Under the Rathmines and Rathgar Improvement Act, 1862, the townlands of Rathgar and Sallymount (the latter comprising present-day Ranelagh) were added to the re-named Rathmines and Rathgar Township, which was further extended in 1866 to include townlands in Uppercross. Milltown was added to the township under the Milltown Extension Act, 1880. Originally the township was governed by Commissioners, but under the Local Government (Ireland) Act of 1898 (61 & 62 Vict., c. 37), the Rathmines and Rathgar Urban District Council was established as the elected governing body. The Rathmines Township was created as a sanitary area, but new functions were added with each of the above acts, so that its duties came to include responsibility for public lighting and water supply as well as drainage, which was provided jointly with the Pembroke Township. After 1898, the Urban District Council built a number of small housing schemes, under legislation for housing of the working classes. The Urban District Council met in the magnificent Town Hall on Rathmines Road, which was designed by Sir Thomas Drew and was used for the first meeting of the UDC in January 1899. The interior fittings were by Carlo Cambi of Siena, who was also responsible for who was also responsible for doors and panelling in the National Library and National Museum of Ireland. The famous Town Hall clock was made in 1897 by Chancellor and Son, of Bachelor’s Walk and Sackville Street (modern O’Connell Street) at a cost of £130. The clock chimes were also made in 1897, by Matthew Byrne of James’s Street at a cost of £264. Under the Local Government (Dublin) Act of 1930, the district of Rathmines and Rathgar became part of the City of Dublin, under the administration of Dublin Corporation.
