Minutes of the meeting of the Municipality of Thorne held on Tuesday, April 2, 2019, at 7:00 p.m. in Thorne Township, under the chairmanship of the Mayor, Karen Kelly. 1. OPENING AND ATTENDANCE COUNCILLORS: Robert Wills, Marsha Bean, Robert Charette, Deborah Stafford, Megane Bretzlaff , Jammie-Lee Coursol The Director General STACY LAFLEUR was also present. 2. VISITORS / QUESTION PERIOD Mel Bean, Mike Hogan Mr. Bean had questions about the issuing of dock permits. 3. ADOPTION OF THE AGENDA Resolution no 47-04/2019 It is moved by D. STAFFORD seconded by R. CHARETTE and unanimously resolved; THAT the agenda be adopted with the following modifications; # 14 3) Inter municipal Agreement # 15 2) Solar System # 25 1) National Autism Day 2) Route 366 CARRIED 4. ADOPTION OF THE MINUTES OF THE MARCH 5TH, 2019 MEETING Resolution no 48-04/2019 It is moved by M. BRETZLAFF seconded by D. STAFFORD and unanimously resolved; THAT the minutes of the regular meeting held on March 5, 2019, be adopted as presented. CARRIED 5. FOLLOW-UP 1) Road Sweeping Tender The director general informed Council that the tender has been posted and a special meeting will be held on April 18, 2019, at 3 p.m. to open the tenders. 2) Thorne Lake Islands Resolution No. 49A-04/2019 It is moved by R. CHARETTE seconded by M. BEAN and unanimously resolved; THAT the Islands be left as is. CARRIED 3) Canada Post The Director General and the Mayor met with 2 representatives from Canada Post to discuss the possibility of relocating the mail boxes on the TCRA’s property. A letter of consent must be provided by the TCRA and a survey must be sent to all users to obtain their approval before any decision is made. 6. BY-LAW ENFORCEMENT OFFICER REPORT 1) Report The by-law enforcement report was deposited. Eleven permits have been completed and sent to the MRC and 7 permits were issued this month. 2) Cadastral Plan Resolution no 49-04/2019 It is moved by R. WILLS seconded by M. BEAN and unanimously resolved; THAT the Municipality of Thorne approve the cadastral plan for the lots as described in the technical description given by Michel Fortin, surveyor, under minutes # 29194 dated March 11, 2019. CARRIED 7. ROAD FOREMAN’S REPORT The Mayor read the road Foremen’s report. 8. ROAD COMMITTEE REPORT Councillor M. Bretzlaff received 3 complaints about the bump on Route 366 west. She asked that the road Foremen to verify the issue on Friday therefore the road would be repaired for the weekend. 9. ENVIRONMENT COMMITTEE REPORT Councillor R. Wills is concerned about the MRC’s vote to support the land filled. 10. LAND USE PLANNING COMMITTEE REPORT No report this month. 11. FINANCE AND ADMINISTRATION COMMITTEE REPORT Councillor M. Bean mentioned that the municipality received the Road Grant and a part of the Gas Tax grant. 12. RECREATION AND CULTURE COMMITTEE REPORT No report this month. 13. PUBLIC SECURITY COMMITTEE REPORT Councillor D. Stafford suggested contacting the SQ and asking that more patrolling be done during the thaw season since it is easier for break and entry. 14. FIRE DEPARTMENT 1) Fire Chief Report The fire chief’s report was deposited. 2) Quotes for logo Resolution no 50-04/2019 It is moved by J. COURSOL seconded by M. BRETZLAFF and unanimously resolved; THAT the municipality accepts the quote from Mystical Creations in the amount of $ 95.00 for the installation of 2 logos on the emergency van. CARRIED 3) Inter-Municipal Agreement Resolution no 51-04/2019 It is moved by R. WILLS seconded by R. CHARETTE and unanimously resolved; THAT the municipality adopts the revised inter-municipal agreement between the Municipalities of Thorne and Otter Lake regarding the services for mutual assistance in accordance with the Fire Safety Cover Plan as presented. THAT the Municipality gives signing authority to the Mayor and Director General to sign all pertinent documents relating to this agreement. CARRIED 15. WASTE MANAGEMENT SITE Free drop off Resolution no 52-04/2019 It is moved by M. BRETZLAFF seconded by D. STAFFORD and unanimously resolved; THAT the municipality will have a large free “household” items drop-off for its ratepayers, on the Saturday, Sunday, and Monday of the long weekend of May and the long weekend of September. It has also been resolved to ask Jeff Sullivan to be available for those 2 weekends to help the dump attendant. The drop off includes beds/mattresses/chairs/couches/carpets, however, exclude construction and demolition debris. Fridges and freezers do not have to be tagged that the Freon has been removed. This information will be posted on the website and at the transfer station. CARRIED 1) Solar system Resolution no 53-04/2019 It is moved by M. BEAN seconded by R. CHARETTE and unanimously resolved; THAT the municipality allows Mr. Wills to purchase the equipment needed and to install the system. CARRIED 16. DEEDS There was 1 deed for the month of March for the amount of $ 1 168.52. 17. REMUNERATION ELECTED OFFICIAL Resolution no 54-04/2019 It is moved by J. COURSOL seconded by M. BRETZLAFF and unanimously resolved; THAT the municipality adopts the by-law as presented. CARRIED 18. TRAILER BY-LAW A notice of motion was given by Councillors D. STAFFORD and M. BRETZLAFF that at the regular meeting of the council on May 7, 2019, By-Law # 2019-03 concerning the trailers will be adopted. 19. PROCEDURE CONCERNING THE RECEIPT, EXAMINATION AND TREATMENT OF COMPLAINTS IN THE CONTEXT OF AWARDING A CONTRACT A notice of motion was given by councillors J. COURSOL and M. BEAN that at the regular meeting of the council on May 7, 2019, By-Law # 2019-04 procedures concerning the receipt, examination and treatment of complaints in the context of awarding a contract will be adopted. 20. OKTOBERFEST REQUEST Resolution no 55-04/2019 It is moved by D. STAFFORD seconded by M. BEAN and unanimously resolved; THAT the municipality allows the Oktoberfest committee to install barriers along the fence. CARRIED 21. PONTIAC AGRICULTURAL SOCIETY Resolution no 56-04/2019 It is moved by J. COURSOL seconded by D. STAFFORD and unanimously resolved; THAT the municipality sponsor the Shawville Fair for the yellow ribbon in the amount of $ 100.00. CARRIED 22. COTTAGE LIVING Resolution no 57-04/2019 It is moved by R. CHARETTE seconded by R. WILLS and resolved; THAT the municipality will not publish an ad in the booklet. CARRIED Councillors D. CIVIL SECURITY FINANCIAL ASSISTANCE – 911 GRANT. 1) Télmatik Résolution n° 58-04/2019 It is moved by M.BEAN seconded by R.CHARETTE and unanimously resolved; THAT the municipality accepts the quote received for the emergency alert system from telmatik. 2)Generator Résolution n° 59-04/2019 It is moved by J.COURSOL seconded by R.WILLS and unanimously resolved; THAT the municipality sends a request for quotes for the generator THAT the municipality sends a letter to the TCRA requesting to have it installed on their property; CARRIED 2) Additional phone line Résolution n° 60-04/2019 It is moved by M.BRETZLAFF seconded by D.STAFFORD and unanimously resolved; THAT an additional phone line be installed by Telebec. CARRIED 24. MAYOR’S REPORT OF THE MRC MONTHLY MEETING Mayor Karen Kelly read her report. 25. VARIA 1) National Autism Day World Autism Awareness Day is an internationally recognized day on April 2nd every year. The municipality of Thorne encourages the community to take measures to raise awareness and to proclaimed April 2nd as National Autism Day. 2) Route 366 Resolution no 61-04/2019 It is moved by J. COURSOL seconded by D. STAFFORD and resolved; THAT the municipality send a letter to the main office of the Ministry of Transport. CARRIED 26. PAYMENT OF INVOICES Resolution no 62-04/2019 It is moved by D. STAFFORD seconded by M. BEAN and unanimously resolved; THAT the invoices totalling $ 118 460.21 be paid. We here in Thorne should give thanks for having been extremely fortunate concerning the flooding problems.

I would like to thank all our understanding ratepayers as we are going through the slow process of getting our roads back.

Let us be aware of all those who have been less fortunate, there have been approximately 500 people evacuated here in the Pontiac and many of them do not know if their houses can be used again.
