“The Negroes’ Temporary Farewell” JIM CROW AND THE EXCLUSION OF AFRICAN AMERICANS FROM CONGRESS, 1887–1929 On December 5, 1887, for the first time in almost two decades, Congress convened without an African-American Member. “All the men who stood up in awkward squads to be sworn in on Monday had white faces,” noted a correspondent for the Philadelphia Record of the Members who took the oath of office on the House Floor. “The negro is not only out of Congress, he is practically out of politics.”1 Though three black men served in the next Congress (51st, 1889–1891), the number of African Americans serving on Capitol Hill diminished significantly as the congressional focus on racial equality faded. Only five African Americans were elected to the House in the next decade: Henry Cheatham and George White of North Carolina, Thomas Miller and George Murray of South Carolina, and John M. Langston of Virginia. But despite their isolation, these men sought to represent the interests of all African Americans. Like their predecessors, they confronted violent and contested elections, difficulty procuring desirable committee assignments, and an inability to pass their legislative initiatives. Moreover, these black Members faced further impediments in the form of legalized segregation and disfranchisement, general disinterest in progressive racial legislation, and the increasing power of southern conservatives in Congress. John M. Langston took his seat in Congress after contesting the election results in his district. One of the first African Americans in the nation elected to public office, he was clerk of the Brownhelm (Ohio) Townshipn i 1855. -

Sick of segregated public transportation, these women decided to wield their financial power against the city bus system and, led by Jo Ann Gibson Robinson (1912-1992), convinced Montgomery's African Americans to stop using public transportation. Robinson was born in Georgia and attended the segregated schools of Macon. After graduating from Fort Valley State College, she taught school in Macon and eventually went on to earn an M.A. in English at Atlanta University. In 1949 she took a faculty position at Alabama State College in Mont- gomery. There she joined the Women's Political Council. When a Montgomery bus driver insulted her, she vowed to end racial seating on the city's buses. Using her position as president of the Council, she mounted a boycott. She remained active in the civil rights movement in Montgomery until she left that city in 1960. Her story illustrates how the desire on the part of individuals to resist oppression — once *it is organized, led, and aimed at a specific goal — can be transformed into a mass movement. Mrs. T. M. LDF Mourns the Loss of Congressman John Lewis, Legendary and Beloved Civil Rights Icon Today, LDF mourns the loss of The Honorable John Lewis, an esteemed member of Congress and revered civil rights icon with whom our organization has a deeply personal history. Mr. Lewis passed away on July 17, 2020, following a battle with pancreatic cancer. He was 80 years old. “I don’t know of another leader in this country with the moral standing of Rep. John Lewis. His life and work helped shape the best of our national identity,” said Sherrilyn Ifill, LDF’s President & Director-Counsel. “We revered him not only for his work and sacrifices during the Civil Rights Movement, but because of his unending, stubborn, brilliant determination to press for justice and equality in this country. “There was no cynicism in John Lewis; no hint of despair even in the darkest moments. Instead, he showed up relentlessly with commitment and determination - but also love, and joy and unwavering dedication to the principles of non-violence. He spoke up and sat-in and stood on the front lines – and risked it all. This country – every single person in this country – owes a debt of gratitude to John Lewis that we can only begin to repay by following his demand that we do more as citizens. That we ‘get in the way.’ That we ‘speak out when we see injustice’ and that we keep our ‘eyes on the prize.’” The son of sharecroppers, Mr. Lewis was born on Feb. 21, 1940, outside of Troy, Alabama. 09-Mollin 12/2/03 3:26 PM Page 113 The Limits of Egalitarianism: Radical Pacifism, Civil Rights, and the Journey of Reconciliation Marian Mollin In April 1947, a group of young men posed for a photograph outside of civil rights attorney Spottswood Robinson’s office in Richmond, Virginia. Dressed in suits and ties, their arms held overcoats and overnight bags while their faces carried an air of eager anticipation. They seemed, from the camera’s perspective, ready to embark on an exciting adventure. Certainly, in a nation still divided by race, this visibly interracial group of black and white men would have caused people to stop and take notice. But it was the less visible motivations behind this trip that most notably set these men apart. All of the group’s key organizers and most of its members came from the emerging radical pacifist movement. Opposed to violence in all forms, many had spent much of World War II behind prison walls as conscientious objectors and resisters to war. Committed to social justice, they saw the struggle for peace and the fight for racial equality as inextricably linked. Ardent egalitarians, they tried to live according to what they called the brotherhood principle of equality and mutual respect. As pacifists and as militant activists, they believed that nonviolent action offered the best hope for achieving fundamental social change. “From 'Dead Wrong' to Civil Rights History: the Durham 'Royal Seven,' Martin Luther King's 1960 'Fill up the Jails
“From ‘Dead Wrong’ to Civil Rights History: The Durham ‘Royal Seven,’ Martin Luther King’s 1960 ‘Fill Up the Jails’ Speech, and the Rhetoric of Visibility.” Victoria J. Gallagher, Jeff Swift, and Kenneth Zagacki Summary This chapter focuses on an early example of direct action (a sit-in at the Royal Ice Cream Company in Durham, NC in June of 1957) led by Reverend Douglas Moore. Despite the fact that Moore picked an ice cream parlor located in the middle of the black community, and despite his connections to Dr. Martin Luther King, Jr., this initial attempt at a sit-in campaign in North Carolina was thwarted and Moore and his companions were given scant support by the local black community after their arrest. Yet, as we will demonstrate, the actions of the “Royal Seven” functioned rhetorically to make visible public knowledge about the conditions of life in the segregated South and to illustrate the moral challenges facing its citizens. The far-reaching rhetorical consequence of this groundbreaking attempt at direct action may be seen, we argue, in King’s Durham speech in February of 1960, in which Dr. King, at Moore’s invitation, first endorses sit-ins and other forms of direct action. The chapter describes and analyzes this initial attempt to visibly provoke new ways of thinking about the nature of democratic citizenship, illuminating the causes and implications of its initial less-than-positive reception and its actual consequence. On June 23, 1957, nearly three years before the famous sit-in at the Woolworth’s store in Greensboro, North Carolina, Reverend Douglas Moore, the pastor of Asbury Temple United Methodist Church in Durham, organized a protest at the Royal Ice Cream Company. -

Welcome to this course in the Civil Rights Movement (CRM). I adore this course, as has almost every student who’s taken it when I’ve taught it before. I have four goals for the course: to increase and make more sophisticated our understanding of what actually happened during the CRM, to consider the various roles played by lawyers and the law in promoting (and hindering) significant social change, to see what lessons the era of the CRM suggests for apparently similar problems we face today, and to promote consideration of ways in which each of us can contribute to humane social change. -
