28 29 PROJECT 1 - ENHANCEMENT OF KILMAINHAM VILLAGE

The focus of the regeneration of Kilmainham village is centred around a reimagining of the public realm to provide an improved pedestrian environment, particularly running in a north- south direction along the South Circular Road/Suir Road. Improved pedestrian connectivity could act as a catalyst for an increase in local services such as retail, restaurants and cafés and will also serve the tourist industry.

In support of the local economy, this area aims to promote the expansion of attractions such as Kilmainham Gaol and the Royal Hospital in addition to Kilmainham Mill through improved connectivity.

Existing Features

This area is well served by key tourist attractions, local shops and public spaces. The village is characterised by poor pedestrian permeability and experiences large volumes of traffic along the South Circular Road in particular. The area generally experiences large pedestrian footfall activity on a daily basis, however due to the Covid-19 Pandemic this has seen a reduction in recent months.

Its enhancement and integration into an improved green infrastructure network directly aligns with the aims of the URDF as follows:

• In line with the Vision for Kilmainham-Inchicore it will deliver environmental improvements that will enhance the amenities of the area and directly benefit those living in and visiting it. It will also be an identifiable characteristic of the area, helping define it as a place. • The protection and enhancement of the biodiversity rich Camac River as part of an improved green infrastructure network has sustainability at its heart and will help ensure the protection and active use of this important natural asset. • The Camac River Greenway will act as a direct pedestrian link between Kilmainham and Inchicore, providing an attractive, nature-based, pedestrian environment, that facilitates and encourages active travel, a sustainable mode of transport. • It is innovative in that it achieves compact growth, not in the context of new development, but by utilising and maximising existing natural assets to bring the two villages of Kilmainham and Inchicore together through a strong nature-based link solution. • The project presents opportunities for collaboration as part of the delivery of the longer- term opportunity sites. • This project will have a direct positive impact on the health and well-being of the community, providing direct access to nature, improved urban green spaces and delivering a segregated pedestrian greenway, removed from the urban environment of its surroundings. • Enhancements that improve access to nature, green spaces and accessibility as part of a Strategy to guide development in the wider area will allow for the delivery of inclusivity through planning.

THE MILITARY QUARTER

The development of ‘the Military Quarter’ would deliver a series of links between the heritage sites with a military history within the study area such as inter alia Royal Hospital Kilmainham 4 (including the Irish Museum of Modern Art) and Kilmainham Gaol and other such sites in the wider City area including inter alia Richmond Barracks, War Memorial Gardens and the Magazine Fort. This initiative supports the aims of the URDF as follows:

• It addresses the three key features of the Vision for Kilmainham-Inchicore - people, place and the environment as the military history of the area is intrinsic to its identity as a place. • It presents economic opportunities in terms of tourism while also enhancing the legibility of the areas history, making it a more attractive place to live and work which is at the core of sustainability. • The Military Quarter initiative is based around sustainable modes of transport, including improved legibility and the enhancement of pedestrian linkages within the study area as well as utilising public transport to access the wider network of sites. • It is innovative as it bring together the different military assets within, and provides a different perspective of, the City. Existing Features

Pedestrian facilities in Kilmainham-Inchicore are generally in good condition, with some localised gaps in footpath continuity and crossings on desire lines and a lack of legible pedestrian connections to the wider area.

West-east movements are facilitated along main roads, secondary roads and the existing tow-path along the Grand Canal. The north- south movements, however, encounter several challenges including the railway line, Grand Canal, Camac River, Luas line and major roads.
