1 Part I. Introduction: When UUs and History Meet In the summer of 2006, while I was a seminarian at Meadville Lombard Theological School in Chicago, I had the opportunity to join the recently retired Reverend Gordon Gibson, his wife Judy, and thirty fellow UU ministers and ministers-in-training, for a tour of the deep south. Gordon named it a Southern Civil Rights Tour. In the mid-1960s, Reverend Gibson’s first ministerial call was to the UU church in Jackson Mississippi. During the years he and Judy lived and worked in Mississippi, they had the opportunity to meet and work with many of the leaders of and participants in the Civil Rights Movement who had been every degree of activists, some since the 1950s. Many of these men and women had grandparents who were slaves, and parents who grew up in the post-Civil War South and the reality of Jim Crow. Every black person we met, including our bus driver Joseph, were ‘foot soldiers’ during those turbulent times. All generations of local residents marched, were arrested, were chased by the KKK, were beaten and even killed, but they never gave up trying to register at their local courthouse so they could vote. Our 8-day itinerary would take us to Nashville; then to Birmingham and the 16th Avenue Baptist Church where we attended the Sunday service with folks who were there on April 29, 1963, when the four elementary school girls were putting on their choir robes for church and were suddenly blown apart by a KKK bomb; to Marion Mississippi (the childhood home of Coretta Scott King); to Selma and -

Chapter 1 Race, Ethnicity, and Place in a Changing America: A Perspective JOHN W. FRAZIER PERSISTENCE AND CHANGE IN AMERICAN HUMAN GEOGRAPHY Culture, and the human geography it produces, persists over a long time period. However, culture changes slowly, as does the visible landscape it produces and the ethnic meanings imbued by the group that shapes it. That many examples of persistent and new cultural landscapes exist in the United States is not surpris- ing given the major technological, demographic, and economic changes in American society since World War II (WWII). America emerged from WWII as one of two superpowers, developed and embraced technology that took Americans to the moon, created an electronics revolution that greatly modified the ways that Americans work and live, and built a globally unique interstate highway system, new housing stock, millions of additional automobiles, and otherwise increased its production to meet the challenge of nearly doubling its population be- tween 1950 and 2000. The post-WWII baby boom and massive immigration fueled population growth and modified American society in important ways, creating different needs and growing aspirations. A larger Afri- can American middle class also emerged during this post-war period. Leadership in a growing global economy enabled unprecedented economic growth that supported these changes. Some less positive changes occurred during this period as America repositioned itself in global affairs, while experiencing great domestic and global economic, social and political challenges. America fought and lost a war in Vietnam, experienced an energy crisis, and suffered through double-digit inflation and severe economic recession, which contributed to a more conservative mood in Washington, D.C. -

Sick of segregated public transportation, these women decided to wield their financial power against the city bus system and, led by Jo Ann Gibson Robinson (1912-1992), convinced Montgomery's African Americans to stop using public transportation. Robinson was born in Georgia and attended the segregated schools of Macon. After graduating from Fort Valley State College, she taught school in Macon and eventually went on to earn an M.A. in English at Atlanta University. In 1949 she took a faculty position at Alabama State College in Mont- gomery. There she joined the Women's Political Council. When a Montgomery bus driver insulted her, she vowed to end racial seating on the city's buses. Using her position as president of the Council, she mounted a boycott. She remained active in the civil rights movement in Montgomery until she left that city in 1960. Her story illustrates how the desire on the part of individuals to resist oppression — once *it is organized, led, and aimed at a specific goal — can be transformed into a mass movement. Mrs. T. M. Introduction
Introduction It shall be an unlawful employment practice for an employer— (1) to fail or refuse to hire or to discharge any individual, or other- wise to discriminate against any individual with respect to his com- pensation, terms, conditions, or privileges of employment, because of such individual’s race, color, religion, sex, or national origin; or (2) to limit, segregate, or classify his employees or applicants for employment in any way which would deprive or tend to deprive any individual of employment opportunities or otherwise adversely affect his status as an employee, because of such individual’s race, color, re- ligion, sex, or national origin (Title VII of the Civil Rights Act of 1964). In 1964 the U.S. Congress enacted, and President Lyndon Johnson signed, the Civil Rights Act. Although it was not the first or the last legislative mo- ment of the civil rights movement, it was a pivotal one. The act outlawed segregation and discrimination by race, ethnicity, and religion in public education, public accommodations, voting, and federal assistance. Title VII of the act extended the equal opportunity principle to employment and for the first time explicitly mentioned “sex” as a protected category. It is this extension of rights to equal opportunity in employment, freedom from discrimination in employment, and the erosion of race and gender employment segregation as a legitimate and expected practice that is at the heart of this book. The passage of the Civil Rights Act is without question one of the most monumental achievements in the history of the United States, perhaps even the world. -

THE ATTORNEY GENERAL'S NINTH ANNUAL REPORT TO CONGRESS PURSUANT TO THE EMMETT TILL UNSOLVED CIVIL RIGHTS CRIME ACT OF 2007 AND THIRD ANNUALREPORT TO CONGRESS PURSUANT TO THE EMMETT TILL UNSOLVEDCIVIL RIGHTS CRIMES REAUTHORIZATION ACT OF 2016 March 1, 2021 INTRODUCTION This is the ninth annual Report (Report) submitted to Congress pursuant to the Emmett Till Unsolved Civil Rights Crime Act of2007 (Till Act or Act), 1 as well as the third Report submitted pursuant to the Emmett Till Unsolved Civil Rights Crimes Reauthorization Act of 2016 (Reauthorization Act). 2 This Report includes information about the Department of Justice's (Department) activities in the time period since the eighth Till Act Report, and second Reauthorization Report, which was dated June 2019. Section I of this Report summarizes the historical efforts of the Department to prosecute cases involving racial violence and describes the genesis of its Cold Case Int~~ative. It also provides an overview ofthe factual and legal challenges that federal prosecutors face in their "efforts to secure justice in unsolved Civil Rights-era homicides. Section II ofthe Report presents the progress made since the last Report. It includes a chart ofthe progress made on cases reported under the initial Till Act and under the Reauthorization Act. THE ATTORNEY GENERAL'S FIRST ANNUAL REPORT TO CONGRESS PURSUANT TO THE EMMETT TILL UNSOLVED CIVIL RIGHTS CRIME ACTOF 2007 APRIL 7,2009 This report is submitted pursuant to the Emmett Till Unsolved Civil Rights Crime Act of 2007, regarding the activities ofthe Department ofJustice (DOJ or the Department) under the Act. This initial report covers activities predating the Act, which was signed into law on October 7,2008, and the six months since its enactment.! 1. THE DEPARTMENT OF JUSTICE'S EFFORTS TO INVESTIGATE AND PROSECUTE UNSOLVED CIVIL RIGHTS ERA HOMICIDES A. Overview and Background The Department of Justice fully supports the goals ofthe Emmett Till Unsolved Civil Rights Crime Act of2007. For more than 50 years, the Department of Justice has been instrumental in bringing justice to some ofthe nation's horrific civil rights era crimes. These crimes occurred during a terrible time in our nation's history when some people viewed their fellow Americans as inferior, and as threats, based only on the color of their skin. The Department of Justice believes that racially motivated murders from the civil rights era constitute L some of the greatest blemishes upon our history. As such, the Department stands ready to lend our assistance, expertise, and resources to assist in the investigation and possible prosecution of these matters. Unfortunately, federal jurisdiction over these historic cases is limited. The Ex Post Facto Clause of the Constitution and federal statutory law have limited the Department's ability to prosecute most civil rights era cases at the federal level. Several hundred demonstrators were forced to stand on Dexter Ave1me in front of the State Capitol at Montgomery. On the night of March 10, 1965, these demonstrators, who knew that once they left the area they would not be able to return, urinated en masse in the street on the signal of James Forman, SNCC ExecJJtiVe Director. "All right," Forman shoute<)l, "Everyone stand up and relieve yourself." Almost everyone did. Some arrests were made of men who went to obscene extremes in expos ing themselves to local police officers. The True SELMA Story Albert C. (Buck) Persons has lived in Birmingham, Alabama for 15 years. As a stringer for LIFE and managing editor of a metropolitan weekly newspaper he covered the Birmingham demonstrations in 1963. On a special assignment for Con gressman William L. Dickinson of Ala bama he investigated the Selma-Mont gomery demonstrations in March, 1965. In 1961 Persons was one of a handful of pilots hired to support the invasion of Cuba at the Bay of Pigs. His story on this two years later led to the admission by President Kennedy that four Ameri can flyers had died in combat over the beaches of Southern Cuba in an effort to drive Fidel Castro from the armed Soviet garrison that had been set up 90 miles off the coast of the United States. After interviewing scores of people who were eye-witnesses to the Selma-Montgomery march, Mr. Persons has written the articles published here. In summation he says, "The greatest obstacle in the Negro's search for "freedom" is the Negro himself and the leaders he has chosen to follow.
