Sailing instructions

The Organizing Authority (OA) is the Watersport Vereniging Arne together with the Yacht Club of Belgium in conjunction with Watersport Vereniging Breskens, Watersport Vereniging Scharendijke, Watersport Vereniging Wolphaartsdijk en Catclub Zeeland. The regatta is open to the following boats: , 2.4mR, , , , , , 4.7, , , OK-dinghy, , Optimist Green, RS Feva, RS 500, Blue, Splash Red, , , and Q-cup.

1. RULES 1. The regatta will be governed by the rules as defined in ‘The 2017-2020 Racing Rules of ’ (RRS). 2. RRS Appendix P, Special procedures for rule 42, will apply. 3. The class rules for the different one design classes will apply. The RNYU prescriptions will apply. 4. If there is a conflict between the NOR and the SI the SI will take precedent. This changes RRS 63,7 5. The word ‘shall’ in a rule or instruction means that this phrase is mandatory. 2. NOTICES TO COMPETITORS 1. Notices to competitors will be posted on the official notice board, at the Regatta Office of the event: Brasserie Oostdok, Polredijk 19, Veere, The and on www.zeelandregatta.eu 3. CHANGES TO SAILING INSTRUCTIONS 1. Any change to the sailing instructions will be posted at least one (1) hour before the start of the race in which it will take effect. 2. Any change to the format and/or the schedule of races will be posted by 20:00 hours on the day before it will take effect. 3. When any addendum is changed, an updated version of it will be posted on the Official Notice board as part of these sailing instructions. 4. SIGNALS MADE ASHORE 1. Signals ashore will be displayed at the flag poles next to the Regatta Office. 2. When flag AP ! is displayed ashore, ‘1 minute’ is replaced with ‘not less than 30 minutes’ in the race signal AP, this changes RRS 25.2.

5. SCHEDULE OF RACE 1. The sailers briefing will be held at 09:00 in front of the Regatta Office on Saturday July 7th 2019. 2. Schedule of the days

3. races per day may be sailed, provided that no more than 5 races are sailed per day and no more than 8 races are sailed in total. 4. On A: For high performance no more than 6 races are sailed per day and no more than 10 races in total. 5. To alert boats that a race or sequence of races will begin soon, an orange flag will be displayed with one sound for at least five (5) minutes before a warning signal is displayed. 6. The first attempt of a new race or sequence of races will not be later than 15:00 Hrs on the last day, a race sequence of races will be completed when it has started before 15:00 Hrs. 6. CLASS FLAGS AND STARTING SEQUENCE 1. Class flag will be as described in attachment B 7. COURSES AND STARTING AREAS 1. Attachment A shows the location of courses 2. The starting area has been defined as an area 100 meters to leeward and 100 meters to windward and 50 meters on both extensions of the starting line. 8. THE COURSES 1. The courses to be sailed as shown in attachment B. 1. Course A: Windward-leeward with an offset 2. Course B: Trapezoid Course 3. Course C: Triangle Course 4. Course D: A simple course depending on weather conditions: Q-cup 9. MARKS 1. Marks will be as described in attachment B.

10. THE START 1. Races will be started by using rule 26 with the warning signal given 5 minutes before the starting signal. 1. On course D, races for Q-cup will be started according to the Q-cup rules. 2. The starting line will be as describe in attachment B. 3. To port of the port-end of the starting line a second RC boat on the course side may repeat the following visual signals: flags AP, X and First Substitute. Signals from the race committee signal boat at the starboard end of the line will prevail. 4. A boat starting later than 4 minutes after her starting signal will be scored Did Not Start (DNS). This changes RRS A4 and A5. 11. CHANGE OF THE NEXT LEG OF THE COURSE 1. No change of course will apply 12. THE FINISH 1. The Finish line will be as described in attachment B. 13. PENALTY SYSTEM 1. On course A, RRS 44.1 and Appendix P2.1 are changed so that the Two-Turn Penalty is replaced by a One- Turn Penalty. In all rules governing this regatta: 1. [SP] denotes a rule for which a standard penalty may be applied by the race committee without a hearing. 2. [NP] denotes that a breach of this rule will not be grounds for a protest by a boat. 3. [DP] denotes a rule for which the penalty is at the discretion of the Protest Committee. 2. Appendix P is changed as follows: P2.2. ‘second’ is changed to ‘second and following’. P2.3 is deleted. 13.3 The ‘Interpretations of Rule 42, Propulsion’ are the reference for the protest 14. TIME LIMITS AND TARGET TIMES 1. Time limits for each Course are as follows:

2. If no boat has passed mark 1 within the Mark 1 time limit the race will be abandoned. 3. Failure to meet the target time will not be grounds for redress. This changes rule 62.1(a). 4. Boats failing to finish within the time stated in the finish window after the first boat the course and finishes will be scored Did Not Finish, without hearing. This changes RRS 35, A4 and A5.

15. PROTESTS AND REQUESTS FOR REDRESS 1. A boat intending to protest shall inform the RC Finishing Boat immediately after finishing. The protestor must wait for acknowledgement from the RC. This changes RRS 61. 2. Protest forms are available at the Regatta Office. Protests and request for redress shall be delivered within the protest time limit. 3. The protest time limit is ninety (90) minutes after the last boat has finished in the last race of that day. The same protest time limit applies to all protests by the Race Committee and Jury and to requests for redress for incidents on the water. This changes RRS 61.3 and 62.2. 4. Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the jury room container, located at the road parking on the beach, according to the posted schedule. 5. Notices of protests by the race committee or jury will be posted to inform boats under RRS 61.1(b). 6. A list of boats that have been penalized under Appendix P for breaking RRS 42 will be posted. 7. On the last day of the series a request for reopening a hearing or a protest decision in writing shall be delivered: 1. within the protest time limit if the party requesting the decision on the previous day 2. no later than thirty (30) minutes after the party requesting was informed of the decision on that day. This changes RRS 65 and 66. 16. SCORING 1. The Low Point System shall apply. 2. A boat’s score shall be calculated in accordance with RRS A2, except that: 1. When fewer than 4 races have been completed, a boat’s series score will be the total of her race scores. 2. When 4 to 8 races have been completed, a boat’s series score will be the total of her race scores, excluding her worst score. 3. When 9 to 10 races have been completed, a boat’s series score will be the total of her race scores, excluding her 2 worst scores. 17. [SP] [NP] [DP] SAFETY REGULATIONS 1. The race committee will protest a boat for a breach of these safety regulations. 2. Competitors shall wear personal flotation devices, of at least CE50 Newtons standard or equivalent, at all times while afloat, except briefly while changing or adjusting clothing or personal equipment. 3. Competitors shall wear dry suit or wetsuit at all times while afloat, except briefly while changing or adjusting clothing or personal equipment. 4. On course A, while afloat all competitors sailing on a foiling have to wear in addition: 1. A helmet 2. An impact (safety) jacket with a functional floatation device of at least CE50 Newton standard, or equivalent. 5. Boats not leaving the beach for a scheduled race shall promptly notify the Race Office. 6. [SP] A boat that retires from the race shall notify the Race Committee on the water if possible and shall in all cases inform the Regatta Office as soon as possible, but ultimately within the protest time limit. Boats retiring from a race shall complete a retirement declaration form at the race office before the start of the protest time limit. 7. Boats not racing shall remain clear of boats that are racing and official boats.

18. [NP] [DP] REPLACEMENT OF CREW OR EQUIPMENT 1. Substitution of competitors will not be allowed without prior written approval of the Jury. Request can be submitted through the Regatta Office. 2. Substitution of damaged or lost equipment will not be allowed unless approved by the Jury. Requests for substitution shall be made to the Jury at the first reasonable opportunity. 3. When damage occurs during the day the competitor shall inform the Race Committee. Substitution of damaged equipment before the next race may be permitted providing that the damaged equipment has been checked by the Race Committee on the water and the substituted equipment is presented for inspection after the end of the day’s racing. Such substitution is subject to the approval of the Jury given retrospectively. 19. [DP] EQUIPMENT AND MEASUREMENT CHECKS 1. A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by the Race Committee to proceed immediately to a designated area for inspection. 20. [NP] [DP] [SP] ADVERTISING AND IDENTIFICATION 1. Boats have to display stickers provided by the Organizing Authority on the 25% front from the on both sides of the or on both hulls while afloat. 2. [SP] While racing, boats shall display sailing numbers. The Organizing Authority will check these numbers. In case of similar numbers the Organizing Authority will provide a extra number which must be placed on both sides of the due to the RRS appendix G. 3. Competitors may be asked to carry an electronic position indicator / responder beacon on board. This will be provided by the Organizing Authority. Selected competitors will be notified. 21. [NP] [DP] OFFICIAL BOATS 1. Rescue boats will a flag with letter “R” on it. 2. Race committee boats will fly a flag with letters “RC” on it. 3. Competing boats shall not interfere with committee or rescue boats. Actions by official boats shall not be grounds for requesting redress by a boat. This changes RRS 60.1 (b). 22. [NP] [DP] SUPPORT BOATS 1. Team leaders, coaches and other support personnel shall stay at least 50 meters outside areas where boats may be racing from the time of the preparatory signal until all boats have finished or retired or the race committee signals a postponement, general recall or abandonment. 23. [NP] [DP] TRASH DISPOSAL 1. Trash may be placed aboard support and race committee boats. A penalty for breaking rule 55 may be less than disqualification if the jury so decides. This changes rule 64.1. 24. [NP] [DP] RADIO COMMUNICATION & ELECTRONIC EQUIPMENT 1. Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile phones.

26. DISCLAIMER OF LIABILITY 1. Competitors will participate in the regatta entirely at their own risk. See RRS 4, “DECISION TO RACE”. 2. The Organizing Authority will not accept any liability for personal or material damage, injury or death, sustained in conjunction with, prior to, during or after the Zeeland Regatta . The Organizing Authority disclaims any and all such liability. 27. [NP] [DP] INSURANCE 1. Each competing boat has to have a valid third-party liability insurance policy, racing at the racing area included and with a minimum coverage of € 1.500.000 per incident. 2. In case a boat has caused damage to another boat and has broken a rule, relevant info of that boat’s owners details will be made available to the other boat. 28. RIGHT TO USE NAME AND LIKENESS 1. By participating in the Zeelandregatta, a competitor automatically grants the Organizing Authority, the organizers and the sponsors of the event. 2. By registering for this event, a competitor authorize the organizing authority (s) to store and process personal data, as stated upon registration, and to publish the results with crew names and boat names. The registration data and results will be retained for a minimum of one year, but not longer than necessary for the organizers. 3. By entering Zeeland Regatta competitors accept that they may be photographed and/or videotaped participating in the race and/or using the facilities and they consent to the taking of such images and to the use, reuse, publication and republication of such images in any media, in conjunction with the competitors name or not, without compensation and without the competitors approval of such images or any use thereof.
