I. PURPOSE

Swearing-in ceremony for Robert (Bob) Randolph Casey as Commissioner of the Federal Maritime Commission.

II. BACKGROUND, PARTICIPANTS AND PRESS PLAN

A. Background

1. Bob was born in Joplin, Missouri on July 27, 1915 and moved to Houston, Texas in 1930.

2. He graduated from San Jacinto High School and attended the University of Houston and the South Texas School of Law at night.

He was admitted to the State bar of Texas in 1940 and opened a law office in Alvin, Texas and served as city attorney and also a member of the school board.

He returned to Houston as an assistant district attorney in Harris County and was in charge of the civil department.

3. In 1948 he was elected to the State house of representatives and served in the regular and special sessions of the 5Lst Legislature. - 2 -

4. Bob was elected county judge of Harris County in 1950 for a 2-year term and was reelected in 1952 and 1954 for a 4-year term.

5. He was elected Representative of the 22nd District of Texas in 1958, thus serving as a Member of Congress in the 86th, 87th, 88th, 89th, 90th, 9lst, 92nd, 93rd, and 94th Congresses.

6. Bob served on the House Appropriations Committee and was Chairman of the Legislative Subcommittee.

SUBJECT: Request from the Ho no rab le Bob Casey

In a recent conversation the Congressman expressed his desire to have the President participate in Casey's swearing-in ceremony as a member of the Federal Maritime Commission.

He stated that the swearing in is currently scheduled to occur on January 3, 1976.

Congressman Casey would be extremely honored if the President could participate in this event.

THE WHITE HOUSE

The President today announced his intention to nominate Bob Casey, of Houston, Texas, to be a Federal Maritime Commissioner for the remainder of a term expiring June 30, 1978. He will succeed George Henry Hearn who resigned effective June 2, 1975.

In November 1958, Mr. Casey was elected to the 86th Congress and has served successively. From 1950 to 1958, he served as county judge for Harris County in Texas. He served in the Texas State House of Representatives from 1948-50.

Mr. Casey was born on July 27, 1915, in Joplin, Missouri, and attended night school at the University of Houston, and South Texas School of Law. He was admitted to the Texas State Bar in 1940. He was in the private practice of law in Alvin, Texas and later was assistant district attorney in Harris County until 1948.

Mr. Casey is married to the former Hazel Brann and they have ten children. They reside in Washington, D. C.
