SUMMARY

This paper presents a summary of Tohoku-Pacific earthquake and airport operations in that region. Strategic Objectives: A: Safety – Enhance global civil aviation safety

Global Plan Initiatives: GPI-6 Air traffic flow management GPI-14 Runway operations GPI-19 Meteorological Systems

1. INTRODUCTION

1.1 A large earthquake occurred on 11 March 2011 at 14:46 JST (05:46 UTC) in the western Pacific Ocean at a relatively shallow depth of 32km (19.9NM), with its epicenter approximately 72km (45NM) east of the Oshika Peninsula of Tohoku, Japan, lasting approximately six minutes.

1.2 The big earthquake caused a large tsunami which was observed flooding airport, which is located near the coast of , with waves sweeping away cars and planes and flooding various buildings.

2. ITEMS PROVIDED

2.1 The presentation at Attachment A contains summary information relating to the earthquake, tsunami and actions had been taken in and how in the Tohoku district played an important role during disaster-relief activities.

3. ACTION BY THE MEETING

3. Document at Sendai airport (PART4:Recovery program)

At Sendai Airport, domestic non-scheduled commercial flights were resumed on 13 April 2011. MLIT will further the restoration of the passenger terminal building of Sendai Airport through cooperation with the concerned parties as follows;

① Comp le te the overa ll recons truc tion work of passenger t ermi nal b uildi ng (including CIQ facilities) by around the end of September 2011 ② Increase the handling capacity of domestic passengers (from 1 flight / hour to 2 flights / hour) , and enable resumption of international scheduled commercial flights by around 25 July 2011 ③ Take tentative measures to enable resumption of international charter flights (within the limitation of facilities) in late June 2011
