History is replete with instances where, even in the light of obvious and flagrant macroeconomics disequilibria, the implementation of stabilization programs is significantly delayed. Why do policymakers and/or politicians prefer to live with growing inflationary pressures and implement price and other forms of highly inefficient con- trols instead of tackling the roots of macroeconomic imbalances? Is the prolongation of inflation the consequence of mistaken views on the me- chanics of fiscal deficits and money creation, or is it the unavoidable result of the political game? Why, after months of apparent political stalemate, are stabilization programs all of a sudden adopted that closely resemble others proposed earlier? These questions are at the heart of the political economy of stabilization and inflationary finance.1 In recent years the analysis of these issues has attained new interest, as a number of authors have applied the tools of game theory to the study of macroeconomic pol- icymaking. -

LDF Mourns the Loss of Congressman John Lewis, Legendary and Beloved Civil Rights Icon Today, LDF mourns the loss of The Honorable John Lewis, an esteemed member of Congress and revered civil rights icon with whom our organization has a deeply personal history. Mr. Lewis passed away on July 17, 2020, following a battle with pancreatic cancer. He was 80 years old. “I don’t know of another leader in this country with the moral standing of Rep. John Lewis. His life and work helped shape the best of our national identity,” said Sherrilyn Ifill, LDF’s President & Director-Counsel. “We revered him not only for his work and sacrifices during the Civil Rights Movement, but because of his unending, stubborn, brilliant determination to press for justice and equality in this country. “There was no cynicism in John Lewis; no hint of despair even in the darkest moments. Instead, he showed up relentlessly with commitment and determination - but also love, and joy and unwavering dedication to the principles of non-violence. He spoke up and sat-in and stood on the front lines – and risked it all. This country – every single person in this country – owes a debt of gratitude to John Lewis that we can only begin to repay by following his demand that we do more as citizens. That we ‘get in the way.’ That we ‘speak out when we see injustice’ and that we keep our ‘eyes on the prize.’” The son of sharecroppers, Mr. Lewis was born on Feb. 21, 1940, outside of Troy, Alabama. INSS includes the Center for Strategic Research, Center for Complex Operations, Center for the Study of Chinese Military Affairs, Center for Technology and National Security Policy, Center for Transatlantic Security Studies, and Conflict Records Research Center. “FAKE NEWS!”: President Trump’s Campaign Against the Media on @realdonaldtrump and Reactions To It on Twitter A PEORIA Project White Paper Michael Cornfield GWU Graduate School of Political Management [email protected] April 10, 2019 This report was made possible by a generous grant from William Madway. SUMMARY: This white paper examines President Trump’s campaign to fan distrust of the news media (Fox News excepted) through his tweeting of the phrase “Fake News (Media).” The report identifies and illustrates eight delegitimation techniques found in the twenty-five most retweeted Trump tweets containing that phrase between January 1, 2017 and August 31, 2018. The report also looks at direct responses and public reactions to those tweets, as found respectively on the comment thread at @realdonaldtrump and in random samples (N = 2500) of US computer-based tweets containing the term on the days in that time period of his most retweeted “Fake News” tweets. Along with the high percentage of retweets built into this search, the sample exhibits techniques and patterns of response which are identified and illustrated. The main findings: ● The term “fake news” emerged in public usage in October 2016 to describe hoaxes, rumors, and false alarms, primarily in connection with the Trump-Clinton presidential contest and its electoral result. ● President-elect Trump adopted the term, intensified it into “Fake News,” and directed it at “Fake News Media” starting in December 2016-January 2017. 1 ● Subsequently, the term has been used on Twitter largely in relation to Trump tweets that deploy it. In other words, “Fake News” rarely appears on Twitter referring to something other than what Trump is tweeting about. -

Parks, Rosa (4 Feb. 1913-24 Oct. 2005), civil rights activist, was born Rosa McCauley in Tuskegee, Alabama, the daughter of James McCauley, a carpenter and stonemason, and Leona Edwards, a schoolteacher. Leona McCauley was a widely respected woman in her community. James McCauley was a native of Abbeville, Alabama. Two years after Rosa's birth, Leona McCauley separated from her husband and returned to her hometown of Pine Level, Alabama. Rosa would see her father just once more before she reached adulthood. From her mother, Rosa learned the value of self-respect, self-love, and honorable behavior toward others. Religion was also at the center of Rosa's world. Soon after her baptism at age two, Rosa became a lifelong member of the African Methodist Episcopal Church. She found much comfort and perspective in biblical study and prayer. Young Rosa received her early education in a rural schoolhouse in Pine Level. Later, at the strong urging of her mother, she attended Montgomery Industrial School for Girls and subsequently completed the tenth and eleventh grades at Alabama State Teachers' College for Negroes. At the end of 1932 nineteen-year-old Rosa married the self-educated Raymond Parks. With his encouragement, Rosa finally earned her high school diploma. An avid reader, Raymond Parks exposed Rosa to civil rights activism as early as 1931, when he began organizing a legal defense fund for the Scottsboro boys, nine young African American males accused of raping two white women on a freight train. Rosa Parks attended some of these meetings with her husband. Parks worked a number of jobs. -

Ct. 3409 (1982). INTRODUCTION When several people with a common goal join together to achieve that goal, are their actions conspiratal or constitutionally protected? When that concerted action leads to economic losses, is the action unfair anti-competition or merely effective political per- suasion? The courts have been troubled by this dichotomy for years, switching sides with confusing regularity. Civil or criminal conspiracy has been severely punished because of the greater threat offered by the concerted actions of a group.' On the other hand, "the practice of persons sharing common views banding to- gether to achieve a common end is deeply embedded in the Ameri- can political process.''2 Even when there is no question of criminal or civil conspiracy, concerted actions have been prohibited for other reasons.
