NOTICE OF RACE

For the following classes:

29er, 2.4mR, Cadet, Europe, Hobie Dragoon, Hobie 16, Nacra 15, Laser 4.7, Laser Radial, Laser Standard, OK-dinghy, Optimist, Optimist Green, RS Feva, RS 500, Splash Blue, Yngling, Contender and Q-cup. On request other One design classes.

The Organizing Authority (OA) is the Watersport vereniging Arne together with the Royal Yacht Club of Belgium in conjunction with Watersport vereniging Breskens, Watersport vereniging Scharendijke, Watersport vereniging Wolphaartsdijk en Catclub Zeeland

1 RULES

1.1 The regatta will be governed by the rules as defined in “The Racing Rules of Sailing (RRS) 2017-2020”. 1.2 The ‘rules for championship sailing, windsurfing and kiteboarding’ will apply. 1.3 The prescriptions of the RNYU will apply. 1.4 The different class rules will apply. 1.4.1 Boats may checked for compliance with class rules at any time during the regatta. 1.4.2 The rules for the Q-cup can be found on the website www.qcup.nl. 1.5 The Sailing Instructions may contain minor changes to the rules. 1.6 If there is a conflict between languages the English text will take precedence. 1.7 Every person on board who has his or her domicile in the Netherlands shall have the appropriate license.

2 ADVERTISING 2.1 Boats may be required to display advertising and/or identification numbers chosen and supplied by the organizing authority. Conflicting advertising shall be removed, or otherwise obscured, to the satisfaction of the organizing authority, from hulls, spars, sails and competitors clothing and equipment.

3 ELIGIBILITY AND ENTRY 3.1 The regatta is open to all boats as mentioned. 3.2 Eligible boats should enter by online registration on Sailing Today. 3.3 Competitors under 18 years of age shall return a completed Parent/Guardian Consent Form prior to or at registration. This consent form will be provided automatically through online registration on Sailing Today

4.2 The registration fee includes:Use of all marina facilities; Hoisting and berthing for keel boats; the clinics and practice race on Friday; the Saturday evening diner and all festivities.

To introduce children to racing in a low-threshold way, they can register in the Q-cup. Where the boat and materials (Sailcubes) are made available for you, you only have to bring your sports bag! The registration fee for Q-cup does not include the crew diner on Saturday and a Zeeland Regatta goodie Gabbag. This can be ordered separately on the website of Zeeland Regatta www:zeelandregatta.eu/bestellen/extras/

4.3 If an entry is cancelled by the competitor, the entry fees will be refunded as follows:

 Until May 9th 2019, full refund.  Between May 10th 2019 and June 13th 2019, 50% refund.  June 14th 2019 or later, no refund.  The entry fee has to be paid by online registration on Sailing Today.

5 SCHEDULE OF RACES AND EVENTS 5.1 Registration, equipment inspection, briefings, practice race, races, prize giving:

5.2 An extra race per day may be sailed, provided that the serie will maximum one race ahead of schedule. 5.3 On the last scheduled day of racing no warning signal will be made after 15:00 hrs.

6 MEASUREMENT 6.1 Every boat shall produce a valid measurement certificate. In addition equipment may be inspected or measured at any time. 6.2 During the regatta, any boat and its equipment may be subject to examination at for compliance with the class rules at any time.

7 SAILING INSTRUCTIONS 7.1 Sailing Instructions will only be available on the website of zeelandregatta.eu, at least from june 24nd 2019, at registration before the event and will be displayed on the Official Notice Board at the event.

8 VENUE 8.1 The location of the regatta office and the launching areas are displayed on the website https://zeelandregatta.eu/locatie/ Appendix A shows the racing areas.

9 THE COURSES (subdivision classes subject to change) 9.1 The courses to be sailed will be; 9.1.1 Windward-leeward with an offset mark: Hobie Dragoon, Hobie 16, Nacra 15, Laser 4.7, Laser Radial, 29er, Laser standard, RS Feva, RS 500, Contender. 9.1.2 Trapezoid Course: 2.4mR, Cadet, Europe, OK-dinghy, Splash Blue, Yngling 9.1.3 Triangle course: Optimist, Optimist Green, 9.1.4 A simple course depending on weather conditions: Q-cup

10 PENALTY SYSTEM 10.1 For rule 42 penalties, appendix P will apply. 10.2 Rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty, including a tack and a gibe shall apply for the skiff & multihull.

11 SCORING 11.1 8 Races are scheduled. For the skiff and multihull, 10 races are scheduled. 11.2 At least 3 races are required to be completed to constitute this regatta. 11.3 A boat’s score shall be calculated in accordance with RRS A2, except that: a. When fewer than 5 races have been completed, a boat’s series score will be the total of her race scores. b. When 4 to 8 races have been completed, a boat’s series score will be the total of her race scores, excluding her worst score. c. When 9 to 10 races have been completed, a boat’s series score will be the total of her race scores, excluding her 2 worst scores.

12 SUPPORT BOATS 12.1 Support boats shall register at the Regatta Office. An identification flag, which must be conspicuously displayed during the regatta, will be issued by the Organization Authority on receipt of a returnable deposit of € 20,00. The returnable deposit can be retrieved at the latest before prize giving. 12.2 Except when requested by, or agreed with, the race committee, support boats must stay 50 m distant from the race area from the time of the warning until the time the last competitor finishes the last race to be sailed each day on that race course. 12.3 Support boats shall not communicate with competitors during the regatta, or tow competitors to or from the race area unless asked to assist by an official race committee boat.

13 RADIO COMMUNICATION 13.1 Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile phones.

14 PRIZES 14.1 Prizes will be given as follow:

15 DISCLAIMER OF LIABILITY 15.1 Rule 4 of the Racing Rules of Sailing states: “The responsibility for a boat’s decision to participate in a race or continue racing is hers alone.” Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that:

a. They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk while taking part in the event; b. They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore; c. They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omission; d. Their boat is in good order, equipped to sail in the event and they are fit to participate;

e. The provision of a race management team, patrol boats and other officials and volunteers by the event organizers does not relieve them of their own responsibilities; f. The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances; g. The fact that race officials may conduct inspections of a boat does not reduce the responsibilities of each competitor set out in this Notice of Race.

16 RIGHTS TO USE NAME AND LIKENESS 16.1 By participating in the Zeelandregatta, a competitor automatically grants the Organizing Authority, the organizers and the sponsors of the event. 16.2 By registering for this event, a competitor authorize the organizing authority (s) to store and process personal data, as stated upon registration, and to publish the results with crew names and boat names. The registration data and results will be retained for a minimum of one year, but not longer than necessary for the organizers. 16.3 By entering Zeeland Regatta competitors accept that they may be photographed and/or videotaped participating in the race and/or using the facilities and they consent to the taking of such images and to the use, reuse, publication and republication of such images in any media, in conjunction with the competitors name or not, without compensation and without the competitors approval of such images or any use thereof. Video cameras can also be put on boats.

17 INSURANCE 17.1 Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of € 1.500.000 per event or the equivalent due to the sailing area and the event.

19 SOCIAL PROGRAM 19.1 On Friday July 5th sailing clinics will be held starting at 13:00 hrs followed by a practice race at 15:30 hrs. 19.2 On Saturday evening, July 6th a crew dinner will be offered to all participants. 19.3 Coaches, parents and other supporters can purchase additional dinner tickets online until June 28th at the Zeeland Regatta website www.zeelandregatta.eu 19.4 More details about the social events will be published on the Zeeland Regatta website www.zeelandregatta.eu

20 ACCOMODATION 20.1 Zeeland Regatta considers the social cohesion and contacts between the participants, coaches, parents, supporters and organization of great importance. In order to achieve this, Zeeland Regatta is committed to provide the possibility for overnight stay for all attendees on site at Oostwatering Marina. 20.2 Camping and berths at Oostwatering Marina can be reserved online at the Zeeland Regatta website www.zeelandregatta.eu untill June 28th. 20.3 For accommodation elsewhere: www.vvvzeeland.nl/accommodaties 20.4 In Zeeland it is forbidden to camp on public roads or parking facilities.

21 TRAILER PARKING, DOCKING AND CARS

21.1 Cars shall be parked at the designated parking areas as shown on the website https://zeelandregatta.eu/locatie/. Please follow the instructions of the regatta volunteers at all times.

BOTTOM LINE THINK “ZERO WASTE” The Zeeland Regatta is committed to minimize waste of all kind, and manage the on site collection of that waste efficiently, “reduce, re-use and recycle”. We want all participants to think ‘zero waste’ and to take home what they bring and to think responsibly when packing their things to come to Zeeland. Don’t bring items that will end up on the shore or in the lake, or that you won’t be able to take back home again.
