contain a nomination form completely filled out (see page 4).  Include an award citation highlighting the recommended award nominees’ accomplishments as a Microsoft Word document (single-spaced, not to exceed twelve lines of narrative, 12-pitch font, with 1 inch left and right margins).  Include a short bio and a digital photo.  Contact your respective Service point of contact for additional details on the format and content of your nomination submission. AWARD CRITERIA

1. The nominees distinguished themselves by promoting the tenets of civil/human rights, equal opportunity, human relations, and/or public service. 2. The nominees displayed exceptional character that distinguishes an individual as an outstanding leader, role model or mentor by promoting the development or advancement of all DoD personnel including women and minorities. 3. The nominees contributed to equal opportunity for advancement based on merit and fitness for all members of the Armed Forces and civilians, including women and minorities. 4. The nominees believed in and practiced the tenets of a democratic society, including the Declaration of Independence - the belief that all people are created equal, and that freedom is a right that must be protected at all times. 5. The nominees assisted in overcoming discrimination and eliminating barriers that hinder equal opportunity for all members of the Armed Forces and civilian employees including women and minorities. 6. The nominees supported the full integration and promotion of all DoD personnel to include minorities and women within the Armed Forces and civilian workforce. 7. The nominees created opportunities that support and contribute to the mentorship, development, advancement or retention of all personnel including women and minorities in government service consistent with merit principles. 8. The nominees created job or training opportunities that will support and contribute to advancement of all Service members including women and minorities in the Armed Forces or civilian workforce.
