Q2 Councillor Michael Watters To ask the Area Manager if it is possible to investigate the possibility of installing a garden or green space on the ‘pitch’ at the junction of Devoy Road and Kickham Road, Inchicore, Dublin 8, as a number of residents have been in touch.

Reply Planning permission was granted in December 2015, (conditions later amended by An Bord Pleanála), for the establishment of temporary compounds and other works associated with the Liffey Siphon Rehabilitation Contract at 6 locations including 'the pitich' at Devoy Road. I can confirm that the permission includes reinstatement landscaping works at Devoy Road.

Q3 Councillor Michael Watters To ask the Area Manager to please refer to the large tree outside (details supplied), the roots of which have caused the footpath to crack leaving a hazardous situation for many vulnerable pedestrians living in the locality and say if she can arrange to have the footpath properly reinstated.

Reply Road Maintenance inspected this location this morning and have logged this defect to our works list for repair the next time we have a crew available in the area.

Q4 Councillor Michael Watters To ask the Area Manager if it is possible to investigate the possibility of installing a pedestrian crossing at Rialto Bridge, along Herberton Road and across Dolphin Road, to provide pedestrians with a safe crossing, as this is currently a dangerous crossing for pedestrians.

Reply The upgrade of the Dolphin Road/Herberton Road and Parnell Road/Clogher Road junctions is to be incorporated into the South Cycle Lane Improvement Scheme. A Request for Tenders for the procurement of a consultant was issued in April 2019. Unfortunately, only one out of eight consultants responded. At the moment the project is being reviewed by the NTA.

Q5 Councillor Michael Watters To ask the Area Manager to ask if it is possible to investigate the possibility of installing CCTV at the corner of South Circular Road and Haroldville Avenue, Dublin 8, to provide a deterrent for anti-social behaviour in the area, as a number of residents have been in touch.

Reply Incidents of criminal/anti-social behaviour should be reported to the Gardaí who are the policing authority. CCTV has been installed in flat complexes but, as the houses in Haroldville Avenue are privately owned, security measures in this area are an operational matter for the Gardaí.

Q6 Councillor Michael Watters To ask the Area Manager if it is possible to investigate the possibility of installing more public lighting on Hamilton Street, Dublin 8, as a number of residents have been in touch.

Reply There are no plans to install any additional lighting on Hamilton Street. However, we will replace any existing lamps that are due for replacement and we will continue to carry out routine maintenance works on the existing lights here as required. There are also a number of trees on this road in the vicinity of the lights and we will request the Parks Department to prune any trees that may be blocking the lights here.

Q7 Councillor Michael Watters To ask the Area Manager to ask if it is possible to investigate the possibility of installing more public lighting on John Street South, Dublin 8, as a number of residents have been in touch.

Reply We will examine the lighting on John Street South and any improvements considered necessary will be added to a list for consideration for inclusion on a future public lighting improvements project subject to the necessary finances being made available.

There is no public lighting minor works programme for 2019.

However, we will replace any existing lamps that are due for replacement and we will continue to carry out routine maintenance works on the existing lights here as required.

Q8 Councillor Michael Watters To ask the Area Manager if it is possible to investigate the possibility of installing a public waste bin on the corner of Southern Cross Avenue and Bulfin Road, Inchicore, Dublin 8, in order to reduce litter levels in the area.

Reply Waste Management Services had a litter bin at the above mentioned location which used to be vandalised and eventually burnt out. We removed the damaged bin and there are no plans to replace this bin at this time. We are satisfied that two nearby bins on Bulfin Road are sufficient to cater for the litter needs at this location.

Q9 Councillor Michael Watters To ask the Area Manager if it is possible to investigate the possibility of resurfacing the roads surface in the Rialto Cottages area, Rialto, Dublin 8, as a number of residents have been in touch.

Reply Road Maintenance has visited and inspected the road surface of Rialto Cottages recently and notes the carriageway surface has degraded at some locations. I will be putting forward Rialto Cottages for possible inclusion in our 2020 resurfacing program. This selection with be dependent on the available funding provided to Road Maintenance. In the meantime, localised defects have been added to our works list for repair.

Q10 Councillor Michael Watters To ask the Area Manager if it is possible to investigate the possibility of extending the Dublin Bikes scheme to Rialto and The Tenters, Dublin 8, as a number of residents have been in touch.

Reply Given the level of investment necessary for expansion, any further growth of the Just Eat scheme in the city is dependent on the identification of additional sustainable funding for capital and operational costs. This work is ongoing and is in addition to measures to finance the existing bike scheme in its current format. A further factor that must be considered is the impact of stationless bike hire on the Just Eat dublinbikes business and operational model. There is therefore no definite timeline in place for the delivery of station extension to Rialto and the Tenters. Station locations are determined at the detailed design stage of planned expansion.

Q11 Councillor Michael Watters To ask the Area Manager if it is possible to investigate the possibility of allowing electric vehicles to park in a paid parking bay, beside an electric vehicle charge point, for free, for a period of up to 2 hours in order to charge. This could act as an incentive for electric vehicles.

Reply As part of Dublin City Council’s Climate Action Change Policy the Parking Policy and Enforcement section is actively considering what measures to introduce that will contribute to “Green Mobility” for Dublin city. These will be decided upon during the Autumn of this year.

Q12 Councillor Michael Watters To ask the Area Manager what plans Dublin City Council have in place to manage the flood risk of the Camac River in Inchicore and ? Please provide any and all information on this matter.

Reply A Catchment Flood Risk Assessment and Management (CFRAM) Study of the Poddle and Camac was carried out, as part of a National programme, by the OPW between 2012 and 2014 for which there was a large amount of public consultation with letter drops to all properties deemed at significant flood risk in these catchments in 2014. The results of this were published on www.opw.ie and now on www.floodinfo.ie with the launch of the OPW flood management plans for Ireland in May 2018 by Minister Kevin “Boxer” Moran in the presence of An Taoiseach.

The CFRAM study did not identify an overall solution to the flood risks across the full Camac catchment so it has been decided to carry out a further study.

The new study will review the CFRAM study outputs in terms of the overall catchment as well as looking at the various sections of the catchment in more detail, including Inchicore and Kilmainham. As part of that exercise, we will be looking at the management of flood risk through a range of measures and will also be considering the in terms of our obligations under the Water Framework Directive to restore all water bodies to good ecological status. Accordingly, Dublin City Council is currently procuring a consultant to carry out a more detailed analysis of the flood risks and hope to make an appointment this month (July). Following appointment, the consultant and the DCC project team will be engaging in further local consultation and a further update can be provided to the South Central Area Committee in Q4 2019.

Q13 Councillor Críona Ní Dhálaigh To ask the Area Manager to report on the following with regards to the eviction of (details supplied), what role did DCC play in this eviction and what were the grounds for the eviction?

Reply (Details supplied) is a complex that is solely run by the Approved Housing Body, Circle Housing. Dublin City Council had no role what so ever in the above eviction.

Q15 Councillor Críona Ní Dhálaigh To ask the Area Manager regarding recent local election posters erected in Dublin South Central. How many, if any, fines were issued for posters erected too early and for those left up and removed after the closing date?

Reply No litter fines were issued for posters in place in the South Central Area before the prescribed date of recent Local and European Elections. A total of 40 litter fines were issued for election posters in place after the prescribed time.

Q16 Councillor Críona Ní Dhálaigh To ask the Area Manager the following re CBL in (details supplied):- How many units were advertised? How many applied and of those how many were tenants of (details supplied) on transfers or housing lists? How many have been allocated and can you please state if they are existing tenants in (details supplied) or outside? How many are still to be allocated? Why is it taking so long to allocate the units?

Reply Twenty three units were advertised - Four 3 beds, Eight 2 beds, Eleven 1 beds.

There were two hundred and thirty six applicants. 30 for 3 beds, 80 for 2 beds and 156 for 1 beds.

There were eight applications from tenants in (details supplied) (transfer list) and seventeen applications from subtenants (housing list).

To date, six units have been allocated, five 2 beds and one 1 bed. Of these, five allocations have been to residents already residing in (details supplied) and one to an applicant from outside the Estate.

There are seventeen units to be allocated when they become available for letting.

The units to be allocated under CBL were identified as vacancies that would become ready to let over the following six months. It was not the case that when they were advertised in April / May they would be ready for letting in the short term.

Q17 Councillor Críona Ní Dhálaigh To ask the Area Manager with regard to my motion unanimously passed at February Area Committee Meeting regarding the Quaker burial site in Cork St, can the Manager request from the HSE when will the archaeological conservation study be published and the requested improvements carried out.

Reply We understand that the HSE and National Monuments Service are preparing a report on the site. However, the Archaeology, Conservation & Heritage Section have no involvement in the preparation of that report and have no details or information on it. The Councillor should contact the HSE directly in relation to this matter.

Q18 Councillor Daithi Doolan To ask the Area Manager to outline what is the Council's strategy to tackle weeds in Dublin South Central?

Reply The administration of the weeds eradication programme is overseen in the area by Public Domain on behalf of Road Maintenance. Currently it is under review as Dublin City Council endeavours to cease the use of glyphosate in favour of environmentally friendly methods, such as manual extraction and foam stream among others. Public Domain continue to support environmental groups with weeding tools and clean up equipment for use in their own local areas. Public Domain have met with Waste Management and Road Maintenance to discuss this issue. The area will be updated in due course.

Q19 Councillor Daithi Doolan To ask the Area Manager for an update on the Task Force established to tackle the causes and consequences of anti-social behaviour?

Reply The Drimnagh Task Force has met on a number of occasions. At the last meeting on 21st May the group decided to set up a working group consisting of An Garda Siochána, Clay Youth Project and Bosco Youth Centre. The working group, which was established to plan the identification and engagement of young people at risk in the Drimnagh area has had two meetings to date, with another scheduled for 9th July. The Task Force will reconvene when the sub group has completed its work.

Also, the City Council has agreed to part fund the local drugs task force to enable the delivery of a Strengthening Families Programme in the area. This programme is a nationally and internationally recognised parenting and family strengthening program for high-risk and general population families. It is an evidence-based family skills training program found to significantly improve parenting skills and family relationships and reduce problem behaviours. This programme is due to commence in September.

Q20 Councillor Daithi Doolan To ask the Area Manager for a progress report on the proposed development of the former Scoil Eanna and adjoining site on the Crumlin Road?

Reply The Housing and Community Services Department submitted a stage 1 application for the development of social housing on this site. Concurrently, the Housing and Community Services Department is undertaking a Cost Effectiveness Analysis to support and underpin the stage 1 application. The Housing and Community Services Department is also collaborating with the Library Services with regards locating a public library on-site. Progress has been achieved with regards the procurement of an integrated design team and it is anticipated that a design team will be assigned shortly to this project.

Q22 Councillor Daithi Doolan To ask the Area Manager to outline the time frame for the Part 8 Housing and Scout Hall development in the Springvale site.

Reply Stage 4 approval for award of contract on Springvale was received from the Department of Housing, Planning and Local Government on Friday 8th June. It is intended to commence the formal Part 8 planning procedure without delay.

Based on typical construction timeframes we would anticipate construction being completed during quarter 1 2021.

Q23 Councillor Daithi Doolan To ask the Area Manager how many families are waiting to access the family hubs on Sarsfield Road and Crumlin?

Reply We currently have 26 families with noted interest in the Sarsfield Road Hub and 15 families with noted interest in the Crumlin Hub, some families are interested in both facilities.

When a vacancy arises in any of our Hub facilities all families identified as in need of this type of supported accommodation will be considered.

Q25 Councillor Daithi Doolan To ask the Area Manager to outline what plans are in place to tackle illegal dumping on the green at Cherry Orchard Parade and has any advancement been made on the construction of a concrete plinth around the green to prevent access for dumping?

Reply The Waste Management Storage Presentation and Segregation of Household and Commercial Waste Bye Laws 2018 came in to effect on 1st May 2019. Under Section 2.1 Householders shall demonstrate compliance by presenting (upon written request) proof to an authorised officer in the form of receipts/statements within a specified period.

It is proposed to conduct a waste audit on compliance in the areas impacted by illegal dumping on this green. A joint initiative with Public Domain and Waste Management is expected to commence Saturday 16th July.

A concrete plinth would cost in the region of €55,000, which is not currently available. It would not be effective in dealing with pedestrian dumping. Community engagement and environmental awareness is vital to reduce illegal dumping in the long term.

Q26 Councillor Daithi Doolan To ask the Area Manager what contacts has there been between DCC and the owners of De La Salle lands in the last 2 months and has a date been agreed to meet with residents to discuss proposed developments of this site?

Reply The developers of the De La Salle site were in contact with Dublin City Council in the past few months to confirm that they would bring their proposal for the site to the residents when it had been finalised. Further contact was made by the developers on 1st July to confirm that they were taking possession of the site and erecting hoarding.

Q27 Councillor Vincent Jackson To ask the Area Manager to provide a report on the following: - I recently met a 64 year old gentleman, (details supplied), who is interested in selling his home back to Dublin City Council and upon payment is hoping to get an older persons unit in the likes of Fr Lemass Court, Claddagh Court or Annamore Court, Ballyfermot, Dublin 10. I am encountering a number of persons who would love to sell back to DCC and get an older persons unit. Going forward it is a great way for DCC to get a number of valuable housing units in areas of high demand. I can get any medical evidence needed.

Reply The Financial Contribution Scheme is a scheme available to persons aged 60 years and older who own their own home and are living within Dublin City Council’s administrative area. An applicant can apply to be considered for the Financial Contribution Scheme by completing the necessary application form and submitting it to Housing Allocations. The following conditions apply –

1) Admission to the Financial Contribution Scheme shall only be offered to a home owner if Dublin City Council wishes to purchase a home owner’s property and is able to source a vacancy in Older Person’s accommodation for the applicant. 2) Applicants that may have to sell their property due to separation, divorce, or family agreements shall only be able to access one dwelling per property. 3) Dublin City Council cannot purchase any house with a value in excess of the price limit set out by the Department of Housing, Lanning and Local Government for acquisitions. 4) Dublin City Council shall only consider purchase of properties at a discount for homeowners who are eligible for Older Person’s accommodation. 5) Successful applicants will be placed on the Financial Contributions List until a suitable vacancy arises. 6) Refusal of 2 offers of accommodation in the applicant’s area of choice will result in cancellation of the application. 7) Home owners who are housed must pay a housing rent to Dublin City Council in line with the Differential Rent Scheme. 8) The discount Dublin City Council will apply is – - 60 years to 69 years old 60% of the market value of the property - 70years old and older 70% of the market value of the property 9) The date of acceptance on to the list is the effective date for selection for vacancies. 10) Properties may be subject to inspection when the candidate is reached for selection, if the dwelling is found unsuitable by Dublin City Council or if it requires substantial repairs, Dublin City Council may not purchase the property and an applicant will not be eligible for the Financial Contribution Scheme.

Process 1. Successful applicants will be placed on the financial contributions list until a vacancy arises. 2. The date of acceptance on to the list is the effective date for offers. Applicants can indicate interest in bedsit accommodation which may allow for shorter waiting times. 3. Homeowners who are housed must pay a housing rent in line with the differential rent scheme. 4. Dublin City Council will only permit deduction of legal fees and conveyancing when a home owner’s legal representative is determining the contribution amount due to Dublin City Council. 5. Mortgage redemption cannot be deducted from the sale price and it must be paid from the homeowners’ own share of the sale proceeds. 6. All utility charges/property tax must be paid before property is purchased by Dublin City Council.

Q28 Councillor Vincent Jackson To ask the Area Manager to ensure the footpath outside (details supplied) is repaired after the installation of a new water stop cock by DCC / Irish Water a few months ago. The resident came home to find the area all dug up without any prior notice. He is now anxious that the area is left in the condition it was found in.

Reply Please be advised that Road Maintenance Services has notified Irish Water of the defective temporary reinstatement and requested the permanent reinstatement to be completed of same at the address specified. Q29 Councillor Vincent Jackson To ask the Area Manager to request that the Parks Dept. meet with a few Ballyfermot Residents and myself in mid / late September to look at areas of the Lawns Park, Ballyfermot, Dublin 10, for which the history and development of the area can be included in the redevelopment of the Park, the Castle, Graveyard, Church and the farmhouse. All are windows of the past which need representation in the redevelopment of the area.

Q30 Councillor Vincent Jackson To ask the Area Manager to please look at the following concerns from the recent Residents Association AGM I attended:-

a. Need for more 30 km signs in the area to reduce the incidence of speeding in the area. b. Road Ramps need to be increased to become relevant, as the current ones in the area are not severe enough to reduce speed. c. Grass cutting on large play areas not taking place on a regular basis leaving the place left very unkempt. Many residents felt the area maintenance has regressed since the introduction of private operators.

Can we arrange a meeting with the Residents Association in Mid / Late Sept to hear at first hand the concerns of the local community?

Reply A) Walkinstown area was scheduled to have 30Km/h signage erected as part of Phase 2 of Dublin City Council’s Special Speed Limit Bye-Laws 2018. The appropriate signage was erected and in situ. Signs are only placed at the point of change from one speed limit to another. The arterial routes are the main points of speed limit change. If there is a problem with excessive speeding or non-compliance with the speed limit in the area it should be referred to An Garda Siochána as this is an enforcement issue.

B) Raising the profile of speed ramps can lead to additional noise, vehicle damage and possible personal injury. Dublin City Council has been subject to litigation claims for vehicle damage as a result of ramp height exceeding the standard best practice. We would therefore not recommend the raising of ramp heights that would be higher than our best practice standards.

Currently Dublin City Council only use two types of ramps –  10m long ramps (generally used on bus routes)  4.5m long ramps (generally used on roadways where there is no bus route) All ramps have to be agreed with the Environment and Transportation Department of Dublin City Council and have to meet the Construction Standards for Road and Street Works in Dublin City Council – May 2016.

Reply Decies Road has been included in the fourth phase of the 30 Km/h Speed Limit introduction. This proposal will be going for public consultation from July 15th 2019. Following the adoption, and sealing of the new Bye-Laws in the autumn 2019, works will commence to erect the relevant signage in the new areas in summer 2020.

I asked why they were removed, the tenant stated they were very damp and needed replacement.

Q37 Councillor Vincent Jackson To ask the Area Manager to please give me their thoughts on why people are waiting 15 to 20 years for a transfer to go into certain areas and why I regularly see people wishing to be housed in any area going into these high demand houses. If I need to be housed in say area J, I feel unless specific circumstances prevent been housed in that area, the older house or at least some should be offered to those awaiting a transfer and I feel they are forgotten in this housing crisis.

Reply Dublin City Council acknowledge the long waiting period, however all Social Housing tenancies are let in accordance with the Scheme of Lettings which was adopted by the City Council in May 2018. The Scheme sets out the basis for the Allocation of properties. Applications are assessed and placed in the appropriate band of the Housing or Transfer lists. Once in a band applicants are offered available properties in date order. Available properties are targeted to the bands in differing proportions through the target allocations policy resulting in faster or slower housing through the bands.

Q48 Councillor Sophie Nicoullaud To ask the Area Manager to give a statement with regards to asbestos on the site at the old Clayton Love on Jamestown Road in Inchicore. There was a fire there some time ago and residents are concerned for their health and the health of their children as there was asbestos in the building.

Reply The Dangerous Buildings Inspector for the area last inspected this site as of September 2017 further to a fire incident, reported by Dublin Fire Brigade.

The premises was found to be open to entry. Dangerous Buildings proceeded to re- secure the site including, ground level door openings and front entrance gates, under remit of the Local Government sanitary Services Act 1964. A DB 1. Notice was duly issued to the owner dated 1/11/2017.

Dangerous Buildings have no remit with regard to removal of asbestos related materials. It is the responsibility of the owners to maintain a secure and safe premises at all times.

Q50 Councillor Sophie Nicoullaud To ask the Area Manager to review the situation of DCC car park at corner of Cromwellsfort Road and St. Agnes Road, Crumlin Cross. There is a big underground car park across the street at the Ashleaf Shopping Centre, so keeping this small one seems redundant. This parking is not maintained and offers a chaotic system for drivers. After hours, cars cut through the parking lot to avoid waiting at the traffic light which represent a huge danger for pedestrians. Tree planting would offer a solution there to counteract air pollution from heavy traffic going through this intersection and air pollution from more cars at the Applegreen gas station on St Agnes Road. A green area there is needed to transform this intersection into a pleasant environment for non-car users.

Reply There are some significant complications surrounding the carpark including the issue of a split in ownership between South Dublin County Council, Private ownership and DCC.

Can the councillor please work with the area office to confirm that there is local support for the removal of parking spaces at this location? If this is the case, resources can be allocated to investigate the request further.

Q51 Councillor Sophie Nicoullaud To ask Area Manager if there is a plan to add more cycling lanes on St Agnes Road. It is a very dangerous environment for cyclists. An effort has been made to add a cycling lane in Crumlin Village on St Agnes Road but there is no cycling lane north and south of this small section of cycling lane.
