PROPOSALS TOR THE HTCURE ELECTORAL ARRANGEMENTS K)R THE COUNT! OF HAMPSHIRE
1. The last Order under Section 51 of the Local Government Act 1972 in relation to electoral arrangements for districts in the county of Hampshire was made on 19 November 1979* As required by Section 63 and Schedule 9 of the Act we have now reviewed the electoral arrangements for that county, using the procedures we hod set out in our Report No 6*
2. We informed the Hampshire County Council in a consultation letter dated 4 December 1979 that we proposed to conduct the review, and sent copies of the letter to all local authorities and parish meetings in the county, to the MFs representing the constituencies concerned, to the headquarters of the main political parties and to the editors.both of local papers circulating in the county and of the local government press* Notices in the local press announced the start of the review and invited comments from members of the public and from interested bodies*
3. On 27 February 1980 the County Council submitted to us a draft scheme in which they suggested 102 electoral divisions for the county, each returning one member in accordance with Section 6(2)(a) of the Act*
4* We considered this scheme together with the views expressed by local interests* On 28 May 1980 we issued draft proposals which we sent to all those who had received our consultation letter or commented on the County Council's draft scheme* Notices were inserted in the local press announcing that the draft proposals had been issued and could be inspected at the County Council's offices.
5* We incorporated the County Council's draft scheme in our draft proposals subject to various modifications designed to take account of comments we had received, including some relating to the preservation of local ties and to selection of better boundaries. 6. The modifications we made were as follows: (a) Ffyfft HflTpPshlre District (i) We renamed the County Council's proposed Alton Rural division •Medstead and Selborae1; (11) We transferred the parishes of Hawkley and Greatham from the proposed Alton Rural division'to the proposed Peterafield division* (b) Eareham Borough We replaced the 6 electoral divisions proposed for the borough by the County Council with 6 divisions proposed by fareham Borough Council* (c) Hew Forest District We adopted the alternative arrangements for the Waterside parishes proposed by the New Sbrest Constituency Labour Party. (d) Rushmoor Borough (i) We replaced the two divisions proposed by the Council Council for . the Aiderahot area by two alternative divisions suggested by Rushmoor labour Group. (il) At the request of the Borough Council, we omitted the word •Ruahmoor1 from the names of all the proposed electoral divisions for the district. (e) Test Valley Borough We adopted alternative arrangements for the urban area of Andover as suggested by the Winchester Constituency Conservative and Unionist Association.
7. We received comments in response to our draft proposals from the Hampshire County Council, six borough councils, three district councils, two city councils} four town councils, ten parish councils, four county councillors, five district councillors, one parish councillor, fifteen political organisations, two other local organisations and two hundred and fifty two members of the public. A list of those who wrote to us is given at Appendix 1 to this Report*
8. The Hampshire County Council supported our draft proposals for all parts of the county with the exception of the Alder shot area in the Borough of ftushmoor and the Andover area In the District of Test Valley* With regard to the Aldorahot area they contended that the arrangements in their draft scheme ware preferable to our draft proposals, in that they more nearly reflected traditional local ties. In relation to the Andover area, they supported some minor changes suggested by the Winchester Constituency Conservative and Unionist Association* • • -.uu •
9* The other comments we received can be summarised as follows:- (a) Baaingstoke and Deana Borough The Borough Council requested that the name of the Kingsclere and Tadley division be changed to 'Tadley and Kingsclere1. County Councillor Keep supported our draft proposals. The Basingstoke Constituency Labour Party reiterated their preference for.their own alternative scheme for tb*vwhole borough and recorded their disappointment that we had not accepted any of their suggestions. (b) East Hampshire Distric^ Grayshott Pariah Council welcomed our proposal to place their parish in Headley division. The District Council, Bramshott and Liphook Parish Council, Liss Parish Council and the East Hampshire Independent Progressive Association objected to our Bramshott and Headley divisions. They argued that our proposals did not reflect local ties and divided district wards and the parish of Whitehill; they suggested an alternative arrangement of parishes to form the two divisions. For similar reasons the District Council also asked that Klngsley Parish should be transferred from the proposed Headley division to the proposed Medstead and Selborne division. East Hampshire (Petersfield) Liberal Association urged the reconsideration of the alternative scheme for the whole district which they bad previously put forward* (c) Ffti»giy>i^ Borough The Borough Council, fareham Liberal Association, Councillor Davies and Councillor Hall supported our proposals for the borough* (d) GOB port Borough Gosport Borough Council concurred In our draft proposals for the borough. (e) Hart District Crookham Village Parish Council supported our draft proposals for the district. The District Council and Alder shot and North Hants Conservative Association urged us to reconsider our proposals for the district on the grounds that incompatible district wards had been grouped together to form divisions* They continued to advocate their oun alternative schemes which were identical and which provided for a different grouping of whole district wards to form 5 new divisions* The Association's Fleet Women's Branch and Councillor Stratton expressed similar views* lateley Town Council opposed our proposal to divide the town of lateley between two divisions and considered the alternative schemes, which they had submitted earlier, to be preferable. lateley Residents Association submitted that lateley should constitute a single division* (f) Havant Borough Havant Borough Council made no adverse comments on our proposals for the borough* (g) Mew Forest District All the comments on our draft proposals for this district were concerned with our proposed arrangements for the Waterside area. The District Council, Dibden Parish Council, Totton and Eling Town Council, County Councillor Edith Randall, Councillor Mrs Hardy and 3 members of the public wore in favour of our proposals for the area. Netley Marsh Parish Council, Copythorne Parish Council, Mjnstead Parish Council, County Councillor Pascoe, the New forest Conservative Association, the Netley Marsh Parish Residents Association and 244 members of the public were opposed to our proposed Totton North division on the grounds that the rural district wards of Netley Marsh and Colbury shared no common interests with the urban district ward of Totton North with which they had been grouped. They urged that the two rural wards should be retained in the existing Lyndhurst division as originally suggested in the County Council's draft scheme* Failing this the Conservative Association suggested that our proposed Totton North division should be renamed 'Forest (North East)' to reflect the rural parishes' traditional links with the New Forest. Marchwood Parish Council opposed the incluaion of their area in the proposed Lyndhurat division and suggested alternative arrangements which retained their ties with other 'Waterside1 parishes, (h) Citv of Portsmouth Portsmouth City Council wrote in support of our draft proposals for the city. Councillor Marshall considered a prompt conclusion to our review to be desirable since the existing arrangements would be confusing to the local electorate, (i) Ruahmoor Borough Rushmoor Labour Group, Kuahmoor Borough Labour Party, Councillor Roberts and Councillor Bridgeman supported our draft proposals. The Borough Council, Rushmoor Conservative Central Council, Aldershot and North Hants Conservative Association and the Aldershot East Conservative Association opposed our proposed Aldershot East and Aldershot West divisions and expressed a strong preference for the arrangements for the Aldershot area contained in the County Council's draft scheme, (j) Citv of Southampton Southampton City Council supported our draft proposals for the city, (k) Teat Valley Borough Winchester Constituency Conservative and Unionist Association, supported by the Borough Council} suggested a minor alteration to our two proposed Andover urban divisions. Additionally the Borough Council, Romsey Town Council, Wellow Parish Council, County Councillor Joan F Rovsell, Eastleigh Constituency Conservative Association and 5 members of the public opposed our proposed Stockbridge and Wellow division and urged that Blackwater borough ward should be transferred to Romsey division, with which it had local ties. (1) Citv of Winchester East Hampshire (Petersfield) Liberal Association repeated their previous suggestion that the two existing divisions of Bishops Waltham and Wickham should be retained.
10. When we came to reassess our draft proposals we took account of all the comments we had received on them* Among those comments there were some requests that certain issues raised should be argued before an Assistant Commissioner at a local meeting* We were satisfied, however, that we had sufficient information before as to reach a final decision on tho arrangements for all parts of the county. We came to the following conclusions: (a) Basineatoke and Deque Borough There appeared to be no support for the name change requested by the Borough < Council and there were no other adverse comments on the name Kingsclere and Tadley, which we had proposed. We saw no reason therefore to make the suggested change. We reconsidered the Basingstoke Constituency Labour Party's alternative scheme for the whole borough but concluded that in terms of standard of representation and community ties it offered ho appreciable improvement over our draft proposals, which appeared to be generally acceptable locally. (b) F»g-fr PflMpghire District We noted that, although the alternative Bramshott and Headley divisions suggested by the District Council had received some support, Grayshott Parish Council favoured our draft proposals and opposed the District Council's suggestion, while we received no comments from Whitehill and Kingsley Parish Councils. In addition we could see no advantage in removing the parish of
Kingsley from Headley division. We concluded that we should adher© to our draft proposals for these divisions which were supported by the County Council. We considered the East Hampshire (Petersfleld) Liberal Association's alternative scheme for the whole district but concluded that in terms of standard of represent- ation and community ties, it offered no improvement over our draft proposals. (c) Hart District Our draft proposals in respect of this district were identical to the County Council's draft scheme; most of the objections we received were similar to those made in response to the draft scheme in that they opposed the linking of rural and urban district wards. We noted that the various alternative schemes which had been submitted had attracted opposition from the rural parishes as well as from local councillors and local bodies* In addition they offered no improvement over our draft proposals in terms of standard of representation* We also noted that the proposal to place the whole of the town of Yateley in a single division would have resulted in an unacceptable standard of representation. We concluded that on balance our draft proposals, which were acceptable to the County Council, were to be preferred* (d) New Forest District Our draft proposals for this district gave rise to considerable comment* all of which related to the Waterside area. Most of those who commented adversely objected to the linking in Totton North division of the predominantly rural district wards of Netley Marsh and Colbury with the urban district ward of Totton North on the grounds that this broke local ties, and favoured the arrangements which had formed part of the County Council's draft scheme for this area* Both the draft scheme and the alternative arrangements which we had adopted as our draft proposals achieved similar standards of representation* In adopting our draft proposals we had been influenced by the fact that they would meet many of the local objections which had been voiced against the draft scheme* We gave careful consideration to the objections which had been made to our draft proposals and to the alternatives which had been suggested but we recognised that there was no completely satisfactory solution for the Waterside area* We noted that our draft proposals had not aroused as much opposition as the draft scheme and in addition had received support from the County Council, the District Council and from other quarters* With this in mind we concluded that we should not make any modification to the arrangements which we had proposed. We also considered the suggestion put forward by the New Forest Conservative Association but we were not convinced that the name Forest (North East) was appropriate for the Totton North division, (e) Rushmoor Borough The only comments which we received on our draft proposals for the borough concerned the two Aldershot divisions. The standard of representation achieved by our draft proposals and that achieved by the County Council's draft scheme for this area were comparable. Leaving aside the arguments based on political advantage, which we have not taken into account, the point at issue was which of the two reflected local ties more closely. At the time we formulated our draft proposals we had not had the advantage of'having the detailed explanations subsequently given by the County Council and the Borough Council for preferring the draft scheme. Although the arguments put to us about the preservation of local ties-were finely balanced, in the light of these explanations we concluded that we should revert to the County Council's draft schemed (f) Test Valley Borough We noted that owing to a misunderstanding our draft proposals for the urban area of Andover had not accurately reflected the suggestions originally made by the Winchester Constituency Conservative and Unionist Association. The minor changes which they put forward in response to the draft proposals did not adversely affect the standard of representation and had the support of1 the County Council and the Borough Council. We decided therefore to adopt them. Our proposed Stockbridge and Wellow, and Romsey divisions were identical to those contained in the County Council's draft scheme and all of the objections we received reiterated views expressed on that scheme. We appreciated the strength of local feeling which led to the many requests we had received for the transfer of the Blackwater borough ward to Romsey division in order to retain traditional ties. We noted however that the resulting arrangements produced a severe Imbalance in the standard of representation which would be achieved by the two divisions. We could see no satisfactory alternative arrangement which would both meet the objections raised against our proposals and comply with the requirements of the 1972 Act in relation to electoral equality. (g) City of Winchester We considered the East Hampshire (Petersfield) Liberal Association's renewed request that the existing divisions of Bishops Waltham and Wickham should be retained. This suggestion would have necessitated a reorganisation of other divisions in the borough. " We could see no advantage in altering our draft proposals which had not attracted opposition from any other quarter.
8 11* In the light of the conclusions set out in paragraph 10 above we decided to confirm our draft proposals for the county, subject to the amendments referred to above in paragraph 10 (e) and (f) to divisions in Rushmoor Borough and Test Valley Borough.
12* Details of these final proposals are set out in Schedules 1 and 2 to this report and on the attached map* Schedule 1 gives the names of the electoral divisions. A detailed description of the boundaries of the proposed electoral divisions is set out in Schedule 2.
PUBLICATION 13. In accordance with Section 60(5)(b) of the Local Government Act 1972, a copy of the report and a copy of the map are being sent to the Hampshire County Council and will be available for inspection at the Council's main offices.
